AT 11030 VIRGINIA AOENUE AA'D DIRECTION TO ABATE
SAID NUISANCE
Comment: The property located at 11030 Virginia is abandor.-
ed (door of rear unit cpen; trees and bushes un-
trimmed; weeds, trash ana debris are �cattered
throughout the premises; there is a dilapidated
wooden fence at the easterly property line;
abandoned vehicle/s and a campershell are in the
driveway; and there is an aba.ndoned boat in the
rear yard). Attempts have been made to contact
the owner and have failed. The City must take
more drastir measures.
Recommendation: Council adopt the attached Resolution entitled

9. INSTALLATION OF "NO STOPPIVG PT ANY TIME" ON THE NORTH SIPE OF
IMPERIAL HIGHWAY FROM "LITTLE" ALAMEDA STREET TO 400 FEET EAST.
Comments: The County of Los Angeles Road Department aishes
to install "NO STOPPING" signs on the north side
of Imperial Highway from East Alameda Street to
400 feet east in order to accommodate the r.estrip-
ing of the Imperial/�lameda intersection for less
congestion. The signal at the intersection is
shared with the County of Los Angeles (11°/a County,
89% City). The Traffic and Parking Commission
� supports the proposed striping modifications and
the stopping prohihition.
Recommendation: It is recommended that the City Council adopt the

received from Le Sage Avenue resicents regarding
damages caused b; mature parkway trees. The.

11. REHABILITATION PF;GJECT - COMMUNITY CENTER AND NATATORIUM
Comments: The ReY:abilitation Project at the Community Center
and Natatorium is nearing ccmpletion. In anti-
ci�ution of unforeseen change order�, an additional
$30,000 was approved from Jot�s Bill savings. An
additional $2,900 is neede� to meet costs of change
orders occurring after February 21, 1984.
Recommeraation: Council adoF:t a Resolution authorizing the appro-
priation of $2,900.from Capital Improvement
Project Fund. .
12. CALTRANS AGREEMENT F'OR COR.RIDOR PATROL
Comment�: A draft contract for $78,000 was submitted to the
Citp in late June, 1984, te cover the expenses for
� the Sheriflf's personnel to patrol the Caltrans pro-
perties alcng the I-105 Freeway corrider. The
Station Commander feels that $78,000 is a reasonable
- _ .. ._._ _. _
-- �amount for tre responsibility of having his per-
sonnel respond. to in the corridor
properties.
Recemmendation: (1) Cour.cil approve the attached Resoluticn
� authorizing acceptance cf Caltrans service
contract 1107A920;
� (2) The Mayor be authorized to execute the contract.
13. ALARM BOARD - LYNWOOD SHERIF'F'S DEPARTMENT STATION
- Comments: The alax•m.board in the Sheriff's Station has only '�
clients, and it breaks down periodicallg. Staff
feel that the board may be more of a liability
than an asset.
Recommendation: (1) Staff be ir_structed to meet witY_ the clients
currently ccnnected to the Board to discuss
the matter;
� - (2) That the results of that meeting be forwardea

to Council for their review and action.
14. RESCLUTION ADOPTING THE FY 1584/85 BUDGET
Comment�: The printed copy of the FY 1984/8; Budget submitted
to Council contains all char.ges compiled in thE�
various Budget work�heps held June 6, 11 and 1�.
Recommendation: Ccuncil adopt the attached Resolution entitled

The City Council of the City of Lynwood met in an adjourned
--- regular session in the City Hall, i1330 Bullis Road, ou above

Mayor Morris in the chair.
Councilmen Byork, Henning, Rowe, Thompson, and Morris
- , - answered the roll call.
__ Also present were City Manager Gomez, Administrative Analyst
- - - -- - �Fraser, and City Clerk Hooper.
Mayor Morris stated the purpose of the meeting was for pre-
' 1i�inary budget review.
City Manager Gomez stated the budget as proposed envisioned
expenditures of $15,662,100. The City's revenues will fund
� largest portion of this $15,050,850, with reserves of
- -:� 5611,250 being used to balance the budget. The reserves
are being used to fund Capital Improvement projects (largely
carryovers) and not operating expenditures which are being
" -- financed out of current revenues.
_.__. All staffing and vehicle replacement requests from the pro-
' . posed_budget have been eliminated. Staf£ wishes to discuss
"- _""- . those requests during the Council budget workshops to obtain
Council direction and instruction.
The proposed budget does not include additional personnel
_.� costs which will result from employee negotiations. These
-"`� -" will be included in the final budget i£ negotiations are
- '. _ completed in time. Administrative Analyst Fraser stated
_ _:.-the City's General Fund balance is estimated to maintain
_ a"reserve of 5605,110 at the end of next year.� This will
- be reduced once ne otiations are comoleted.

