AGREEMENT. �
Comment: l. On November 17, 1963 the City Council
entered into a conceptual agreement with •
the State (Caltrans) (symbolic type ex-
hibits) showing only the general alignment
of the freeways. ',
2. Under the terms of Section 3 of the current
agreement Caltrans has prepared reviaed -
plan maps (geometric exhibits) showing the
, proposed plan of Caltrans as it effects I
roads of the City of Lynwood. ;

3. This proposed agreement supersedes in its �
entirety the freeway agreement dated �
November 17, 1981. I
4. Staff has reviewed the agreement and the i
` ; geometric exhibits and has resolved all
questions relating to traffic circulation

10. PURCHASE OF A DIAL-A-RIDE-�'AN
Comment: Presently the Dial-A-Ride service conducted
by the Parks & Recreation Department is operat-
ing t�co nine-passenger vans. Each van is handi-
cap equipped with a�vheelchair lift and provision
for one wheelchair passenger,
The Dial-A-Ride program operates �londay thru
Friday from 9:00 a.m. to 4:00 p.m. The system
operates only �vithin the boundaries of Lynwood.
The pro�ram provides service to Lynwood residents
age �0 and over and any handicapped resident of
Lynwood. Fare for the passengers using the sys-
tem is 50� per person per round trip; additional
stops are 25� per destination.
The busiest time of day for the transit service
is bet�veen 11:00 a.n, and 1:00 n.m. This time
is during the hours of the hot meais program.
It is difficult to schedule same day calls
during this time as the cans are generally
booked.at the maximur.m capacity.
�Gith the acquisition of an additional van, staff
is proposing to expa,nd the services by scheduling
a van on Thursday and Friday from aoon to :
5:00 p.m, to take care cf same day appointments
and special out of town trips. r�G you know, the
Los Angeles County Transportation Com*nission has
approeed the gurchase of a Dial-A-Ri3e-9an as a
Proposition f� project, Therefore the Di�,l-A-
Ride bu3get �ril� be reim��ursed 100 o for the cost
of the van.
The notice Inviting Bids is on file in the Office
of the City Engineer for your review.
Recommendation: It is recommended that tne City Council approve
the Notice Inviting Bids for the purchase of a
Dial-A-Ride-Van and authorize advertising for
bids. .

Cocnnent: Staif anticipates ourchasing over S50,000 in
gasoline'and other petroleum products this
year. Individual purchases have linitations as

Sections 2-60 of the Lynwood Code nrovides that
, each purrhase of supplies, equipment and services
�vhen the amount involved is three thousand five
hundred dollars ($3,500) or riore shall be b�
forr�al public bids in accordance �vith the pro-
visions of the Section; and contracts for such

Comment: The 1983-84 City budget has included a px•oject
for the design and reconstruction of the first
, alleys east of Atlantic Avenue between Los Flores
Boulevard and Century Avenue,
The services of a consultant are needed to
supplement the design capacity of the City
" Enginner's Office, These services wtll in-
clud� all detailed design and preparation of
plans, specifications, cost estimates and other
construction documents, (PScci). The consultin�
firm of Nestco Engineering & Surve,Ving was selected
pursuant to Section 2-26 of the Lynwood Code to
provide the required services for the fee of
$10,500,
The Cit:� will be reimbursed 100o for all eligi-
ble engineering and constructzon cost under the
HCD Jobs Bill Fund.
Recommenda.tion: It is recommended that the City Council authorize
the r1a;�or to execute a ccnsulting engineering a-
greement with Westco Engineering Surveying for
providing PS&E's for the improvecient of the first
alleys east of Atlantic Avenue bet�veen Los Flores
, Beulevard and Century Acer.ue.
13. TRAFrIC SIGNAL TIMING OPTIMIZATION FOft FUEL EFFICIENCY (CARRY
' OVER PROGRA;!i ) .
Comment: The California Energy Ccmr.iission (CEC) approved
the grant application for the City of Lynwood for
$32,390 to time thirty (30) signalized inter-
sections.
On January 18, 1983 the City Council adopted
Resolution No. 83-7 appropriating funds for the
California Energy Commission's Fuel Efficient
T Signal A4anagement Program and authorized
the nlayor to execute a consulting engineering .
� agreement with Mohle,Pe.rry and Associates to pro-
vide technical and professional assistance to
Staff.
The project appropriation for consultant espenses
for the completion on the project was inadvert-
ently left out of the 1983-84 budget.
Recommendation: It is recommended that the City Council adopt the

