LIABILITY ADMINISTRATORS Comment: The service agreement.for liability claims administration . with Carl IVarren & Co. should be renewed for the 1°83-84 . year. The proposed amendment.to the agreement �vould increase " the administrative fee and hourly claims service rate, �vhile � other costs and services would.remain stable. 10. ADOPTION OF FY 1983-S4 DUDGET Conment: On 4�tay 17, 1983 staff presented a Proposed Budget for FY 1983-84. Since that time the City Council and Staff had met in workshop session to discuss the Proposed Budget. The workshop has been completed and all changes made by the City Council have been incorporated into the Annual Budget. Recommendation: The City Council adopt the resolution for the Annual Budget. 11. JUVENILE ASSISTANCE DIVERSION E�FORT (�ADE) Comment: The JADE Program has been observed by Council, receives the support of the Sheriff's Department, is highly regarded by the School District, and is strongly supported by our neigh- , boring cities. The primary function of this Program is juvenile crime prevention & control.. In previous years, Council fias funded this Program. APIP!EXATIOPJ ;'P3 - CEtdSUS TRaCt 5404 Comment: Tnis item presents a resolutzon prepared at the direction of the City Council which makes application to the Local Agency Formation Commission (LAFCO; for annexation of the ceunty = unir�corporated territory census tract 5404 from the County of Los Angeles to the City of Lynwood, and detachment,of said territory from the Consolidated Fire Protecticn Distri.ct, Consolidated Se�ver Maintenance District, and Willowbook Lighting District. .Recommendation: Approve and adopt the attached resolution making Application for Annexation. 15. REIMBURSEMENT AGREEMENT WITH'THE LYNWOOD REDEVELOPMENT AGENCY FOR THE ACQUI$ITION AND CONSTRUCTION OF CERTP.IN WATER MAIN IhiPROVEMENTS IN THE " ACAMEDA REDEVELOPMENT PRO�ECT AREA. � Comment: Four proposed water main capital improvement project totalling $185,900 are intended to im�rove the Alameda ftedevelopment ProJect Area and surrounding neighborhood. The Lynwood Redevelopment Agency may reimburse the City for the costs of the.water main proJects. Recommendation: Approve the attached resol.ution making findings that the , water main improvements would benefit the Alameda Pro,;ect Area, that_there are no other reasonable means of financing such improvements, and that the Agency should finance the water main improvements with.Tax Increment under the pro- visions of the attached Reimbursement Agreement. 16. The Mayor stated it � ��ras ar�ticipat2d there would be a drastic increase in electri- � city rates for the 1981-82 and subsequent 6udget years. � Fortunately for the City, this did not materialize. The � power costs amount to approximately 850 of the total cost ' of operating the District. Staff is recommending that the lighting assessment rates be decreased next year. This � will result in a decrease from 81 cents to 47.3 cents i for residential and from 51.47 to 85.9 cents for commercial. � The cost of an average 50 foot residential lot would amount � to 523.65, 516.85 down from current year. The Mayor stated that the proposed bill sponsored by Senator William Campbell wouid require that any solid waste racil.ity, inrluding landfills, transfer stations, recycle centers and refus2 to energy facilities, must be located at least one mile rrom any residential , structure if this c,riterion were to be applied to existing solid waste facilities in Los Angeles County. The 6i11 wou.ld.eliminate virtually every existing transfer station .— and�-larrdfill. I.t would make it impossible to site new facil'ities including.those for refuse to energy, or to obtain new permits for ex;sting facili�ies exczpt in very remote areas. Councilman Morris stated it was tied into the Puente Hills landfiil project because if we have to haul over 20D miles, it will be auite expensive. The right thing to do is to support the Puente Hills project, and oppose�Senate Bill 965.