The Water Fund reserves remain at an adequate level. These
_ funds will be needed for major in£rastructural repairs in the
new year.
The_de£icit which the City has been carryinq in the Traffic
_ . will be eliminated in the new fiscal year. Revenue
_. :. projections are reasonable, and have been conservatively
"forecast.
_ Adjusted revenues (removing the Corridor Patrol) in the
__....General Fund are estimated to increase by 7�. Revenues are
_ �:.expected to be approximately 18 higher than last year. Staff
_ .�_. .reviewed and answered questions about the proposed budget,
.. :_ _ 5-29, and stated operating expenditures reflect a
commitment to current service levels.
:_..___ Most.accounts have been adjusted by an estimated inflation
_ of 5$, with the exception of personnel, which is
dependent on employee negotiations.

Consistent vith the existing land uses, the majority of the
properties in the study area are zoned R-1 (Single-Family
Residential). In fact, the only properties that are not zoned
R-1 are those lots situated east of the single-family homes
along Elm Avenue, betveen Pendleton Avenue and Imperlal Highvay.
The zoning classifications in this area include R-3 (Multiple-
Family Residential), C-2 (Light-Commercial), C-3 (Heavy-Commercial),
and P-1 (Automobile-Parking). The current zoning in the etudy
area is shown in Figure 3.
General Plan Desi nations
The entire study area has been designated for Tovnhouse and Cluster
Housing in the Land Use Element of the Lynwaod General Plan
(Figure 4). This designation allows for innovative residential
concepta including planned residential developments at denaities
of from 7 to 14 unita per acre. Thia meximum permitted deneity
ia well in excese of the density at which most of the propertiea
in the study area have been developed.
In comparing [he information presented in Figures 3 and 4, it ia
readily apparent that the existing zoning and General Plan
designations are inconsistent for this area. Similarly, the
General Plan designations do not reflect the actual land uses
within the Study Area. This apparent discrepancy is underetandable,
however, inasmuch as the General Plan is intended to guide the
long-range use or reuse (i.e., recycling) of land within a
community and the land-use zoning is to eventually be brought
into General Plan conformance. In order to attain the conformity
that is being sought by the City, both the General Plan and zoning
designations for the study area should be considered for amendment.
The pr'oposed eventual'zoning and General Plan designations shown
ia Figures S and 6, respectively, wou13 achieve consistency hetween
zoning and the General Plan while subsrantially reflecting the
current development patterns in the area. In order to facilitate
discussion of the proposed changes in land use controls, the etudy
area has been divided into the six subareas shown in Figure 7. The
apecific revisions proposed for each of these area are briefly
reviewed as follows:
Subar�ea 1 g
This subarea encompasses large portion of the Study Area.
The properties in [his subarea are almost entirely developed
with single-family residences which are generally well maintained.
The only exceptions are the three lota situated on the south
side of Abbott Road betveen Pine and Elm Avenuea which are
presently developed with multiple-family units. Since thia
subarea is predominantly d,eveloped with single-family dwellinga,
it is proposed that these properties be redesignated as Single-
Family Residential in [he Geaeral Plan, consistent with their
current present zoning. "
Subarea 2
The eastern portion of this subarea is almost all developed
with multiple-family dwellings. It is proposed that this ,
eastern portion of the area be rezoned R-2, consiatent with ita
General Plan designation. The properiies in this area are eitheY
already developed at, or are capable of, aupporting reeidential
densities of up to 14 units per acre. The auggeated sezoning
would not significantly increase allowable development on theae
lots. Moreover, it is unrealistic to expecC that the specific
properties involved in the proposed Patterson-Hall zone change :
vill be redeveloped with single-family homes due to ownership
patterns, lot configuretions, and the existing development thereor,,
not to mention the development costs��associated vith a single-
famlly development. The western portion of the subarea, thoae
parcels not involved in the five-parcel zoning action of the
Planning Commission, should continue to be R-1. These parcels,
however, given the frontage along Imperial Highway, are prime
candidates for eventual increa�e in residencial denaity.