14, PROPOSED PARKLAND BOND ACT OF 1984
Comment: State Bill AB 2099, a bill to place a
Parklands Bond on the 1984 ballot, has been
• approved by the State assembly, If approved
' by the Senate and the Governor, the Bond Act
will ap�ear on the June 1984 ballot. If
approved �370 million to be distri�uted
� equally. to state and local Recreation and
Parks Departments for use in improvir.g
facilities, Ths Bond Act provides a needed
sspplemental source of funding for improve-
ment of Recreation and Parks facilities.
Recomr.iendation: Council adopt a. resolution supporting AB 2099
and encourage the legislature to lend their
support in placing this iten on the ballot,
15, 1980 BOND ACT FUNDS
Comment: The City of Vernon has authorized the State
of California to grant $10,000 to the City of ./
This �l0,000 is a portion of the 1980 Parkiand
Bond Act for which the City of Vernon is eligi-
ble but does not intend to use. Por Lynwood to
receive tnese funds, Counci_1 must adopt a reso-
lution authorizing staff to proceed with appli-
cation requirements. In additi.on, the City must
enter into a joint powers agreement with the City
of V"ernon.
�t is the in.*,ent of staff to apply these funds
to the City Park ir.ricatian project.
Recommendaticn: That Council 15 adopt a resolution accepting the
�10,000 from the City cf Vernon, 2) authorize
staff to proceed �vith application procedures, and
3) authorize the T.4ayor to execute a joint powers
agreement with the City of Uernon. `
16. UPARR GRANT
Comment: The City of Lynwood has Ueen awarded $133,000
from the Urban Park and Recreation Recovery
Program. These funds represent a major portion
, of the cost for completion of rehabilitation
projects at the Community Center and Natatorium.
The remaining portion of the costs will be met
with $62,000 of Community Development reprogrammed
block grant funds. Final award of the UPARR grant
was not received until after the adoption of
1983-84 budget; as a result, no funds were:
apprc�riated for thesz projects.

REGULAR MEETING AUGUST 2, 1983
The City Council of the City of Lynwood met in a regular
session in the City Hail, 11330 Bullis Road, on above date
at 7:30 p.m.
Mayor Thompson in the chair.
Gouncilmen Byork, Green, Morris, Rowe, ar�d Thompson answered
the roll call. _
A1so present were C9ty Manager Gomez and City Attorney Feldman.
It was moved 6y Councilman Byork, seconded by Councilman Green
and carried, that �he minutes of che adjourned regular meeting
of June 30, 1433, the regular meetings of July 5 and July 19,
, 1983, be approved as written.
The Mayor stated the proclamation for City Treasurer will be
continued until August 16, 1993. -
The Mayor read a resolution of commendation for Dr. Lavoneia�
- Steele of the Lynwood Unified Schooi District. It s�ras moved
by Councilman Byork, seconded by Councilman Green, and carried,
that the commendation be authorized.
Mayor Pro Tem Morris presented a commendation to Mrs. Ida Honorof
on receiving the "Rachel Carson Memorial Award" on behalf of the
City Council. Congratulations were extended to Mrs. Honorof
by Councilmembers.
SCHEDULED MATTtRS
The Mayor an:�ounced the *_�me had arrived to conduct a public --
a hearing en tne amendmert to zoning ordinance regarding set-
backs in Hospital-Medical-Denta'1 (H-M-Dj Zones. In January, _,
1981, the C9ty adopted an ordinance �hich established a
H-M-D Zoning classification. Gne of the development standards
of this zone requires that building be set back at ieast
20 feet from all property lines. Staff feels this requirement
is overly restrictive in that the majority ofi the City's H-ht-D
lots are only 50 feet wide. These lots would be rendered useless
if the required setbacks were adhered to. A 10 foot front yard
setback is reasonable and that no s9de or rear setback require-
ments are necessary ror the H-�tit-D Zoning.. 7he Mayor inquired
if anyone present wished to speak for or in opposition to the
proposed ordinance. There was no response and the public
hearing was closed.

