I 8. PUBLIC HEARING - DETERPIINATION OF EXISTENCE OF A PUBLIC NUISANCE AT 3977 BEECHWOOD AVENUE, CITY OF LYNWOQD. Comment: The property owner of subject property is keeping nine (9) dogs. Several attempts have been made to have the owner remove the dogs. Since all attempts to abate this alleged nuisance have failed, it appears the City must take more drastic measures. Recommendation: Council adopt a resolutoion entitled, "A RESOLU- TION OF THE CITY COUNCIL OF THE CITY OF LYNWOQD DETERMINING THAT A NUISANCE IS BEING MAINTAINED ON CERTAIN PROPERTY AND DIRECTING THE ABATEMENT THEREOF." 9. PUBLIC HEARING - AMENDMENT TO ZONING ORDINANCE TO REGULATE THE USE AND LOCATION OF AMUSEMENT ARCADES IN THE � CITY'S COMMERCIAL ZONE. Comment: Recently, the City of Lynwood, as well as other cities in the area, have been deluged with inquiries as to the feasibility of establishing amusement arcades or the installation of coin-operated games in connection with existing businesses. At present, the City's zoning and business license process does not fully address this situation. Planning staff surveyed the problem, reviewed ordinances of.other cities and submitted a proposed ordinance for review by the Planning Commission at its meeting ef �anuary 12, 1982. Because of prob�ems encountered by other cities and the lack of specific regulation in the Lynwood Municipal Code, the Planning Commission unanimously recommended City Council's adoption of this urgency ordinance. Recommendation: Council. waive reading and introduce ordinance entitled, "AN URGENCY OR.DINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING ORDI- NANCE N0. 5Z0 (ZONING ORDINANCE) REGULATING THE USE AND._LOCA7ION OF AMUSEMENT ARCADES IN THE CITY'S COMMERCIAL ZONE." 10. PUBLIC HEARING - AMENDMENT TO ZONING ORDINANCE TO ALLOW A ZONE • CHANGE FROM R-3 TO H-M-D at 3630 Imperial Highway, Lynwood. . Comment: In February, 1981, the City Council amended Ordinance No. 570, the Zoning Ordinance, and established a Hospital- Medical-Dental zone (H-M-D). The uses in this zone were restricted to hospitals, medical-dental offices, labora= tories and ancillary uses. St. francis Medical Center is requesting a zone change from R-3 (hlulti-family resi- dential) to H-M-D (Hospital-Medical-Dental). At its �anuary 12, 1982, meeting, the Planning Commission adopted a resolution approvinq the proposed zone change. LOS ANGELES COUNTY AUDIT OF COMMUNITY DEVELOPMENT% BLOCK GRANT - REVISION N0. 3. ; Comment: The final audit report regarding the�City of Lynwood's Housing and Community Development Program accounts has been completed by the firm Simpson and Simpson. The report requires an increase of 5z,039 in the amount to be reimbursed to the County of Los M geles„ Community Development Department. The total repayment will be $38,938 of which $6,000 has already been remitted. Recommendation: Staff recommends that (1) the Council agree to pay the remainder of $32,938 over 30-month period (29 payments of $1,000 and 1 payment of $3,938); and (2) that the originaT amount appropriated to a special account be increased by $2,039 totalling $38,938 for the purpose of assuring sufficient funds to retire the debt. 12. PAYMENT OF BILLS - 1YARRANT REGISTER DATED �ANUARY 19, 1982 Recommendation: Council approve the payment of Warrant Register, dated, �anuary 19, 1982. - OLD BUSINESS 13. HAZARD ELIMINATION SAFETY PRO�ECT (TRAFFIC SIGNAL UPGRADE AND INTERCONNECT PROaECT, AT VARIOUS LOCATIONS) - FY81-82 CIP Comment: In accordance with the State,Standard Specif.ications, all traffic signal controllers and auxiliary equip- ment must be tested by Caltrans. Under the terms of the attached agreement, Caltrans agrees to perform the required testing for the City provided that the City agrees to deposit $3,300 (the City's share of the total cost of $33,000) in advance, to finance the testing. The City will be reimbursed $29,700 from the Federal Government.. As you know, this pro- ject is being funded 90% by the Federal Government and 10% by the City. Following execution of the � agreement by Caltrans, Caltrans will give its authori- zation to advertise the proJect for bids. Recommendation: It is recommended that the City Council authorize , the Mayor to execute a service agreement with the State for the testing of traffic signal controller equipment for the subject project; and that the City Council approve the Plans and Specifications of the proJect; and authorize advertising for bids subJect to Caltrans', final approval. 14. APPROPRIATION OF FUNDS - HOUSING AND COMh1UNITY DEVELOPMENT BLOCK GRANT PRO�ECT - YEAR VII Comment: The City of Lynwood and the County of tos Mgeles have executed contracts and memoranda of understanding for the three Year VII Projects: (1)=Eoonomic Development; (2) Code Enforcement; and (3) Rehabilitation. Total funding for these proJects equals $601,897. However these funds have not yet been inclu�ed in City's budget. WILLIAMS, P.E., DIRECTOR OF PUBLIC WORKS/ CITY ENGINEER SUBJECT: HAZARD ELIMINATION SAFETY PROJECT (TRAFFIC SIGNAL UPGRADE AND INTERCONNECT PROJECT, AT.VARIOUS LOCATIONS) (FY1981-82 CIP) PURPOSE Authorize the mayor to execute a service agreement with the State (Caltrans).for the testing of traffic signal controller equipment for the subject projecf; and that the City Council approve the plans and specifications of the project and authorize advertising for bids.subject to Caltrans' approval. BACKGROUND On December.l5, 1981, the City Council approved and appropriated funds to the 1981-82 budget for the subject project. The scope of work for this project will consist of interconnecting traffic signals along Long Beach Blvd., Atlantic Blvd., and Imperial Highway, the installation of mastarm signals, pedestrian walk signals, and left turn signals at various locations. DISCUSSION In accordance with Section 86-2.14A of the State Standard � Specifications; traffic signal controllers, auxiliary equipment and cabinets, including wiring, diagrams, manuals and etc., must be delivered to Caltrans for testing. There are approxi- mately 33 Type 170 controllers that have to be tested in connection with this project, at a cost of $1,000 each. The cost of which is provided for in the project funds as outlined in Local Agency/State Aqreements No. 07-5250. � Under the terms of the attached agreement, the State agrees � to perform the required testing for the City and the City agrees to deposit $3,300 (the share of the total cost), in advance to finance the estimated engineering or testing cost less the anticipated federal reimbursement. The total cost of testing is $33,000. The federal reimburse- ment wi11 be $29,700. As you know, this project is being funded 90% by the federal government and 10� by the City. ANALYSIS The testinq of the traffic signal controllers is a State and federal requirement. The.City, at this time, does not have • in-house resources capable of performing the required testing. Caltrans is willing to furnish engineering services for the required testing provided all costs incurred by Caltrans on behalf of the City are borne by the City. Funds are available in the inspection construction financing phase of the project. Following execution of the agreement by Caltrans, Caltrans will give its authorization to advertise the project for bid.
