HomeMy Public PortalAbout2/05/2009 special,y L' February 5, 2009 Greencastle City Council Special Session The special Session was called to order at 6:31 pm. All counselors were present. Department Head Updates: A. Bill Newgent • Report to Council on 2008 activity and 2009 goals were sent via e- mail. Council had no further questions. • Chief Newgent is planning on putting together a study group to review with Motorola the coverage for our 800 megahertz radios. There is a problem with reception within some facilities to which our emergency responders are called. The safety of our emergency personnel could be compromised if proper coverage is not available. The second area of concern is about the potential problem with "busy signals" when trying to use the radios in times of extreme emergency. There are presently two towers that handle the load of the Putnam County systems. (Bainbridge and Putnamville) The committee will be asked to assess the possible need of another tower in the Greencastle area. T.J. Smith volunteered to join the Mayor on this committee. • Chief Newgent shared information on the new District 7 incident command vehicle that will be housed by the city. This $400,000 emergency vehicle is a joint venture between the District, the county and the city to help ensure our communication abilities in event of an emergency. B. Lrnie Phillips • Ernie presented the Forest Hill Cemetery Review for 2008 and plans for 2009. (I'll ask him to bring in a copy for you to attach.) First priority is to lay a cement floor between their two barns. " Ernie highlighted the increases in charges that the Cemetery Board approved. The Council suggested that the Board look at the need for periodic increases. It had been more than ten years since any changes in fees had been made. " The three rental houses the Cemetery owns all were re- roofed 14 -16 years ago. One had the roof replaced in 2008. They are planning on replacing another one this year and the third roof in 2010. " The Board plans to work on creating four new flower gardens in '09. " Final project will be to install sophist and a ceiling in the shelter house located at the Memorial Garden. C. Laurie Hardwick " Review of 2009 goals. (attached) " Laurie presented four conflict of interest forms to the Council for review and acceptance. Those were from Bill Newgent, Brian Moore, Tim Trigg and Jeff Elkins. Laurie explained that personnel and board members who are involved in business enterprises outside of their employment and /or work on a board or commission, must file an annual conflict of interest form with the city in case they might have the opportunity to be contracted for work by the city. There was a motion by COUnselor Cohen and a second by Counselor Lanie to accept these. The motion passed 5 -0. " Laurie passed out the revised Employee Handbook that will be on the Council's agenda at their next regular meeting. Resolution 2009 -2 a resolution in support of the Alcoa /Cuf Tree Grant application. There was a motion by Counselor Hammer, a second by Counselor Lanie and a 5 -0 vote to approve the resolution.
