enti'tlement status will become e+fective in July, 19535 and
the insurance cover�ge will no longer 6e required.
Cancellation of the policy may result in a refund to the
City, which is less than the cost which the Co�{nty will
reimburse.
Recommendation:
Council direct cancellation of anne?; earthq�_ia4.e and fl�od

bloc4� grant funding, and note that general f�_inds may b�

Comments:
Fire P�imper Engine No. 3� (18 years old) is due for
replacement. An opportunity to save 315,i��ii� to SiQ,O�>O in
huying a Fire F'umper has become available with a piggybacl;
lease purch�se on an order of 18 pumpers by the City of
San Diego, Santa Barbar�a and possibly n�thers. The tat�l
sale price is �15�?,684.19 with a down payment'nf ��5,Ot?U
to be made at the time uf delivery (f]ct�ber ].985).
Recammenciation:
It is recommended that City Council adopt a Fesolution
authnri�ing staff ta negotiate a Lease Furchase Agreement
with Emerqency Qne, Inc., for the Lease Furchase of one
Emergency �ne Fire F�_imper as pEr proposal.

Comments:
The City's first grant application for CDPG funds as an
entitlement City req�iires comple;; data document_ation
in a relatively short time, as well as the need for a
fiscal review. On February 5, 198�, City Council apprnved
staff's request to issue a request for proposal tRFP) to
ohtain the services of a qualified outside agency to
assist in the preparation and submitt<�1 of a qrant.

Recommendation:
Staff respectfully requests the City Council to �uthorize

the City's CDPG program for Fiscal Year 14fl5/86 in an