mnstructed at densities ranging fmm as low as 7 to over 60 tmits per
a¢e. In light of the intensity of the exi.sting developnr�t, whidi will
likel.y **�+� imchanged for the durati� of the General Plan, it is pro-
. pc�ed that this subarea eventually be i2zcned R-3 and reclassified for
I�ltiple-Family Residential purposes in the General Plan.
Subarea 4•
This site is approxi�tely one acre in size and is developed with 45 resi-
dential tuiits. It is suggested that this property also be eventually
rezoned R-3 and redesic�ated for Multiple-Fa�ly Residential uses in the
_ General Plan. If this property wese to be redeveloped for resid�tial
' Pu�pOSes in the future, these zoni.ng and General Plan classificaticns
, would sic�ificantly reduce the intensity of the developnent occutring
tk�ereon.

This grope=ty is currently developed with manufacturing facilities (Aba�)
and related par]dng. This industrial use is in��atible with the adjnin-
ing reside�tial uses. This situatim can be mrrected by redeveloping
this property with a more appmpriate use; therefa�, it is
propased that this area te redesic,nated for I�1tip1�F`amily Resi:dential
purposes in the General Plan and iezoned R-3.
There is also a pc�sihility that the property in this general area crnild t�:-:
redevelaped for co�nnercial pur�es..The existing zoning wculd allaw
such rede�elog�lt and could be left intact; haaever, the G�eral Plan
should be amended. Going aie step fi�t.her, the adjoining a�arizs�ents
tn the south (Subarea 4) muld also be zcned �3 and desicg�ated for Cbnnex�
cial use in the General Plan. This would provide an e.xL.>anded area for n��*
oortmer�ial develoFn�t and thereby hel.p to minimize land use o�flicts
st�ming fran the cur�nt mnfiguration of the properties in this area.

This subazsa ax�sists of the Lucp� Sd�ool site. This pmperty is c�srpntly
desicy�ated for Public purposes in the G�eral Plan, but is zoned R-1
(Single-Family Residential) . While this piroperty lies outside the batmcl-•
aries of tY�e current study area, it is sugc,ested this zaning/Gaieral Pl.an
. incrnsistency be addressed. In order to resolve this inconsistsicy, tY�e
zoninq � this property should be d�anged fran R-1 to �F (Caarninity
Facilities). This zoning district is intsided to provide adequate sgac�
for ar�nity facilities of a public or rn�aei-public nature (surh as
schools) at locations best suited to serve the needs of the c�namity,

The applicant is requesti.ng a zone change frcm R-1 (Single-family Resi-
dential) to R-2 (ZWo-fandly Residential) to bring the zoning classifica-
tion of the above pzvperties into confornsance with its current use and
tY�e Lyra�ood General Plan.
2}ie properties are presently developed with 26 dwelling imits (2 triplex
buildings, 2 duplex buildings and 16 singlc�family detached buildings).
These units were built pursuant to variances granted 1964 and 1965.
The existing density of the properties is 15 dwelling units per acre.
The maxin¢an density nornally allowed in the R-2 zone is 14 dwe>>;n�
�mi ts per acre. The maxim�an density no�.11y allcwed in the R-2 zone
is 14 dwelling uni.ts per acre; however, Section 25-4.5b7 of the
Zoning Orciinance allods a density bonus for "large lot" develqsnent.
As an incentive for joining together snaLler pazcels in the R-2 Zone
and to enmurage the develaFment of larger lots to their full�st
potential, an allcwanoe of 1 additional c3ae11ing unit over and above
the otYieLwise applicable maximian is peznatted in the R-2 Zone for each
incr�nent of 6,000 square feet above the minurn.an lot size (5,000
square feet). Since both of the applicant's lats are 36,685 square
feet in area, each lot c���1 i£ies for 5 additional drrelli.ng tmits over

