" ' Commissioners Archambault, Gilbert, Legg and Malchow answer=d I coll call. Also ptesent wete Joe Wang, Sgt. Barrett and Mar_na Estcada. APPROVAL OF MINIITES Mr. Wang corrected the Minutes from the previous meeting to . indicate that the City is in the process of hiring a consultant to determine the best use of Project Area A, and deleting the,! statement "there is a consultant hired to study utilization of... � the Long Beach ramp area." Commissioner Archambault moved, `. seconded by Commissioner Malchow to appcove the Minutes of "�: -,>' Febtuary 25, 1982 as cotrected; motion carried by unaaimous `.: vote. PUBLIC ORAL COMMUNICATZONS - Mr. Garcia, Principal of Lindberg School, stated he had been informed their crossing guazd was going to be relocated. F.e felt the cutvatuce of the street at Cedar and Longvale nex� ta the School creates a ha2ardous blind spot for drivers and endangers the children who ctoss at that location. Ae tequested the Commission restudy the need for a crossing guacd. . The Commission discussed the fact that the crossing guard was being moved to Long Beach Boulevard and Lynwood Road until such time as the HES project is completed. However, the relocaticn of the ctossing guard had not yet been accomplished. ; I yz. Garcia informed the Commission thete had been an accident I involving a�child some time back which was the reason a crossing guard was placed by Lindberg in the first place. He � explained that he has requested the current guard talley the � number of students crossing. i , � ' Commissionec Malchow indicated that coents had already been I taken. It was agreed that a copy of the previous study whici� � ba.cked up.the Commission's decision to relocate the crossing � guard, would be fucnished to Mr. Garcia. Mr. Gatcia stated he � would like to compare the data he collects from the ccossing i guard with thac of the City. f i i I t � � l __ .. _ . � I I . �' • . I � _ Sgt. Barret suggested perhaps a crossing guard could be moved from another location or an additional one hired. He made copies of the previous study for Mt. Garcia and others in the audience. The Commission requested staff alsc send a copy of the study to the Principal of Wilson School. Mr. Sietra, 3226 Palm Avenue;. Lynwood, came.forwa*d to speak about the problems at Long Beach Blvd. and Palm related to motels in the atea. Ae stated they are building two more motels in the area and that one of the problems is prositution. Chairman Cunningham suggested he address the City Council and teport the problems to the Sheriff's Depattment at time they occur. He was infocmed the next Council meeting would be held April 6. Mr. Segura, 11921 Nevada, Lynwood, addressed the Commission in � opposition to the relocation of the crossing guard. Ae further recommended a"push to cross" light be instal:.ed. Commissioner Malchow suggested this matter be continued to the next meeting so the Engineeting Department will have time to . take the matter into consideration again: Mz. t4acarino, 3155 Bennett Avenue, Lynwoo�, wanted to know how i the Commission came to the decision to relocate the czossing guatd. Mr. Wang explained that both locati-ons�do not warrant a crossing guard, but the Gity determined Long:+Beach BTvd, and Lynwood Road to be more hazardous. Furthec the HES project I will include installation of the oush buttor. device at Long Beach Blvd. and Lynwood Road which will release the ctossing guard to return to Lindberg School. ' Mr. Segura felt the curvature of the stteet and speeding motorists make the Lindberg location more hazardous than it would apoear. He felt the numbets of children should not be the only consideration. Sgt. Bacrett stated he would conduct a i one week survey on speeding by Lindberg and give the Commission a :eoo[t back. � Mr. Wang reported that the.opening .for bids on the Zmperial I Highway reconstruction project will occuc on April 15. ' I COMMZSSION ORAL COMMUNICATIONS � 1 i , Sgt. Batret stated he would like the Commission to sen a '� letter to the Captain requesting the one week survey as he had I suggested. Chairman Cunningham wanted the letter also to commend Sgt. Barrett and Deputy Collins for the interest, , responsiveness, and follow-up on other matters b[ought up by i the Commission in the past. Commissioner Legg restated the apnreciation by the Commission. ' Commissioner Malchow wanted to mention the good work by Donna � Bishop and Sgt. Barrett explained that she is t:�e Paiking � � Control Officer. Sgt. I -3- i Sgt. Batrett brought up the problem that some people get tickets repeat=dly and do