REGUI,AR MEETING OF TI-IE TRAFFIC AND PARKING COD�IISSION OF TfIE CITY OF LYNIVOOD February Z5, 1982 ' A regular meeting of the Traffic and Parking Commission was held on above date at 7:30 p.m. in the Coimcil Chambers of the'Lynwo�d City Hall, 11330 Bullis Road, Lynwood, California. CALL TO ORDER The meeting was called to order by Chairman Clmningham. Commissior:ers Archambault, Gilbert, Legg and i�alchow answered roll call. Also present ' were Harold Williams, Paul Fowler and Marina Estrada. I I APPROVAL OF bff?v'UT'ES � Cormnissioner bialchow moved, seconded by Cotmnissioner Archambault to I approve the Minutes of January 28, 1982; motion carried. j NEW BUSINESS I � Flashinq Signals $ Cross�aalk - Century Blvd. F, Mariposa Lane ,; Upon the suggestion by Commissioner Gilbert at the last meeting, staff presented a.report recormnending the removal of the tmwarranted flashing signals and the removal of the crosswalk at Century Blvd. and�'"'"� ' � iNariposa Lane. Mr. Williams indicated that because the traffic control i devices no longer serve. their original purpose, their removal would eliminate imnecessary enforcement problems and help foster driver respect for warranted traffic control devices. ' i Cormnissioner Gilbert moved to remove the signals and leave ia the I crosswalk: Motion died for lack of a second. Cormnissioner Legg moved, seconded by Cotrnnissioner Archambault to � folloiv the recommendation of staff to remove the flashing signals and crossivalk at Century and Mariposa. � i �Ir. Fowler indicated he was in favor of the recommendaticn. he state3 i a marked crosswalk at an tmcontrolled intersection is twi.ce as likely to cause an accident because it makes the pedestrian feel safe not � maintain an awareness of the oncoming traffic. He eacplained that there is a government movement to remove tmnecessary traffic control equipment. i Co�nissioner Legg felt the attitude of the motoring publi.c was important also. It was discussed cahether the equipment could be moved to another location and Mr. tiVilliams explained the equipment was rather ol.d and set up to flash yellow. However, the poles and anything that is salvagable_. will be saved. No Parking Zone - Flower Street A report was presented by staff recommendinc that the Traf£ic and Parking Cormnission support the installation of "No Parking At Any Time" zone on the Flower Street median between Bellinger and State Street. A complaint had been received from Roger Hambrick of 3064 Flower Street about vehicles parking on the grass median of said street. Mr. Roger Hambrick, 3064 Flower Street, Lynwood, came forward and i stated there is a problem with parking on Flower west of the circle where it dead ends with telephone poles. He would like to have it boarded up again as it was at one time. Commissioner Malchow wondered if visibility would be better if it were left open. I bir. Hambrick discussed a problem where a puddle sits at his property � when it rains. Approximately a year ago he called the City and they came out and cut a line; however, nothing has been done since that time. i Commissioner �lalchow noted that the median on Los Flores has raised i curbing and thought maybe it should be included in the improvements j to the Flower Street median. It was determined this matter should be � considered at a later date. �� ' -' I � Commissioner Legg moved to follow the recommendation of staff to � install the "No Parking At Any Time" signs at subject location. ' Roll Call - Ayes: Commissioner Archambauit, Gilbert, Legg, i Dfalchow, Cimninghari Noes: None ' Absent: None � I Mr. Williams stated he would check into the water problem and reminded i the Cormnission that the problem is prevalent througnout the City and I the Public SVorks Department is taking care of these situations as they can get to them. i j1r. iVilliams explained it was planned to replace the barricade mentioned � by D4r. Hambrick, the decision to be made is what kind of barrir_ade to use. � � �h Hambrick inquired how often the Palm trees are trimmed and Chairmazi Ctmningham stated he would have the appropriate department � check out his address at 3064 Flower. Since the Alameda ramp was eliminated, four alternative designs were presented for the Cormnission's review. The advantages of each design were discussed. h1r.'iVilliams suggested picking a ramp that would not nzle out options for the future such as alternatives 1 and 2. Cormnissioner Gilbert suggested that with regard to alternative 4, 117th Street could be extended to Alameda �ahich would alleviate the traffic on Alameda and Imperial. Mr. A�illiams explained the freeway would be raised and that there were no engineering stuclies to deterr.Line which ramps to eliminate. The only ramp currently planned will be on Long Beach Boulevard. He informed the Commission there is a consultant hired to study �� utilization of the Long Beach ramp area. I iNr. Fowler wondered i.f not deciding on any alternative tmtil the . I next election may be a way aroi.md the problem as the people who I decided the removal of ramps will not be in office after November. Mr. Williams explained that Lynwood is holding off their decision � imtil the traffic counts are computed. Commissioner Legg moved, � seconded by Cormnissioner Gilbert to reject all the alternative ramp design plans tmtil the traffic projections are received from Skag. ' Cormnissioner Legg and D1r. ti4illiams discussed with the Chairman the necessity of keeping to one subject at a time on the agenda. � Cormnissioner Malchow suggested moving the public oral cormmmications to the end of the meeting; there was no comment. It ivas agreed ' the Chairmazi would keep the public orals separated from the agenda items. � Commissioner D7alchow cormnented that Sgt. Barxett had told him 129 � people had been cited in the last 30 days for on lawn parking. I Some of these people are complaining, but it is working. Commissioner h7alchow reported that Dr. Burchan, who owns the property � at 11091 Atlantic Avenue utilized by three businesses: his ot,m office, Rosa TV and Lymvood TV, would like to have the green curb eliminated in front of his office and Rosa's N; leaving it in front of Lynwood TV. � � - 3- j I , i � _ � � �, , I ,_. . __. . , . .. , _ � ,. �_ Cor.unissioner Malchow felt it would be a.good idea to keep copies of the parking on lawn and street sweeping ordinance at the meetings in case there was anyone who wanted to refer to it.