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD AMENDING CHAPTER 25,
"ZONING" OF THE LYNWOOD MUNICIPAL CODE BY '
CHANGING THE ZONING CLASSIFICATION OF
CERTAIN PROPERTY.
The City Council of the City of Lynwood DOES HEREBY ORDAIN as
follows:
Section 1. Chapter 25 of the Lynwood Municipal Code, the Zoning
Ordinance, and the official Zoning Map are amended to reclassify the
following propertiea from R-1 (Single-Family Residential) to R-2
(Two-Family Residential):
Lot 9, of Tract No. 5103, except the northerly 125 feet
of said land, and Lot 10 of Tract No. 5103, except the
northerly 150 feet of said land, commonly knwon as 4225,
4235, 4237 and 4241 Imperial Highway, Lynwood.
Section 2. Severability. In any aection, subaection, aub- .
division, aentence, clause, phraae or portion of this ordinance, or
the application thereof to any person or place, is for any reason
to be invalid or unconstitutional by the decision of any court or
competent jurisdiction, such decision shall not affect the validity
of the remaining portions of the ordinance or ita application to
other persons or places. The City Council hereby declares that it
would have adopted this ordinance, and each section, subsection, .
subdivision, sentence, clauae, phrase or portion thereof, irrespec-
tive of the fact that any one or more sections, subaections, sub-
-- divisions, sentences, clauses, phrases or portiona of the application
thereof to any peraon or place be declared invalid or unconstitutional.
Section 3. The City Clerk is hereby ordered and directed to
certify to the passage of this ordinance and to cause the same to be
published once in the Lynwood Presa, a newspaper of general circu-
lation, printed, published and circulated in the City of Lynwood.

AVENUE, CITY OF LYNWOOD, AND DIRECTION TO ABATE SAID NUISANCE.
OBJECTIVE:
To have City Council adopt a resolution declaring the existence of a public
nuisance and directing the abatement of said nuisance. .

Unmowed grass and dried weeds throughout the yards, parkway and trash
and debris scattered throughout the premises.
� Untrir�ned trees and bushes.
Abandoned vehicles and campershell ort the driveway.
Abandoned boat in rear yard. .
Unsecured (open) door of rear unit.
On May 31, 1984, seven�(7} pictures of the premises were taken. Because
the property is abandoned, the post office will not deliver mail and the
forwarding order has expired and not in file, the property remains in the .
same condition.

Authority exists under Chapter 21 of the LynH�ood City Code for the City Council
to declare such property a public nuisance.
Since all attempts to abate this alleged nuisance have failed, it appears that
the City must take more drastic measures. Therefore, a resolution has been
prepared for review, discussion and adoption by the City Council.
RECOMMENDATION
Council adoption of the attached resolution entitled:
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYPlWOOD DETERMINIPlG THAT A
NUISANCE IS BEING MAINTAINED ON CERTAIN PROPERTY AND DIRECTING THE ABATEMENT

Owner to be directed to abate this nuisance within�thirty (30) days after the

FACTS:
Dried woods, trash and de-ris in front, rear and side yards.
Untrimmed trees and bushes.
Unsecured doors and windows of house and accessory bui7ding (guest house)
in rear. .
On March 8, 1984, letter was sent to Mr. Tolbert informing him of conditions
of the property and requesting they be corrected within ten (10) days.
Letter was returned as "P�ot deliverable as addressed and unable to forward."
On March 22, 1984, lettew sent to Mortgage Company, who is beneficiary of
property, requesting information as to whereabouts of owner. Letter raturned
as "Undeliverable as addressed forwarding address expired."
On April 24, 1984, ten (10) pictures of the premises were taken.
On ApriT 30, 1984, letter sent to Mr. Tolbert at P.O. Box 42251, Los
Angeles but letter returned as "Addressee unknown."
Obtained tax bill for 1983 from County AsSessOrs which indicate taxes have
been paid.
On May 31, 1984, ten (10) pictures were taken. As of now, property remains
in the same condition.

PURPOSE
Adoption of a resolution au+horizing ±he appropriation of two thousand
nine hundred dollars ($2,900) for Lynwood City Park Rehabilitation
Project No. 5-5041.
FACTS
The City Park Rehabilitation Project involves the refurbishing of the
CommtYnity Center and Natatorium facilities. In an±icipation of costs
for unforeseen change orders, the Community Development Department
approved an additional $3.0,000 from savinqs on street improvements for
the Rehabilitation Project. At the February 21, 1984 meeting, Council
approved an appropriation and transfer of $23,020 from this $30,000
to caver change orders up to this date and for construction supervisian
costs. At the May 1, 1984 meeting, Counoil appropriated an additional
$4,016.42 to meet the cost of the security screens installed on the
upper sections of windows on the east and west ends of the Natatorium.
As the Rehabilitation Project approaches completion, additional
unforeseen change orders have occurr�ed. In order to meet expenses
` for t.hese change orders, an additional $2,900 will need to be
appropriated. These funds are available from Jobs Bill savings on
the San Luis Street Project No. 5-5027, (1983-84 fiscal year).

