PLANNING COMMISSION
November 26, 1974
1. CALL TO ORDER
Meeting was called to order by Chairman Breazeal at 8:20 p.m. in
the Council Chambers of the City Hall.
2. ROLL CALL:
Present were Commissioners,Atkins, Clark, Lawson, Stacy and
Breazeal. From the City staff were City Manager_Koski.and Planning
Director Dragicevich.
3. PLANNING COMMISSION CONSIDERATION:
AMENDMENT TO TEMPLE CITY ZONING ORDINANCE
RE PATIO /GARAGE /BACKYARD SALES
Commissioners Atkins, Clark, Lawson and Stacy were in general
agreement that an ordinance regulating patio,garage and backyard
sales is a necessity in the City of Temple City. Chairman Breazeal
thought such an ordinance would create more problems than it would
solve.
The Commissioners were not in favor of Item (b) of the staff memo,
"that no portion of any required front or side yard area shall be
utilized for such purposes ". They also mentioned that the City
Attorney, in preparing this ordinance, should list some objectives
and enforcement procedures before the draft of the ordinance is
scheduled for public hearing. A section on fees should also be
entered, however, the City Council will set the actual fee by
resolution.
III 4. PLANNING COMMISSION CONSIDERATION:
REQUEST FROM SIERRA MADRES GIRL SCOUT
COUNCIL RE RELOCATION OF USE IN R -1 ZONE
IN THE CITY OF TEMPLE CITY

Staff was instructed to respond to the letter from the Sierra Madres
Girl Scout Council dated November 5, 1974. At this time the City
has no information that the Girl Scout property on Longden Avenue
will be sold to the Temple City Unified School District. The City's
Zoning Ordinance at present does not have any regulations with re-
spect to requirements for this type of use in residential zones.
Letter of response should reflect these facts.
5. PLANNING COMMISSION CONSIDERATION:
DISPLAY OF MERCHANDISE ON PUBLIC SIDEWALKS
IN FRONT OF ANY BUILDING IN ALL COMMERCIAL ZONES
The Commissioners discussed the proposed draft of an ordinance
pertaining to display of merchandise in the open or in front of
any building in the commercial zones. It was their contention that
reference to displaying of merchandise on public streets or side-
walks should be deleted from this ordinance since it is already
covered in other sections of the Municipal Code. They requested
staff to have the City Attorney prepare additional guidelines and
criteria with respect to the proposed ordinance. The present draft,
as written, was not acceptable to the Commission to allow them to
proceed with a public hearing and recommendations to the City Council.

PLANNING COMMISSION CONSIDERATION:.
SUGGESTIONS FOR ZONING CODE CODIFICATION
IN THE TEMPLE CITY MUNICIPAL CODE
The Commissioners did not discuss in detail the proposed changes
in the Zoning Ordinance. They would like to spend an entire
study session on this subject in order to explore it in depth.
ADJOURNMENT
Commissioner Atkins moved that the meeting be adjourned. Motion
was seconded by Commissioner Clark and the motion carried. Meet-
ing adjourned at 10:05 p.m.
