' I 9a DEC16 2 `043P14 at The Brewster Town Office Building, 2198 Main Street, Brewster, MA BREEISTER Rj lil CLERK MEETING MINUTES FOR October 23 , 2019 Present ; Chair Faythe Ellis , Elizabeth Taylor, Roland Bassett, Paul Ruchinskas , Bruce Evans , Sharon Marotti , Diane Pansire, Peggy Jablonski Absent ; Barbara Burgo Chair Faythe Ellis called the meeting to order at 4 ; 45 pm . Recording or Taping Notification : "As required by the Open Meeting Lcnv ive are informing you that the Town will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair. " We request that all cell phones be turned off or to vibrate. 1 . Report on warrant article presentation to Finance Committee All CPC funding requests received approval recommendation from the Finance Committee . Most received a 6 - 0 - 0 vote . The exception was the FORWARD request for housing for autistic adults . David Kaplan, Managing Director, responded to questions about what type of analysis was done to support the need for this housing . There were other questions regarding why FORWARD did not request CPC funding from all 15 Cape towns . The vote was 4 -24 There was also a request made for a future meeting with Finance Committee to discuss the Open Space wish list . 2 . Review of Affordable Housing Trust Award letter draft . The committee reviewed and amended the draft . The letter will be addressed to the Chairman of the Affordable Housing Trust. The Re : will be changed to match the funding application title . SHI acronym will be spelled out . For item 4a (disbursement of $ 300, 000), the CPC clerk will authorize that payment upon receipt of a fully executed grant agreement. Moved by Roland Bassett. Seconded by Elizabeth Taylor Vote : 8 -0 -0 3 . Preparation for 11 / 13 / 19 Annual Hearing 1 Community Preservation Committee Minutes : October 23, 2019 Faythe reviewed the schedule for the public notices in local papers as well as notice on the town website . The email distribution list for the meeting notice was distributed and committee members were asked to forward any additions to Faythe by Friday . Faythe reviewed plans for introductory talking points , Elizabeth will make copies of handouts . 4 . Project Updates Faythe reported that the Historical Commission did not receive any responses to the RFP for the Form B (House History) project for Fiscal 2020 , which the committee had previously voted to fund from Administrative Funds . There are now more towns with similar projects keeping consultants busy . The consultant who did this work for us last year did not have capacity to handle the project as outlined in the RFP . The Commission is now working on a plan to scale back the project for this year so that it will continue moving forward but in a smaller way . Elizabeth surveyed committee members to find out their media (paper or electronic) preference for a copy of the existing Open Space plan. Paul will provide quarterly updates for Cape Cod Village and Housing Coordinator for our next meeting . Diane reported that Habitat sent her a quarterly report . The blitz build went well and the homeowner is preparing to move in , Construction for other homes is underway — the project is on goal and ahead of schedule . Diane will forward Faythe the written copy of the report for committee records . 5 . Approval of minutes from 10/9/ 19 Paul noted that the draft should be amended to show he recused himself from the FORWARD discussion and did not vote on it. MOTION to approve minutes of 10/9/19 with those amendments. MOVED by Roland Bassett. Seconded by Paul Ruchinskas Vote : 8 -0 -0 6 . Announcements There were no items . 7 .