SIIBJECT: CALTRANS AGREEMENT FOR CORRIDOR PATROL
BACRG�20UND:
A draft coatract was submitted to the City in late June, 1984
to cover the expenses for the City's contracted Sheriff's per-
sonnel routiae surveillance of the Caltrans properties along the
I-105 Freeway corridor. . �
The contract is writtea for the amouat of $78,000, a considerable
lessening of what the City has received in prior years. The
reason for this lessened amount is that there are vezy few
structures left in the corridor and, therefore, not much chance
of crimiaal activitp occurring in those areas.
The Sheriff's personnel have reviewed the contract and feel that,
since there is no additional personnel involved in the contract,
they' have.really no recommendation to make other than that the
Sheriff`s personnel be assured that the accounting procedures be
workable. That is, the Station Captain does not wish to have
onerous accountability requirements.
ANALYSIS:
Staff feels that $78,000 is a reasonable amount for the City to
be paid for the respoasibility of having the contracted Sheriff's
personnel respoad to activities in the corridor properties. The
City :Sanager will be meeting Friday, July 13, with a representative
from Caltrans to determiae the easiest and most efficient method �
of accountability for the services that we will render through
the Sheriff's personnel, and will report to the City Council in .
writing prior to the regular Council meeting of July 17.
RECOMMENDATION:
1. City Council approve the attached Resolution authorizing
acceptance of the Caltrans service contract ;i07A920;
2. Mayor Morris be authorized to execute the contract.

IIZ. Should sufficient funds not be appropriated by Congress and the
California Legislature for Fiscal Year 1984/1985, CALTRANS will
exercise its option to cancel or amend this contract to reflect
the loss or reduction in funding. In addition, this contract is
subject to any additional restrictions, limitations or conditions
enacted by the Congress or the Legislature, which may affect the
provisions, terms or funding of this contract in any manner.
IV. The CITY shall be compensated for this negotiated provision of
additional police�security service along that portion of the I-105
Century Freeway right of way within the jurisdiction of the CITY
at the agreed and negotiated lump sian price of $ 7��,���.CO _
for the Fiscal Year encompassed by the terms of this contract.
Payment shall be made monthly in arrears in installments of one-
twelfth of the total sum subject to reduction in amounts by the
Department of Transportation as portions of the right of way are
converted from an occupied status to empty land, sold as excess,
or converted to a construction status and subsequently becomes
part of the operating right of way.
-- V. The price established herein represents the cost of additional
services beyond those which the CITY would normally provide to
properties and citizens located within iGS jurisdiction. These
services are in furtherance of policy decisions made by the
Department of Transportation's management in conformance with a
Consent Deczee issued by the U. S. Federal District Court in the
matter of Reith V. Volpe, et al., and does not create a precedent
as respects any obligation of the department as regards the payment
of fees for security services on any other State-owned facilities
or property.
VI. The lump sum established for reimbursement is composed of three
elements. The first element is a s�un based on the ratio of State°
• owned property which has improvements located thereon which have
not been demolished or removed to the total area within the city.
The second element is based on the amount of property having no
improvements located thereon. The third element is for property
within the riqht of way for which a contract has been or is in the
process of being awarded, and as to that prooerty which is under
the jurisdiction of the contractor performing the construction wcac'�
thereon, no additional security services wi11 be required. The
rate provided by the State will be adjusted annually under this
aqreement to reduce the amount reimbursed to CITY to reflect
�changes in property status.

VIII. This contract may be terminated immediately without further cost �o
the State upon a court order or other instructions or order in an
arbitration hearing to the effect that this patrol service should-
be terminated. Otherwise, the contract may be terminated by a
written 30-day notification of intent to terminate by either
party.
ZX. The CITY hereby agrees to comply fully with all of the provisions
of Appendix A, which is attached hereto and by this reference
incorporated in full herein. Further, CITY agrees that should
additional personnel be hired as a result of the service funded
iander this contract, the CITY will take affirmative action to
recruit and'employ minorities and females. •
� X. The CITY and its subcontractors shall maintain all support data fc�r.
cost proposals, and make such materials available at their
respect'ive offices at reasonable times during the contract period
and for three years from the date of final payment under the _
contract for inspection by State, EHWA, or any authorized reore-
sentatives of the Federal Government, and copies thereof shall be
furnished if requested.
XI. 7.'he CITY warrants, by execution of this contract, that no person t�r
selling agency has been employed or retained to solicit or secure
� this contract upon an agreement or understanding for a commission,
percentaqe brokerage or contingent fee, excepting bona fide
" employees or bona fide established commercial or selling agencie�
maintained by the CITY for the purpose of securing business. Foz
breach or violation of this warranty, the State shall have the.
right to annul this contract without liability, paying only for kh�e
value of the work actually performed or in its discretion to dediac�°*_

