BID AWARD - ROOFING OF COMMUNITY CENTER BUILDING �. Comment: Council in 1980-81 authorized�S20,000 for!`installation of roofing on the Community Center Complex:�: 8ids were solicited at that time with one bid received in the amount of $36,388. Due to the amount of the bid;',the'proposal was unacceptable. Council on February 16,:1982, appro- priated an additional $7,000 for the roofing proJect. . New specifications were prepared and bids again were solicited. The bids were opened on April 22, 1982, and ' ranged between a low of $22,477 from Sears Roofing in - Long Beach to a high of $33,424 from Veltri and Sons in " • San Gebriel. The low bid is well within the appropriaticn of $27,000. The detericrating condition of the Community Center roofing creates safety hazards for youngsters and _ senior citizens using the facil.ity. The project should , be completed as soon as possible. Recommendation: Council accept the bid of $22,477 from Sears Roofing and authorize staff to pursue completion of this project. 14. APPROVAL OF REFUND FOR STREET LIGHTING ASSESSMENT OUERCHARGED TO _ MR. �ERRY BAILEY Comment: Mr. �erry Bailey, owner of the property `located at'12601 Waldorf Drive, Lynwood, has been overcharged for the Street _ Lighting Assessment from Fiscal Year 1978-79 through Fis- cal Year 1981-82 and the Landscape Maintenance Assessment for Fiscal Year 1981-82. The property was overcharged due to an error in front footage (746 ft. was used instead of ' the correc.t 50 ft.) The L.A. County Assessor's Office, at . the request of staff, has already corrected the Btreet Lighting Assessment and Landscape Maintenance Assessment for Fiscal Year 1981-82. The overcharges for Street , Lighting Assessments for Fiscal Year 1978-79 to Fiscal Year 1980-81 would have to be refunded directly by the City. The overcharge to be refunded total:$1,149.66. Recommendation: Council approve a refund to Mr. �erry Bailey for Street Lighting Assessment overcharges in the amount of $1,149.66. SETTING OF PUBLIC HEARING ='WEED ABATEMENT PROGRAM FOR FY 1981-82 Comment: It.is the purpose of this report to aet a public hearing for hearing obJections to th'e abatement on property listed on the attached resolution. The hearing date shall be May 18, 1982�, at 7:30 p.m. in � the Lynwood Council Chambers. The City Attorney has reviewed this procedure and resolution pertaining to this program. Once the resolution is approved, notice will be mailed to ±he owners of the property informing ' them of the public hearing. Some of the Gity's Clerk Typist posi- tion require the acceptance of collections and accounting , of these monies. Also present �aere City Manager Gomez and City Attox'ney . Yeager. Councilman Morris asked the City Manager to act as Secretary in the_.reorganiza_ion of Council. Mayor Byork nominated Mayor Pro Tem ThomFscn. The motion was secondect by Council- man Morris. It was moeed by Councilman Green, second�d by Councilman Morris, and carried, that nominations be closed - � and a una.nimous ballot cast for Mayor Pro Tem Thompson as _ Mayor. Mayor Thompson requested nominations for the office of Mayor Pro Tem. It was moved by Councilman Green, seconded and carried, t! Councilman Morris be nominated. It was moved by Councilman Green, seconded by CounciTman Byosk, and carried, that nominations be closed and a unanimous ballot cast for Councilman Morris as Mayor Pro Tem. Mayor Thompson extended congratulatory remarks to former Mayor Byork for the fine service performed by him on behalf of the City. He expressed his feelings with respect to _ his new post, and�;will carry on working and continuing to grow. Honorof, 2901 Los Flores, joined Ms. Hopkins in her concern regarding "Gro:uid 2ero week," and suggested that Council honor Supervisor Renneth Hahn, who made the motion to adopt resolution at the Board of Supervisor's meeting. Ms. Honorof invited citizens to listen to her program on KPFK on April. 27, 90.7 FM, regar3ing hazardous spills. Many of these are transported on Imperial Highway daily. Major control must be taken. More inspections should be made, and hopes Council can take action pertaining to these hazardous materials. Fire Chief Lathrope said he observed traffic on the Long Beach Freeway for a hals hour, and counted 27 trucks containing"" �- hazardous materials. The City has received�numerous com- plaints regarding the unsightly conditio'n of this real property. � facts Several attempts have been made to contact Mr. Richardson regard- ing the condition of the above stated property, owned by him. On March 3 1981, a letter was sent advising Mr. Richardson of the condition of his property. Again, on Augu'st 24; 1981, a letter was sent advising him of the violations that e'xist on'the property. As of this date, the truck remains on the side" yard of the proper- ty. Analysis: The method(s) by which said conditions could be abated include: 1. Remove the unsightly, apparently'inoperative truck from the side yard. Since all attempts to have the owner abate this alleged nuisance have failed, it appears that the City must take more drastic measures. A City DPL is a non- interest bearing loan with the principal due and payable twenty (20) years after the execution of the agreement or upon transfer of title to the property, whichever occurs first. This loan was a 3rd mort- gage secured by'a Deed of Trust executed on January 19, 1979. � Presently, Mr. & Mrs. Bueno wish to �btain a lcan from Aetna Finance Company.:.in.order to consolidate their monthly bills. At this present ��� ,• time, there are three Trust Deeds against the propert.y and the City's . •� current.position is third. The Buenos are prcposing the payoff of the existing 2nd Trust Deed and its refinancing alcng with the borrow- ing of additional fL.nds to consolidate their bills. FACTS 1) The Clerk Typist classification does not include specification that various typing positions require the handling of,rand accountability for, monies col- lected in fees or bi11s. This duty is presumed under the rubric of "performs , related work as assigned", since cashiering at a11 levels has been defined as basically a clerical function. 2) Some of the City's Clerk Typist positions require the acceptance of collections , and accounting for these monies. ANALYSIS AND CONCLUSION Since some City Clerk Typist positions require the collection and accurate reporting for monies.and this is not specified as a job duty, it is appropriate to revise the `, classification to fully legitimate this duty.
