HomeMy Public PortalAboutResolution 2020-09-09 Authorizing Expenditure of Water System Flowmeter Upgradrs Fraser Wells and Maryvale Well Field TOWN OF FRASER RESOLUTION NO. 2020-09-09 A RESOLUTION AUTHORIZING THE EXPENDITURE FOR THE WATER SYSTEM FLOWMETER UPGRADES FOR THE REMAINING FRASER WELLS AND THE MARYVALE WELL FIELD. WHEREAS, the 2020 Budget provides for certain water system projects. THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF FRASER, COLORADO THAT: 1. The Town Board of Fraser, Colorado hereby authorizes the Town Manager to expend up to $80,000 for Brown's Hill Engineering for the purchase and installation of mag- meter Flowmeters. 2. Said purchases must be completed by the end of the year 2020 or the approval will no longer be effective. DEPARTMENT: Public Works PRESENTER/PREPARER: Russell Pennington, Public Works Director Adam Cwiklin, Water and Wastewater Superintendent FISCAL INFORMATION: Cost as Recommended: $80,000 Balance Available: $350,000 Fund: Equipment Purchases and Repair Account Budget Line Item Number: (50-40-510) New Appropriation Required: NO REQUESTED ACTON: Approve the Resolution to appropriate funding from the Equipment Purchases and Repair Account (50-40-510) of the 2020 Water Fund and authorize the appropriate Town officer to expend said funds and contingency funds. SUMMARY AND BACKGROUND OF SUBJECT MATTER: This is year two of a two-year project and will complete the planned system upgrades. Town of Fraser PO Box 370, Fraser, CO 80442 office 970-726-5491 fax 970-726-5518 www.frasercolorado.com The 2020 Operating Budget includes the purchase and installation of mag-meter type flowmeters for the remaining wells in both the Fraser and Maryvale Well fields. The current meters are out of production and continue to degrade. Staff has maintaining them, but the accuracy of the meters is dwindling. The difference between the well reads (diversions) and the water treatment plant (production) has and will continue draw the states attention. Water right diversions are tracked by the state. Fraser submits monthly diversion records to the state, but submittals are comprised of a daily water treatment plant composite read (all wells together) and a monthly read from each well. Fraser does not currently follow the States preferred reporting protocol. The State Engineers office has discussed with Fraser the quality of our monthly submittals. At issue are the accuracy, appropriateness, and quantity of data provided. Fraser is making-due, right now, but if we do not tighten up, the state may require all mechanical meters to be on a calibration schedule and daily well reads. District 5 water commissioner agrees the Water system flowmeter upgrades project is an appropriate direction to tighten up Fraser’s diversion reporting. These proposed upgrades will increase our operational efficiency, quality of report submittal, and better evaluate well operations. To not push forward with these upgrades, will cost as much or more in the long run. I believe Fraser will bleed dollars into labor, maintenance and replacement. Brown’s Hill Engineering completed the 2019 wells meter installations and will coordinate the 2020 installations. Each well requires equipment installation, electrical connection, and SCADA programing.
