Recording or Taping Notification : "As required by the Open Meeting Lmv we are informing you that the Town ivill be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair. " We request that all cell phones be turned off or to vibrate. 1 . The Brewster Community Preservation Committee (CPC) will hold a Public Hearing on Wednesday, November 13 , 2019 at 4 : 45 pm in the Brewster Town Hall . The purpose of the hearing is to provide and gather information on the community preservation needs and possibilities in the areas of community housing, historic preservation, open space , and recreation. The CPC resources of the Town of Brewster will be reviewed, and the information gathered at the hearing will be useful in assessing any funding applications that the CPC may be recommending to the voters at the May 2020 Annual Town Meeting . All interested parties are invited to attend and questions and comments are welcome . Faythe Ellis , Chair, Community Preservation Committee Chair Faythe Ellis began the public hearing by reading the public hearing notice . Her opening comments included a history of the Community Preservation committee in Brewster, a summary of dollars spent and examples of projects in each category, and an explanation of the CPC ' s application review and decision process . She detailed application submission dates and explained that application forms in hard copy were available on the side table as well as on the committee ' s website . She invited speakers to come forward, sign in and explain their project . Brewster Historical Societv (BHS ) : Sally Gunning, BHS President detailed three potential projects for which there is no current timeline or dollar planning . The Historical Society is looking to acquire an antique barn to add to Windmill Village . Potential expenses associated with that would be acquisition, relocation, and restoration . The second future project is the acquisition of "The White Lady", the figurehead from the ship Imperial acquired by J . Henry Sears . The Sears family donated it to the Provincetown Museum and through a series of transfers it is now in the custody of the Orleans Historical Society . The last time it was moved, the transportation costs were $ 8 , 000 and there would be 1 Community Preservation Committee Minutes : November 13 , 2019 installation costs if it comes home to Brewster. The third project is the digitization of the Ellen St. Sure personal papers . Ellen' s heirs donated 25 boxes of her meticulous historical research to the BHS . The ultimate goal will be to organize and digitize this collection and make it available to the public . There are no applications planned for December 1 . Millsites Committee/Alewife Committee/Department of Natural Resources : Doug Erickson Chairman of the Millsites Committee explained that there may be a future request for funding for retaining wall repairs at the Stony Brook Gristmill . The retaining wall between the miller ' s pond and the brook is starting to move out and the fences above the wall can be seen leaning . The repair will be a major project. Chris Miller is working on applying for grants and fund sources to offset the expense . Rep . Tim Whalen has put an earmark in a state bill for it . The engineering work is already underway with funding provided by the Cape Cod Conservation District . The project cost should be known by end of summer . Doug noted that the work will need to be done between December and March when there are no fish in the brook. There are no immediate plans to apply for CPC funding, but CPC funds may be requested in the future if necessary . Brewster White Caps : Chris Kenney, White Caps President and Chuck Hansen, Board member gave an overview of the need for improvements at Stony Brook Field . The planned changes will create improved handicapped accessibility including grandstand seating accommodations , hardscaping changes for improved traffic flow, drainage corrections , and fan safety . The organization is meeting with the school committee to engage their support and anticipates submitting an application in December for spring Town Meeting decision . Brewster Ladies Librarv(BLL) : Cindy St . Amour, Director of the BLL explained that the Library may submit a request in the spring for money to fund design and engineering costs for a possible 2022 renovation of the library . The library building project is currently # 16 on the state waiting list for funding . There is a proposal at the state house for the FY21 budget to fully bond all library construction projects on the wait list. If that passes , it will shorten the project construction commencement timeline . Housing Tonics : Donna Kalinick, Assistant Town Administrator and Jill Scalise, Housing Coordinator outlined several future housing related funding requests . Jill explained that the Affordable Housing Trust is overseeing the development of 16+ acres off Millstone Road for affordable housing . The Trust expects that it will be submitting a