Directors Byork, Henning, Rowe, Thompson and Morris answered the roll call. Also present were City Manager and City Attorney Lew Feldman. Administrative Analyst Waller presented a copy of the guidelines to members pertaining to Community Access. He stated it is necessary to develap rules and regu- lations as to the use of the funds, and would like the attorney to review the guidelines. He also stated . the Lynwood School District should submit a budget before the funds can be let. It is not necessary to do immediately, but after review by the attorney, he . will bring back to members. He stated he had the first program that had been deveioped on "Black History Week" which wi]1 be aired on 196 Channel. A motion was made by Director Thompson, seconded by Director Henning, to approve instalTation of the free cable drop and a television set. This wil';' be on an agenda for the next meeting. The meeting was adjaurned to March 6, 1984. .- The Mayor asked that the meeting be adjourned in memory of three Lynwood citizens who rece.ntly passed.away; . Chairman Morris stated the scheduled items to review . and discuss are.adopting guidelines for Cammunity Access Grant Funding and 6rant Application Forms. Waller, Administrative Analyst 3UBJECT: COMMUNITY ACCESS GRANT FUNDING BACRGROUND: The cable televisioa fraachise agreement with Rogers Cable- systems provides public access to studio facilities and equipmeat as w211 as Grant Fuads for developing community oriented programming. Activities such as these require rules and regulations to safeguard property aad equipment and to ensure an equal opportuaitq Yor grant assistance to all qualified applicants. With these goals in mind, the Community Access Advisory Board (CAAB) has developed a set of guideliaes (attached) for the application and use oP •� Commuaity Access Grant funds. � � ANALY3IS: � I The CAAB has carePully reviewed similar graat programs � presently conducted by several cities which include Long I , Beach; Downey aad South Gate� in CaliYornia, East Lansing, ia Michigan, and Pittsburgh, PA. The Board Chairmaa and Citq StaYY have also attended a cable T.V, workshap series spons- ored by the UniveTSity of Southern CaliPornia, in which this particular issue was discussed at length. WHEREAS; the Cable Television Franchise awarded to Rogers Cablesystems provides funding.for Community Access progra�ning, and WFiEREAS, the Community Access Advisory Hoard (CAAB) thereby established, has developed guide- lines for the application for and use of such funds, and ' WHEREAS, the CAAB, through a careful review of similar programs beleives these gu3delines to be con- structed in a manner that serves the best interests of the City of Lynwood and its residents, and WHEREAS, the Soard of Directors of Lynwood . Information, Inc. has reviewed said guidelines and grant application forms, NOW, THEREFORE, the Board of Directors of Lynwood Information, Inc. does hereby resolve as follows: Section 1. Waller, Administrative Analyst BUBJECT: RULES FOR PUBLIC ACCESS BACKGROUND Section 10.9(3) oP the City Code regardiag Cable Television Franchises requires the establishment oi rules governing public access. The City oi Lqnwood is a member of a Pive City Consortium that will share public access equipment and facilities. The cable T.V, administrative committee, composed of representatives Yrom each city, has developed said rules and regulations as required. ANALYSI3 •• The rules and regulations Yor public access aere developed to comply with FCC prohibitioas on program content, and to ensure access oa a first-come� first-served, non-discriminatory basis for all residents of the City(s); public inspection of the log of producers; procedures by which individuals or . groups who niolate aay rule may be prevented from iurther access, and free use of reasonable amouats of channel time, cable casting faciiities, and technical support.
