Comments: The County of Los Angeles Road Department aishes to install "NO STOPPING" signs on the north side of Imperial Highway from East Alameda Street to 400 feet east in order to accommodate the r.estrip- ing of the Imperial/�lameda intersection for less congestion. The signal at the intersection is shared with the County of Los Angeles (11°/a County, 89% City). The Traffic and Parking Commission � supports the proposed striping modifications and the stopping prohihition. REHABILITATION PF;GJECT - COMMUNITY CENTER AND NATATORIUM Comments: The ReY:abilitation Project at the Community Center and Natatorium is nearing ccmpletion. In anti- ci�ution of unforeseen change order�, an additional $30,000 was approved from Jot�s Bill savings. An additional $2,900 is neede� to meet costs of change orders occurring after February 21, 1984. Recommeraation: Council adoF:t a Resolution authorizing the appro- priation of $2,900.from Capital Improvement Project Fund. . 12. CALTRANS AGREEMENT F'OR COR.RIDOR PATROL Comment�: A draft contract for $78,000 was submitted to the Citp in late June, 1984, te cover the expenses for � the Sheriflf's personnel to patrol the Caltrans pro- perties alcng the I-105 Freeway corrider. The Station Commander feels that $78,000 is a reasonable - _ .. ._._ _. _ -- �amount for tre responsibility of having his per- sonnel respond. to in the corridor properties. Recemmendation: (1) Cour.cil approve the attached Resoluticn � authorizing acceptance cf Caltrans service contract 1107A920; � (2) The Mayor be authorized to execute the contract. 13. ALARM BOARD - LYNWOOD SHERIF'F'S DEPARTMENT STATION - Comments: The alax•m.board in the Sheriff's Station has only '� clients, and it breaks down periodicallg. Staff feel that the board may be more of a liability than an asset. Recommendation: (1) Staff be ir_structed to meet witY_ the clients currently ccnnected to the Board to discuss the matter; � - (2) That the results of that meeting be forwardea I to Council for their review and action. 14. RESCLUTION ADOPTING THE FY 1584/85 BUDGET Comment�: The printed copy of the FY 1984/8; Budget submitted to Council contains all char.ges compiled in thE� various Budget work�heps held June 6, 11 and 1�. The City's revenues will fund � largest portion of this $15,050,850, with reserves of - -:� 5611,250 being used to balance the budget. The reserves are being used to fund Capital Improvement projects (largely carryovers) and not operating expenditures which are being " -- financed out of current revenues. _.__. All staffing and vehicle replacement requests from the pro- ' . posed_budget have been eliminated. Staf£ wishes to discuss "- _""- . those requests during the Council budget workshops to obtain Council direction and instruction. The proposed budget does not include additional personnel _.� costs which will result from employee negotiations. ZoninR Consistent vith the existing land uses, the majority of the properties in the study area are zoned R-1 (Single-Family Residential). In fact, the only properties that are not zoned R-1 are those lots situated east of the single-family homes along Elm Avenue, betveen Pendleton Avenue and Imperlal Highvay. The zoning classifications in this area include R-3 (Multiple- Family Residential), C-2 (Light-Commercial), C-3 (Heavy-Commercial), and P-1 (Automobile-Parking). The current zoning in the etudy area is shown in Figure 3. General Plan Desi nations The entire study area has been designated for Tovnhouse and Cluster Housing in the Land Use Element of the Lynwaod General Plan (Figure 4). This designation allows for innovative residential concepta including planned residential developments at denaities of from 7 to 14 unita per acre. Thia meximum permitted deneity ia well in excese of the density at which most of the propertiea in the study area have been developed. In comparing [he information presented in Figures 3 and 4, it ia readily apparent that the existing zoning and General Plan designations are inconsistent for this area. Similarly, the General Plan designations do not reflect the actual land uses within the Study Area. This apparent discrepancy is underetandable, however, inasmuch as the General Plan is intended to guide the long-range use or reuse (i.e., recycling) of land within a community and the land-use zoning is to eventually be brought into General Plan conformance. In order to attain the conformity that is being sought by the City, both the General Plan and zoning designations for the study area should be considered for amendment. The pr'oposed eventual'zoning and General Plan designations shown ia Figures S and 6, respectively, wou13 achieve consistency hetween zoning and the General Plan while subsrantially reflecting the current development patterns in the area. In order to facilitate discussion of the proposed changes in land use controls, the etudy area has been divided into the six subareas shown in Figure 7. The apecific revisions proposed for each of these area are briefly reviewed as follows: Subar�ea 1 g This subarea encompasses large portion of the Study Area. The properties in [his subarea are almost entirely developed with single-family residences which are generally well maintained. The only exceptions are the three lota situated on the south side of Abbott Road betveen Pine and Elm Avenuea which are presently developed with multiple-family units. Since thia subarea is predominantly d,eveloped with single-family dwellinga, it is proposed that these properties be redesignated as Single- Family Residential in [he Geaeral Plan, consistent with their current present zoning. " Subarea 2 The eastern portion of this subarea is almost all developed with multiple-family dwellings. It is proposed that this , eastern portion of the area