substantial funding request within 18 -24 months . Also the Housing Trust would like to have a joint meeting with the CPC this winter to discuss long term strategies . Another future request possible is for funds to repair and update the Housing Authority ' s Huckleberry Lane playground . In addition, the Housing Trust and Housing Authority may patter in a request for funding to support a Rental Assistance Program . This is a voucher program that provides landlord payments to augment renter payments . Donna noted that the Town Administrator ' s office will be submitting a December 1 application to continue the funding of the Housing Coordinator position for another year with an increase in hours from prior years . Also , the Community Development Partnership could not send a representative to the public hearing, but will be submitting a December 1 request for 2 year funding for continuation of Cape Housing Institute . Donna commented that she supports reviewing the town ' s CPA funding formula, particularly in light of information provided at this hearing regarding substantial housing fund requests projected for the future . 2 Community Preservation Committee Minutes : November 13 , 2019 Dog Park Development Committee ; Tom Lincoln, Chairman of the DPDC explained that the bids to build the project came back $ 150K - $ 200K over budget . The committee does not have a full strategy yet to cover the funding gap , but he expects that CPC funds will be pant of the strategy . He does not anticipate a December 1 application, but possibly a request for fall town meeting . Habitat for Humanitv : Beth Wade , Director of Land Acquisition came forward to introduce herself and thank the committee for past support of Habitat projects . She anticipates that Habitat will be submitting an application in a year for a 2 home build here in Brewster . Brewster Recreation Commission : Mike Gradone , Recreation Director came forward to introduce himself to committee members . The Recreation Department does not have any funding requests in the short term . Mike expressed support for the White Caps project, the Huckleberry playground project and the Dog Park. He is also very involved with the proposed revision to the Open Space and Recreation plan . Brewster Conservation Trust : Amy Henderson, Executive Director of the BCT expressed her thanks to the CPC for continued support for land acquisition in town. BCT works hard to preserve the rural character and water quality of the town, two goals expressed as important by citizens of the Vision Plan . BCT uses partner funds to help leverage their land acquisition efforts . Citizen Comment : John Lamb , Brewster Citizen, commented that he was proud of the CPC process and the committee ' s commitment to preserve the town . He encouraged the committee to " stay the course " particularly regarding land acquisition and to keep emphasis and focus on protecting land . MOTION to close the Public Hearing. Moved by Paul Ruchinskas . Seconded by Elizabeth Taylor Vote : 7-0-0 2 . Update on CPC Town Meeting warrant articles , meetings and award letters . Faythe stated that the Dog Park funding request has been withdrawn because of the bid and budget difference that Tom Lincoln alluded to in his comments . It will not be part of the article presentation at town meeting . The FORWARD Award letter was sent out . The Housing Trust Award letter has been forwarded to Legal for review. Elizabeth will finish up the Open Space/Rec Plan award letter and forward it to Faythe shortly . 3 . Housing Coordinator Update Jill Scalise informed us that the owners of a 3 bedroom Yankee Drive home on the town ' s subsidized housing inventory has provided notice of intent to sell the home . Jill is meeting with the Select Board on Monday to have them sign a Letter of First Refusal to allow the town time to find an affordable homebuyer . The resale price calculation sets the purchase price at $ 251 , 600 . Jill noted that this price is high for an affordable home purchase so she is expecting that she will be presenting a $ 30 , 000 buydown grant request to us once a buyer has been identified . Any buyer who meets affordable guidelines will also meet the buydown grant requirements . The marketing window for the home is 90 days and Housing Assistance Corp . will be the RE agent . Jill also announced that committee members are invited to an event on 11 / 19 to announce a Massworks infrastructure grant to help with Brewster Woods . State officials, including Lt . Gov . Polito will be on hand for the presentation . 3 Community Preservation Committee Minutes : November 13, 2019 4 . Open Project Updates Because of time constraints, Faythe deferred this to our next meeting . 5 . Vote to approve the minutes of 10/23 / 19 The chair deferred this to our next meeting . 6 . Announcements Faythe noted that the Brewster Community Network forum is 11 / 12 at the Library at 6 : 30 . Sharon Marotti will attend and present the CPC warrant article . 7 .
