A RESOLUTION APPROVING THE IOWA STATEWIDE TRANSPORTATION
ALTERNATIVES PROGRAM (TAP) APPLICATION
Whereas, The City of Tiffin is interested in the development of North Park Road to
include a Safe Routes to Schools Trail to improve connections to the Clear Creek
Amana Community School District for the safety and enjoyment of the residents, the
City, the surrounding area and the entire State of Iowa; and,
Whereas, the cost to build the recreational trail, sidewalk, and pedestrian underpass is
estimated at $1,500,000; and,
Whereas, the City of Tiffin has secured $1,200,000 in Surface Transportation Block
Grant (STBG) funds from the Metropolitan Planning Organization of Johnson County;
and,
Whereas, the Statewide Transportation Alternatives grant funds are sought to provide
financial assistance for the development of such facilities,
Now, therefore be it resolved by the City Council of the City of Tiffin, Iowa, authorizes
and approves the Statewide Transportation Alternatives application; and,
Be it further resolved that the City of Tiffin will make an application to the Iowa
Department of Transportation in the amount of $500,000 and maintain the trail, once
completed, for a minimum of 20 years,
Be it further resolved that the City of Tiffin certifies to the following:
1. That it is in complete accordance with the grant proposal and that it will carry out
the development in the manner described in the proposal and any plans and
specifications attached thereto unless prior approval for any change has been
received from the DOT.
2. That is has the ability and intention to finance its share of the cost of the project
and the project will be operated and maintained at the expense of the City for
public recreational use.
3. That it will maintain adequate financial records on the proposed action to
substantiate claims for cost -sharing.
On the 21St day of November, 2023, at a regular meeting of the Tiffin City Council, Tiffin,
Iowa, Councilperson Orris. introduced RESOLUTION NO. 2023-077, A RESOLUTION
APPROVING THE STATEWIDE TRANSPORTATION ALTERNATIVES PROGRAM
(TAP) APPLICATION and made a motion for approval. Motion seconded by
Councilperson Limkemann.
Ayes: Olney, Schnedler, Limkemann, Havens, Orris.
Nays: None.
Absent: None.
Whereupon five Council members were present and voted approval and Mayor Berner
declared that RESOLUTION NO. 2023-077, A RESOLUTION APPROVING THE IOWA
TRANSPORTATION ALTERNATIVES PROGRAM (TAP) APPLICATION to be
adopted and signified his approval of the same by affixing his signature thereto.
Passed by the City Council on the 21st day of November, 2023.