XII. � Yt is agreed that payment to the CITY for any future contracts fcar
police patrol services, material, and equipment within the I-105

XIII. Any dispute concerning a question of fact arising under this
contract which is not disposed of by agreement shall be decided 'oy
the Deoartment's Contract Officer, who may consider any written or
verbal evidence submitted by the CITY. The decision of the
Contract Officer, issued in writing, shall be conclusive and
binding on botti parties to the contract on all questions of fact
considered and determined by the Contract Officer.
XIV. Neither the pendency of a dispute nor its consideration by the
Contract Officer w•ill excuse the CITY from full and timely
performance in accordance with the terms of the contract.
XV. Attention is directed to the following nondiscrimination and
compliance requirements which are applicable to all contracts of
55000 or more.

contract provisions, is specifically made a part of this contract,

WHEREAS, On September 4, 1979, the City Council author-
ized execution of a Service Contract with the California State De- �
partment of Transportation in order to provide a special security
patrol in the I=105 Corridor in the City of Lynwood; and
WHEREAS, On June 30, 1984, the City's contract with the
State of California, Department of Transportation, for the con-
tinuance of the special security patrol expired; and
WHEREAS, The Los Angeles County Sheriff's Department
has determined that it is vital to the security needs of Lynwood
corridor residents to maintain the present�level of protection
offered by the special patrol; and
WIiEREAS, On May 1, 1984, the Sheri£f's Department staff
C negotiated an Agreement to resume the corridor patrol:
� NOW, THEREFORE, BE IT RESOL'JED by the City Council of
the City of Lynwood that Council does hereby accept Service Con-
tract No. 07A920, in order to continue the special security patrol

Attached is a letter from the Station Commander, Nick Popovich,
which outliaes the five clients which currently have conaections
to the alarm hoard in the Sheriff's Lynwood Station... Two of those
clients have more than one coanection (National Guard Armory has
two and St. Francis has four)•
It is the opinion of the Station.Commander and the.City Prosecutor,
who has receatly given the City a format for a."false.alarm ordinan�e",
that.we should really not be ia the alarm busines.s and that there is
some liability exposure due to our'having that board our control.
The boa=d is very oftea.out of order. and, although it is not costing
anpthing to repair it, there is a certain amount of. insecurity in
� haviag citizens alarms at bay until the.repairman arrives because
maay times it is aot done immediately. It is further suggested that
� perhaps alternative alarm methods should be used.
ANALYSIS:
Before aay'action is taken with regard to the alarm board, it is
suggested that the five clients who are currently connected to the
board be invited to meet with the City Prosecutor, the Station
Commaader and the City Manager. Among them they can come up with �
some alternatives and a recommendation forthe City Council. All
three administrators involved are,very eager to resolve the problem
with the least negative impact to all concerned.
� RECOMMENDATION:
i Staff recommeads that:
� 1. the five clieats currently on the alarm board be invited to a
I ' meetiag with the Station Commander, City Manager.and City
Prosecutor to discuss the matter; and
2. the resalts of that meeting be forwarded to the City Council
� for their review and action.

OPERATING AND CAPITAL'IMPROVEMENT BUDGET
FOR THE FISCAL YEAR 1984/85.
. WHEREAS, The City Manager has submitted a proposed
• Annual Operating and Capital Improvement Budget for the Fiscal
� Year 1984/85; and
WHEREAS, The City Council has studied the proposed
Budget and approved same; and
WFiEREAS, The City Council has held hearings on the
proposed use of Revenue Sharing Funds:
NOW, THEREFORE, the City Council of the City of
Lynwood DOES HEREBY RESOLVE as follows:
Section 1: The Annual Operating and Capital Im-
provement Budget for the Fiscal Year 1984/85 is hereby approv-
ed and adopted;
Section 2: Authorizes the City Manager, or his
designee, to approve any transfer between accounts, provided
that :
1. They are within the same general group
of accounts (Personnel, Maintenance and
Operations, or Capital Outlay);
