The City currently has 19 mobile (2-way) radios by General Electric, in the field giving departments instant communication with their divisions. Manhours saved and increased services to the citizens through good communications have.become very _ evident. SPECIAL MEE7IN6 AUGUST 12, 1983 The City Courtcil of the City of �ynwood met in a special `. session in the City Hall, 11330 Bullis Road, on above date '� at 11:05 a.m. Mayor Thompson in the chair. Councilmen.8york, Green, Morris Rowe and Thompson answered the roll call. Also present were City Manager 6omez and City Attorney Yeager. Mayor Thompson.stated the attorney would .be a little late and said the first item on the agenda was pertaining to UDAG funding. Staff would like to set up a workshop with the redevelopment agency and Mr. Mark Briggs, Consultant, to discuss the grant. After discussion, it was moved 6y Council- man Morris, seconded by Councilman Green, and carried, to •direct staff to proceed with UDAG funding. It was moved by CounciTman Morris, seconded by Courtci7man Green, and carried, to adjourn to executive session at 11:22 a.m. Council reconvened at 12:00 noon. The City Attorney stated • matters of litigation were considered, particularly lynwood vs. Menlo. No action was taken. The City Manager stated the proposed I-105 Corridor Patrol Contract had been received from the Department of Transporta- tion in the amount of .$450,000. This is approximately 356,000 per month for a totai of eight months. Staff recommended a letter be sent to Mr. Pedley requesting changes in the contract. Would like to change the date to October 1, 1983, rather than y November 1, 1983. According to the contract, we could only invoice for a total of $56;206.75, but cost will exceed this figure; therefore,.the City Manager requested a phrase be ;.. ` added to read, "the.amount-seLfartlr_fiere:inaboye constitutes an estimate only and it is understood and agreed that pay-= � ment will be made for amounts in accordance with actual cost far monthiy services, and will be made in arrears upon receipt of itemized invoices signed by a responsible state official and submitted in triplicate." Stated that the City's concern in adding this phrase was to assure that the billing from the county does not create a problem in the reimbursem'ent of monies by the state to the City of l.ynwood. After discussion, it was moved by Councilman Rowe, seconded by Councilman Green, and carried, to direct the City Manager to send a letter to Mr. Pedley subject to the attorney's review. BACKGROUND: The City's Rehabilitation Program periodically experiences work over- loads as result of (1) sudden.increases in the number of applicants seeking rehabilitation assistance and (2) staff's leaves of absence due to vacation or emergency leave. These periodic cases of work overload not only result in case backlogs but also in a slowdown of ongoing rehabilitation cases to the detriment of both participants and contractors. Fur.thermore, these work overloads affect the Pro- gram's ability to,draw down the Community Development Block Grant (CDBG) funds in a timely manner. ANALYSIS: I . The availability to the Rehabilitation Program of the services of a ' building rehabilitation inspector on an "as needed" basis utilized i only when required by staff workload would greatly help the Pro- gram to (1) maintain a smooth work flow, (2) reduce the potential for j backlogs and (3) meet deadlines for funding drawdown. The need to accelerate the rate of funding drawdown has become more critical due to the unexpected increase in the allocation of CDBG funds to the City for this fiscal year. BACKGROUND Eight operation divisions from four City departments were authorized to purchase 2-way radios out of their FY 1983-84 Capital outlay accounts. DIVISION/UTILIZATION EST. COST - . Manhours saved and increased services to the citizens through good communications have become even more evident. With the purchase of these additional units, a further savings through increased productivity will be realized. , DISSCUSSION In order to maintain equipment compatibility, staff is recommending that the City purchase G.E. radios and equipment.