not pay. He would like to have the owners contacted in order to get something done. Commissioner Gilbett moved, seconded by Commissioner Legg to have staff look into the legal aspects of collecting delinquent payments on parkiny fines of veh�.cles that are given repeated citations and are delinquent from $100 and up. Motion carried. Commissioner Gilbett suggested some of the main streets be I ' investigated for water damage. Further he felt the.crossing . guard situation snould be resolved at the next meeting with the staff report being sent to both schools. Commissionec Malchow recommended Mr. Fowler be in attendance at the next meeting when the crossing guard situation is discussed. Chairman Cunningham ceported that the left turn light at ' Atlantic and Imperial is out. � Commissioner Malchow suggested; and the Commission agreed, that the audience should be infocmed when there is representation from the Sheriff's Departmen:t-in attendance at the meetings. 'r7ILLIAMS, P.E.`. ,' DIRECTOR OF PUBLIC WORKS/ �'<�'_-�' �-" I CITY ENGINEER �`� � SUBJECT: RED CURB AT PRIVATE DRIVEWAYS IN RESIDENTIAL AREAS � PURPOSE• i To recommend that the Traffic and Parking Commission support the � elimination of the practice of installing red curb in residential areas to facilitate entering and leaving driveways. BACI'.GROUND : � The practice of installing red curb in residential areas for the purpose of facilitating entering and leavinq driveways started as a result of property owners complaining about the narrowness of . their streets an3 driveways. The conditions.restrict the turning radius of a vehicle attempting to enter or leave a driveway. Red curb is presently painted at va'r•i:ous locations throughtout the City for the uurpose of providing adequate turning space for vehicles entering or leaving driveways located directly across the street. Research of records indicated that the following addresses are among the locations affected by red curb: RED CURB LOCATION DRI�IEWAY LOCATION 1. 3220 Palm Avenue 3217 Palm Avenue 2. 3565 Euclid Avenue 3564 Euclid Avenue � 3. 3542 Sanborn Avenue 3543 Sanborn Avenue j Requests..for red curb for the purpose indicated above have previously been processed'by staff and subsequently brought before this ' Commission for approval. Zn the future, as more locations are found, they �ail�l be .brought to the attention of this Commission for approval to�eliminate the red curb. � DISCUSSION Staff would recommend that red curb shall not be approved at/or � adjacent to pr�vate driveways except under the following conditions: 4 1. Where conditiuns exist as outlined in Section 19-102 of the Lynwood Code. 2. Where such restrictions shall reduce potential hazard. On residential and other minor streets, unusual conditions must exist before potential hazard reduction shall be considered I as a warrant for red curb. � I 3. Where vehicles normally using the driveway cannot enter or 1 leave the driveway, which is maximum legal width (20 feet), or where the widening of the driveway to maximum legal is not practical because of some unusual physical conditions. It is � the intent that unusual conditions encompass such geographic I features as large trees, and difficult grade differentials, I but DO NOT include such things as narrow streets, remodeling � of garage doors, or the loss.of lawn or garden area. I I The property owners should be advised to widen their driveways if thev are less than the maximum legal width. Where possible, other means shall be used to prohibit parking or stopping in lieu � of red curb, which is difficult and expensive to maintain. I I RECOMMENDATION �, It is recommended that the Traffic and Parking Commission: 1 1. Support the elimination of red curb at private driveways in ! residential areas, and, ! 2. LYNWOOD STATION SUBJECT: I�II�tDBERGH SCHOOL SPF'.�ED SURVEY I On March 29, 1982, Monday� and March 30, 1962, Tuesday, Iynwood Station TraPYic Personnel monitored eastbound and westbound traPPic on Cedar Street in the area oP Lindbergh School with the use of radar. , Since the road is winding, we selected two points oY observat3on; one at the intersection oY Cedar Street and Longvale Avenue, where the crossing guard is stationed, and Cedar Street at Nevada. Attached are five bar graphs showing average epeeds. � Uuring our observatioas we also noted that the vast ma�ority of vehicles � slowed inPront of the school's main building, narents using the red zones ., i Por loading and unloading, causing traPP3c to slaw even more, and children plsying inbetween the cars parked against the south curb.
