He has not issued any kind of direction regarding the breakaway walls. I checked the FEMA guidelines and they specifically do not allow interior finishing with drywall or plywood, except in cases where required by fire code or other life safety requirements: Interior Finishes Enclosures below elevated buildings are allowed only for parking of vehicles, building access, or storage. Installing utility stub -outs (i.e,, purposely placed utility access points for future connections) is inconsistent with the allowable uses of an unfinished enclosed area. Likewise, finishing the interior of enclosures with drywall or other finish materials is not permitted un- less required to address life - safety and fire code requirements, An exception exists for steel stud - framed breakaway walls, where structural performance under wind loads requires con- tinuous lateral bracing of both stud flanges. Wood -Frame Materials • All lumber shall be preservative- treated or decay- resistant (e.g., redwood, cedar, some oaks, and bald cypress). • Exterior siding shall be exterior grade and no thicker than 1/2-inch plywood, APA 32/16 rated sheathing or other equivalent sheathing material. ■ Wall studs shall be no larger than 2 inches x 4 inches (nominal dimensions) unless designed using the performance-based design provisions described in this Technical Bulletin. • Interior wall sheathing shall not be permitted. Fortunately, I ran into both the Contractor and the Owner. The west side yard is acceptable. The east side yard is the issue as the swales breaking north and south, with the high/break point being adjacent to the front of the house, does not exist. The Owner is willing to correct the site to match the design by the Engineer that the permit was based on. However, he prefers common side yard swale shared with the Owner to the East. Review of the completed project allows easier understanding of the efforts required to fully implement the east side drainage beyond the clarity of engineered plans (which is usually the case). At this time it appears a large palm (recently planted) and a small cedar tree would need to be relocated. Additionally, it appears either a berm would need to be added and /or the side yard swale have steeper west slope than anticipated. Such surprises are not unexpected. I don't recall ever reviewing a survey so near a dune that fully described the terrain. The Owner is working on getting the letter from the lot to the east and will deliver his and the neighbors together when he receives them. The letters will basically describe a shared common swale centered on their common lot line that eliminates the need for both of them to have individual swales completely contained within their lots. While not a requirement, I suggested they consider having the letters notarized. The Owner advised that while he and Mr. Barrow, who owns the lot to the east, have a relationship that he believes wil facilitate the receipt of the letter, if Mr. Barrow can be reached. The Owner related how Mr. Barrow is sometimes absent for up to a couple of months on his sailboat. While I qualified that I had no authority of options to the letter, I did offer that if Mr. Barrow could not be reached at this time, as the lot to the east is not developed, I would support the acceptance of a letter of credit or cashier's check acceptable security for appropriate correction or resolution of this matter. The amount would exceed the perceived cost of correction by a factor of 1.5 or 2. We'll know shortly as to whether the letters could be obtained. For the record, Bubba was consulted prior to the "letter" method being used. I believe Dee was the Zoning Manager at that time. Dee's intent was to resolve a similar situation without a recorded easement. This "letter" method has only been used a few times and I don't recall any instance where you were involved. These refer to a 1994 survey that I do not have. I don't know if it is the same path as the one on Lot C- 1 by Mr. Rabun's Lot B -1. The attached 2004 "walkway -to- beach" document recorded the vehicular and pedestrian access easement that is in question. Dawson Architects will furnish a new north elevation drawing that will reduce the size of the overhang. The encroachment is only on the northwest corner of the structure. The Certification Letter means that someone representing this project needs to write a letter stating the Foundation Survey has been compared to the building plans, and no setback encroachments will occur when the remainder of the house is constructed. This would be checking that stairways, chimneys, bay windows, window trims, shutters, deck boards, roof overhangs if greater than 24- inches, etc. can all be installed without protruding into the required setbacks. Diane, I've doubted the true permeability of the pavement surface of the roads in this subdivision. They were represented in the design ti be a permeable pavement. Regardless, its our duty to evaluate and require BMPs for protection of areas downstream, good catch. Even upstream of traditional pavement, earth surface in a new Co would not be acceptable. As tracking of earth onto the surface would be more damaging to permeable pavement, I agree that the surface you described in this 5' strip is unacceptable and requires protection prior to proceeding. The nearby DNR jurisdictional areas make it even more critical. Johnny Williams with Dustcom /Dixie called me directly yesterday prior to contacting your office. It seems that pile driver operations are scheduled for this site early next week and it was his opinion this is the last thing holding up the project. So, to expedite correction of this matter, I'm advising Johnny by copy if this email, of this deficiency. While this correction is necessary to provide the required fully functional properly installed Co prior ti starting work, it could take as little as an hour and possibly be all hand work. I visited the site and used the approved Erosion Plan that was prepared by Jay Maupin to evaluate the sediment barriers and the construction exit. There is a maybe 5 -foot gap between the brick pavers of the street and the beginning of really nice big chunky rocks. There is some textile mat with a little bit of smaller grade stone and dirt in the 5 -foot gap. The type A and type C fences are installed correctly and in the correct locations. While the deficiencies are not necessarily the fault of the Owner or his agent, they are their responsibilities. The two areas of deficiencies are in the two most basic and common BMPs on local projects. They are: Co — Construction Exit Sdl — Sediment Barrier Correct installation information can be found not only in the "Green Book" but in the Field Manual for Erosion and Sediment Control in Georgia, Fourth Edition 2002, 4310 Lexington Road, P.O. Problems with the Co is not limited to the installation, but to the material. Specifically, the job site personnel are telling me the stone delivered is the 1.5 " -3.5" stone they requested. I have experienced on my own projects suppliers not adhering to the specs they are given with the orders. While I regret this situation, I will no longer be accepting any deviation from the State requirements. The stone will be a representation of 1.5 " -3.5" stone or larger. Gradations that are obviously smaller will no longer be tolerated. The smaller stone allows for a smoother surface with smaller voids, thereby reducing the function of the construction exit. Similarly, I am fmding Type A sediment barriers installed where Type C is required and shown on the permit drawings. I have attempted to work with the Owners through increased inspections, additional backup BMPs, etc. This has evidently become common knowledge based on the installations I am finding. Where two rows are called for they will be installed with a separation that allows for the first one to fail (fall over) without impacting the second one. The complete assembly and installation must be compliant; steel or wood posts, post spacing, Type C or A. There has been no discharge into state waters due to previous occasional deficiencies. However, the increased frequency has created unnecessary exposure to: 1) Sediment discharge into nearby waters of the State, 2) Increased maintenance efforts by the DPW on downstream lines. 3) Due to #2, higher cost to island taxpayers.