1, June and July. Approximately 1,000 dogs were.vaccinated;
z 131 licenses were sold in June, and 62 licenses in July.
i ?he total revenue for both clinics was $3,256. The normal

To date, 2097 dogs have been licensed for a total revenue

� The City Manager requested an executive session be held

3 Mr. D. Richman questioned if the City Treasurer was being

i monies for car allowance. The City Attorney stated this
' was not open to the public and there was no discussion
at this time.

� Councilman Byork_gave a report on the Corridor_Cities_meet- i
a ing. The bids will begin soon for the pouring of cement at
' State and fernwood on the I-105 Freeway project. Caltrans
1 stated that as of June 30, all contracts had expired, and
i the State Police would patrol the corridor. The Caltrans
.� new contracts will not be ready for signature until October;
;.� , the monetary figures will be the same as on previous contracts
� so the State Police will continue to patrol until the new
I contract is available for execution.

; Ms. 5. Sibley, 12028 Gertrude, stated she needed clarifica-
; tion of her water bill. Stated that for the past ten years
� people received red and white delinquent notices and this
time they were not properly notifietl--the final notice was
j the same as the regular bill, and a number of citizens had
their water turned off. It looked like the City ran out of
; red and white notices and thus sent the others and the new
-j one showed a$10 charge to have the water turned back on.

'� The City Manager stated it was his understanding the red
� and. white notices have been only used past year and a half �`�':;:
{ and there is a 30 day period before this notice is received, ?;
� and then another 15 days before water is shut off for a ``�
total of 45 days from the first notice.
+ After further discussion, it was moved by Councilman Rowe,
' seconded by Councilman Morris, to return or credit $10
to all the people who had paid the deiinquent July water
bill because of improper notification. It was moved by

has prepared revised plan maps (geometric exhibits) showing
the pr000sed nlan of Caltrans as it affects roads of the
City of Lynwood.

freeway agreement dated November 17, 1981.

on the cash basis of accounting, the final payment af unemploy-

The purpose of this item is (1) Eo request authority from the City
• Council to respond to the Request for Proposals (RFP) for participation
- in the California Housing Advisory Service Program; (2) to request
approval from the City Council for the Mayor/Czty Manager to sign any
necessary documentation °or the RFP.
BACKGROUND:
The Department of Housing and Community Development is accepting
proposals for participation in its California Housing Advisory
Service (CHAS) Program. CHAS graats are awarded to eligible public -
- and private sponsors to counsel and aid owner-builders and self-reha-
bilitators to improve their homes and properties.
The Community Deveiopment Department of the City of Lynwood would
apply for a maximum grant of $25,0�0 under the CHAS-Program. The money
would be used to fund the position described below.
ANALYSIS:
The Building and Rehabilitatioa divisions receive numerous inquiries
from homeowners seeking information and technical assisi:ance on build-
ing and rehabilitation matte:s, Neither division is staffed to offer
these awners the detailed technical and field assistance that they
seek. This is especially true for those homeowners who do not speak ` �
English, since neither division has the staff necessary to translate
- and offer technical and field assistance in Spanish.
Owner-builders seek the advantages of using their own labor to lower
the expense of improving their homes, as well as having the work done
to their specifications. Yet, these same homeowners often do not have
the necessary technical expertise or knowledge to properly undertake
, rehabilitation and construction on their property, Thus, you have a
situation where the homeowner is caught in a dauble bind: he/she
cannot pay to have the work done and at the same time does not have
the technical expertise to properly and safely undertake and complete
the necessary work on his/her property,
The grant monies from the California Aousing Advisory Service (CHAS)
Program would be used to hire•a full time staff person to aid and
- counsel owner-builders. The staff person's time would be divided
equally between the Building and Rehabilitation Divisions. The posi-
tion would require the following qualifications:

Codes; and

PURPOSE
To recommend that the City Council approve the Diotice Inviting
Bids for the purchase of a Dial-A-Ride-Van and authorize
advertising for bids.
BACKGROUND
Presently the Dial-A-3ide service conducted by the City of Lynwood
is eperating twr� nine-passer.ger vans. Each van is '�andic.ap
equipped with a�vheelchair li�t and provision for o_z� ���e�lc':�a�-
passenger. The vans are equioped with two-way radio controls
which keep the driv2rs in censtant contact with the disDatcher
and other city vehicles. An ad3itional back-u� �aaa is available
to the system, if needed, when other vans are being serviced.
The Dial-A-Ride program operates �Ionday thru Friday from 9:00
am.to S:GO pm. The system operates only within the boundaries
of Lynwood. The program provides service to Lynwcod residents
age 50 and over and any handicapped resident of Lynwood. Fare
, for the passengers using the system is SOC per person per
round trip; additional stops are 25C per destination.
- A.NALYSSS
The s,�stem is a Demand Responsive type which requires the -""—
, prospective passenger to call the dispatcner and arrange a
pick-up time and destination. Since the inception of the
- program in February 1978, passengers have made aflvanced reserva-
tions for use of the vans. This does not precluce same day
appointments. Ho�vever, if the system is being use3 at its
maxi.mum or i£ only one van is in operation, the caller may not
' be able to arrange a trip at the exact �ime they desire an
' tha� day. The busiest time of da;� for the transit service is
bettaeen 11:00 am and 1:00 om. This �ime is during the hours
of the hot meals program. It is difficult to schedule same
day calls during this time as the vans are generally booked at
the maximum capacity. The arrangement of having passengers
' call for appointments has not hindered the operation of the
system, as the majority of use by the patrons is for pre-
scheduled appointments; for example doctors appointments, meals
programs and hair dresser appointments.
With the acquisition of an additional van, staff is proposing
to expand the services by schedulir.g a van on ^_'hrusday and
Friday from noon to 5:00 pm to take care of same day appoint-
ments and special out of town trips. As you know, the Los
Angeles County Transportation Commission has approved �he
_ purchase of a Dial-A-Ride-Van as a Proaosition A prnject.
Therefore, Dial-A-Ride budget will be reimbursed 100� for :he '
cost of �he van.

than $3500.
ANALYSIS
Staff anticipates purchasing over $50,000 in gaseline and other
petroleum products this year.
- Section 2-00 0� the L_vnwood Code provides that the purchase of
supnlies, equipmeat and services when the amount involved is
Three Thousand Five Hundred dol�ars ($3,500) or more shall be ,
by formal publ bids in accor_daace with the provisions of the
Section; and contracts for such purposes shall be a;varded by fhe "
City Council to the lowest resporsible bidder.

PURPOSE
Authorize the Mayor to execute a consulting engineering agreement
with Westco Engineering & Surveying.
" BACKGROUND
The 1983-84 City budget has included a nroject for the design
an3 reconstruction of the first alleys east of Atlantic Avenue
between Los Flores Boulevard and Century Avenu2.
The services of a ccnsultant are needed to supplement the desigr.
capacity of the City Engineer's office. These services will
include all detailed design and preparation of plans, specifica-
tions, cost estimates and other construction documents, (PS&E).
The consulting firm of Westco Engineering & Surveying was
selected pursuant to Section 2-26 of the Lynwood Code to provide
the required services for the fee of $10,500.
The City will be reimbursed 100$ for all eligible engineering
- and construction cost under the HCDA Jobs Bi11 Fund.
CONCLUSION
This project is one of six projects funded under the Capital
Improvement Budget HCDA Jobs Bill Fund. These projects must
be under construction by January, 1984 in order to be eligible
for 100� reimbursement. If this request is not approved at this
time it is unlikely that we will be able to take advantage of
the Jobs Bill Funding on this project. For time is of the
essence.
RECOMMENDATION �
It is recommended that the City Council authorize the Mayor to
, execute a consulting engineering agreement with Westco Engineering
& Surveying for providing PS&E's for the improvement of the
. first alleys east of Atlantic Avenue between Los Flores Boulevard