be rezoned R-2, consiatent with ita General Plan designation. The properiies in this area are eitheY already developed at, or are capable of, aupporting reeidential densities of up to 14 units per acre. The auggeated sezoning would not significantly increase allowable development on theae lots. Moreover, it is unrealistic to expecC that the specific properties involved in the proposed Patterson-Hall zone change : vill be redeveloped with single-family homes due to ownership patterns, lot configuretions, and the existing development thereor,, not to mention the development costs��associated vith a single- famlly development. The western portion of the subarea, thoae parcels not involved in the five-parcel zoning action of the Planning Commission, should continue to be R-1. FACTS The City Park Rehabilitation Project involves the refurbishing of the CommtYnity Center and Natatorium facilities. In an±icipation of costs for unforeseen change orders, the Community Development Department approved an additional $3.0,000 from savinqs on street improvements for the Rehabilitation Project. At the February 21, 1984 meeting, Council approved an appropriation and transfer of $23,020 from this $30,000 to caver change orders up to this date and for construction supervisian costs. At the May 1, 1984 meeting, Counoil appropriated an additional $4,016.42 to meet the cost of the security screens installed on the upper sections of windows on the east and west ends of the Natatorium. As the Rehabilitation Project approaches completion, additional unforeseen change orders have occurr�ed. In order to meet expenses ` for t.hese change orders, an additional $2,900 will need to be appropriated. The reason for this lessened amount is that there are vezy few structures left in the corridor and, therefore, not much chance of crimiaal activitp occurring in those areas. The Sheriff's personnel have reviewed the contract and feel that, since there is no additional personnel involved in the contract, they' have.really no recommendation to make other than that the Sheriff`s personnel be assured that the accounting procedures be workable. That is, the Station Captain does not wish to have onerous accountability requirements. ANALYSIS: Staff feels that $78,000 is a reasonable amount for the City to be paid for the respoasibility of having the contracted Sheriff's personnel respoad to activities in the corridor properties. The City :Sanager will be meeting Friday, July 13, with a representative from Caltrans to determiae the easiest and most efficient method � of accountability for the services that we will render through the Sheriff's personnel, and will report to the City Council in . writing prior to the regular Council meeting of July 17. Volpe, et al., and does not create a precedent as respects any obligation of the department as regards the payment of fees for security services on any other State-owned facilities or property. VI. The lump sum established for reimbursement is composed of three elements. The first element is a s�un based on the ratio of State° • owned property which has improvements located thereon which have not been demolished or removed to the total area within the city. The second element is based on the amount of property having no improvements located thereon. APPROPRIATING FUNDS THEREFOR. `� .. WHEREAS, On September 4, 1979, the City Council author- ized execution of a Service Contract with the California State De- � partment of Transportation in order to provide a special security patrol in the I=105 Corridor in the City of Lynwood; and WHEREAS, On June 30, 1984, the City's contract with the State of California, Department of Transportation, for the con- tinuance of the special security patrol expired; and WHEREAS, The Los Angeles County Sheriff's Department has determined that it is vital to the security needs of Lynwood corridor residents to maintain the present�level of protection offered by the special patrol; and WIiEREAS, On May 1, 1984, the Sheri£f's Department staff C negotiated an Agreement to resume the corridor patrol: � NOW, THEREFORE, BE IT RESOL'JED by the City Council of the City of Lynwood that Council does hereby accept Service Con- tract No. 07A920, in order to continue the special security patrol in the I-105 corridor in the City of Lynwood. Two of those clients have more than one coanection (National Guard Armory has two and St. Francis has four)• It is the opinion of the Station.Commander and the.City Prosecutor, who has receatly given the City a format for a."false.alarm ordinan�e", that.we should really not be ia the alarm busines.s and that there is some liability exposure due to our'having that board our control. The boa=d is very oftea.out of order. and, although it is not costing anpthing to repair it, there is a certain amount of. insecurity in � haviag citizens alarms at bay until the.repairman arrives because maay times it is aot done immediately. It is further suggested that � perhaps alternative alarm methods should be used. ANALYSIS: Before aay'action is taken with regard to the alarm board, it is suggested that the five clients who are currently connected to the board be invited to meet with the City Prosecutor, the Station Commaader and the City Manager. Among them they can come up with � some alternatives and a recommendation forthe City Council. All three administrators involved are,very eager to resolve the problem with the least negative impact to all concerned. � RECOMMENDATION: i Staff recommeads that: � 1. the five clieats currently on the alarm board be invited to a I ' meetiag with the Station Commander, City Manager.and City Prosecutor to discuss the matter; and 2. the resalts of that meeting be forwarded to the City Council � for their review and action.
