GUIDELINES FOR COMP4UNITY ACCESS GRANT FUNDING AND GRANT
'APPLICATION FORMS.
Comment: The Community Access Advisory Board has,estab-
lished guidelines concerning the application
for and use of Commnity Access Grant Funds pro-
vided by Rogers Cablesystems as part of the
franchise agreement.
Recommendation: That Lynwood Information, Inc. adopt a
resolution approving the guidelines for
Community Access Grant Funding.
5. COORDINATION OF PUBLIC INFORMATION OVER THE REGIONAL
GOV�RNMENT CHANNEL (17B): UTILIZATION OF FREE CABLE DROP.
Comment: City staff has assumed the responsibility of
coodinating public information regarding City
sponsored programs, meetings, and special events
as well as activities sponsored by local civic
and community organizations. This information is
edited and forwarded to Rogers Cablesystems for
broadcast on the Regional Government channel.
City staff on occasion, has been notifi:ed by cable
subscribers that certain information is outdated
' or non-existent, thereby indicating the need to
monitor what is being broadcast.
' The cable franchise agreement allows two free
cable connections (drops) to Lynwood City Hall.
� The Community Access Advisory Board feels that
City staff responsible for public information on
cable T.V. should utilize on drop in order to more

Comment: (S) effectively monitor the City's informational
broadcasts. ( A television set could be purchased
with access funds for this purpose.) This action
would also aid in monitoring system performance,
. programming (as offered in the franchise), proper
' - scheduling and broadcast of community access pro-
' gramming and future interactive uses as proposed in
' • the franchise.
Recommendation: Approve the installation of one free cable
'. drop to the City hall Annex for use by Public
i Information Coordinator.

AND APPROVING THE DEMANDS AND ORDERING WARRANTS DRAWN
THEREFOR•
The Board of the Lynwood Information, Inc, does hereby
resolve as follows:
Section 1 . That the demands presented, having been
regularly auditied, are hereby allowed and approved,
and�that warrants ordered drawn therefor by the
Corporation Treasurer to the payees and in the amounts
indicated.

_ SUBJECT: COMMUNITY ACCESS GRANT FUNDING
BACKGROUND:
The Cable Television franchise agreement with Rogers Cablesys-
tems provides public access to studio facilities and equipment
as well as grant funds for developing community oriented pro-
gramming. Activities such as these require rules and regula-
tions to safeguard property and equipment and to ensure an egual
opportunity for grant assistance to all qualified applicants.
with these goals in mind, the Community Access Advisory Board
(CAAB) has developed a.set of guidlines (attached) for the
application and use of Community Access Grant Funds.
ANALYSIS:
The CAAB has carefully reviewed similar grent programs presently
• conducted by sveral cities which include Long Beach, Downey,
and South Gate in California, East Lansing Michigan, and Pitts-•
burgh, Pa. The Board Chairman and City staff have also atten-
ded a Cable T.V. workshop series sponsored by the University of
Southern California in which this issue was discussed at length.
The guidelines and grant application included therein reflect
the Board's committment to serving the best interests of the
City of Lynwood and its residents.
RECOMMENDATION:
That�Lynwood Information, Inc. adopt the attached resolution
approving the guidelines for funding community access grants
and the grant application forms.

ADOPTING GUIDELINES FOR COMMUNITY ACCESS
GRANT FUNDING AND GRANT APPLICATION FORMS.
WHEREAS, the Cable Television Franchise awarded
to Rogers Cablesystems provides funding for Community Access
programming, and
WHEREAS, the Community Access Advisory Board (CAAB)
. thereby established has developed guidelines for the application
and use of such funds, and
WHEREAS, the CAAB, through a careful review of
similar programs believes these guidelines to be constructed
in a manner that serves the best interest of the City of Lynwood
� and its residents, ,
NOW, THEREPORE, the Board of Directors of Lynwood
Information, Inc. does hereby resolve as follows:
` Section 1. That the guidelines for the application
and use of Community Access Grant Funds is hereby approved.