" PURPOSE
To recommend that the City Council adopt the attached resolution
appropriating funds for the grant agreement.for the California
' Energy Commission's Fuel Effirient Traffic Signal Management
Program.
BACKGROUND
The Cali£ornia Enerqp Commission (CEC) approved tkte.grant application
for the City of Lynwood for $32,390 to time thirty (30).signalized
intersec'tions.
On January 18, 1983 the City Council adopted Resolution No. 83-7
appropriating funds for the California Er.ergy Commission's Fuel
Efficient Traffic Signal Maintenance Program and authorized the
Mayor to execute a consulting engineering agreement with Mohle,
Perry and Associates to provide technical and professional assist-
ance to Staff.
ANALYSIS
Through this program, the City will be assisted.in adapting the
TRANSYT/7 Computer Program to signal system, resulting in
minimizing vehicle stops, fewer delays, and reduced fuel
consumption.
The grant funds will cover the costs of all aspects of traffic
signal timing optimization data collection and processing,
computer access and time, timing plan development and imol.ementation
and evaluation. Personnel costs, direct costs and indirect,
expenses for Staff and outside consultants, are refundable under
this program. (100$ CEC participation.)
The project appropriation for consultant expenses for the completion
_on the project was inadvertently left out of the 1983-84 budqet.
RECOMMENDATION
It is recommended that the City Council adoptsthe attached
, resolution appropriating funds for the California Energy Commission's
Fuel Efficient Traffic Signal Maintenance Program.

LYNWOOD APPROPRIATING THE RE4UIRED FUNDS FOR"THE
TRAFFIC SIGNAL TIMING AND OPTINIZATION FOR.FUEL
EFFICIENCY PROJECT
WHEREAS, funds have been established and are made available
through the California Energy Commission for grants to local
governments for efficient traffic signal management projects; and
WHEREAS, The California Energy Com�ission approved the grant
application oa December 1, 1982, for $32,370 to time thirty (30)
signalized intersections witnin the City; and
WIIE�EAS, the Traffic Signal Timing and Optimization for Fuel
Efficient Project started March 9, 19&3 and will continue until
� December 31, 1983,
WHEREAS, ihe Czty Council has studied this project and this
appropriation and its budget implica�ions;
NOW, TREREFORE; The City Cauncil of the City of Lynwood
does hereby find, determine, order and resolve as follows:

To gain Council endorsement of the proposed Parkland Bond
Act of 1984. �
FACTS
The California Assembly has voted to place the Parkland,
Bond Act of 1984 on the ballot fcr June of 1984. The bill
. is now the Senate and if passed will be passed to the
Governor for approval. The bill (AB 2099) has attracted
broad based, bipartisan support. If passed by the voters,
this bond will provide 5370 million to be shared equally
_ with the state an3 local governments. The passage of this
bond would provide a much needed alternative funding source
for Recreaticn and Parks facilities. Lynwood in past years
has received funds from other State Bond issue�. These
. funds have been used to begin development of Lindbergh Park,
$104,000; proposed diamond lighting at Ham Park, 5119,000;
and proposed automatic irrigation system in Lynwood City
Park, $125,000. Considering the econor,iic and Pinancial
conditions of local governments, it is very doubtful these
, projects iaould be completed without the State Bond fund-
ing.
Passage of this bond will allow our parks to remain healthy
and provide for the needs of the commur.ity.

The possibilitp of a 1984 State Parklar.d. Bond provides
a needed supplemental source of funds for Recreation and
' Parks facilities.
� Lynwood in past years has benefitted immensely from previous
State Bond issues. Without this valuable source of funding,
many needed Recreation and Parks improvements could not be
completed.

- City Council adopt a resolution expressing their endorsement
of AB 2099, a bill to place the 1984 State Parkland Bond

PURPOSE
To apply for $10,000 available from 1980 Parkland Bond Act ,
and to receive approval to enter into a joint powers agree-.
ment with the City of Vernon.
FACTS
The City of Lynwood has been granted $10,000 from the Cali-
fornia Parkland Bond Act. This allocation represents a por-
tion of a$20,000 grant to the City of Vernon, which they do
not intend to use. These funds will become available when
the 1983-83 state budget'is passed. �
- �- -� In order to proceed with'the grant, City Council must author-
ize staff to inform the State of acceptance.and to file a
£ormal application, Since technically the City of Vernon is
the applicant, the City of Lynwood must enter into a joint
powers agreement with that city.
It is the intent of sta£f to apply the $10,000 to the City
Park irrigation project.
RECOMMENDATION
Council adopt the attached resolution accepting the 510,000
- and authorizing staff to complete application for said funds;
and that the biayor be autnorized to sign a joint powers
agreement with the City of Vernon concerning the receipt

- WBEREAS, the State Department of Parks and Recreation
has been delegated the responsibility for administration of the
program wit�iin the state, setting up necessary procedcres qoverning
apolication by local aqencies under the program; ar_d
WP.EREAS, said pzocedures established by the State Deoart-
ment of Parks and Recreation require the applicant to certify by
' resoZution the apprcval of appSi�ations prior to submission of
said applications to the state; and
WBER�aS, said applicatior.s contain assurances that the

WHEREBS, the applicant agency will enter into an agree-
ment with the State o£ Califorrl,iA for the acquisition and/or devel-

The City Council af the City of Lynwood DOES HEREBY �

Section 1. Section 25-13.2 of the Lynwood llunicipal j
Code shall be amended to read as follows: �

the validity of the portions of this ordinance or its

ORDAIiV AS FOLLOWS: �

Section 1. ?n addition to t!�e salary established by �
Section 1 of Ordinance No. 1026, members of the City Council shall �
be reimbursed `or expenses incurred by tnem in the use of their �
personal vehicles in th2 performance of their duties in the sum ,
of One Hundred Seventy five {$175) dollars per month, effective i
July 1, 1983.
Section 2. Severability. If any section, subsection, �
suh-division, sentence, clause, phrase ar portion of this ordinance,
or the application thereofi to any perscn or olace, is for any �
reason held to be invalid or unconstiiutional in the d�cision of �
any court of competent jurisdiction, such decision shall not aff2ct �
the valid9ty of the remaining portions of this ordinance or its '
application to other persens or places. The City Council hereby �
declares that it would have adopt�d this ordinance, and each I
section, subseciion, sub-division, sertence, clause, phrase, or portion
thereof, irrespective of the fact tha� any cne cr nore sections, sub- �
divisions, sentences, clauses, phrases, or portions, or the applica- �
tion thereof to any person or place, be declared ;nvalid or un-
cons�itutional. �

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
CALIFORNIA ESTABLISHING A.FILIN6 FEE FOR CANDIDATES FOR
ELECTIVE OFFICES OF SAID CITY
WHEREAS, there are costs in processing a candidate's nomination
paper for an elective.office at municipal elections held in the City of
Lynwood; and
WHEREAS, Section 22843 of the Election Code of the State of
California authorizes a City Council to impose a filing fee proportionate
to the costs of processing a candidate's nomination paper but not exceed-
ing $25.00:
NOW, THEREFORE, the City Council of'the City of Lynwood, DOES
ORDAIN AS FOLLOWS:
Section 1: A filing.fee of $25.00 is hereby established for
candidate's nomination papers for elective offices at municipal elections
held in the Ci.ty of Lynwood.
Section 2. The filing fee shalT.be paid to the City Clerk by I
each candi at��an elective office at the time the candidate's nomina-
tion paper•is filed with the City Clerk.. - �

Section.3. The City Clerk shall pay to the City Treasurer all �
fees receive wTicFi shall be deposited in the 6eneral Fund. �
Section 4. The City shal.l_certify to the adoption of this �
ordinance a� cause the same to be pub7ished in the Lynwood Press, a news- �
paper of general circulation; printed, published and circulated in.the
Ci ty of Lyrnvood.
