CITY ENGINEER I
I SUBJCT: FLASHING ST_GNALS AND CROSSWALK AT CENTURY AtdD
MARIPOSA LAPJE
P[JRPOSE:

To reconmend *hat the Traffic and Parking Commission supuort the
removal of tYie unw..irranted flashing siqnals and te removal of the
crosswalk at Century B1vd. and Mariposa Lane.
FA T S :
ThA removal ef raffic control devices which no longer serve their
original purpose ror installation, is an acceptable traific engin-
eeing practice. The removal of unwarranted trafic ontrol devices
eliminates unnecessary enforcement problems and helps to foster .
driver respec* for war=anted traffic control Gevices.
Staff conducted a study with the following results:
1. The flashing signals are located at the "'T" intersection of
Century Blvd. and Mariposa Lane.
2. There is a white cressoalk across Century Blvd. at Mariacsa
Lane with pedestrian push buttons. The crossing is not a
designated school crossing on the Suagested Safest Routas to
Lyrwood Elementary Schools.
3. The flashing signals constantly flash yellow until tneledstriar.
push buttors are pressed, which cau"se the signals to ao red
for 23 seccn3s.
4. Motorists who drive through Century E1vd. daily are accastomeri-
to seeing the signals flash yeliow. When the red comes on
they do nct realize it and drive through it.
5. During five hours of observation cn Sanuary 21, 19fi2, cnly .-
seven pedestrians crossed Century Blvd. at the ir.tersection.
ANP.LYS I S :
The State of California, Department of Transportation, Traffic I
Manual and tne U:S. Department of Transportation, Uniform Traific
Control Devices Manuzl do not list this type of flashing siaizal
as an accetable trafic device.
The crosswalk is rarely used and it is not a designated school.
crossina on the Sugyestd Safest Routes to Lynwood Element:ry (
Schools. Scaff as been unable to locate any past reports.or
information that expained the reasons or rationale used'for tize
installatioa of the iiashing signals or crosswalk. i
Staff is recom_*nending that the signals and crosswaik .',e reinoveu.
T.he presence os the crosswalk and flashina signals t2nds to aAve I
the few ped2strians who cross at the intersection a faise sense
of secnrity. Keeping in mind Parayraph 4 under the FACTS,' this I
is a real danget to motorists and pedestrians alike. ' i
In addition, the unwarranted flashing signals tend to cause dis-
resaect on the part cf the motorists =or aIl pedestrian reglilationa
and traffic controls, and it also causes an unnecessary espense to
the City taxpayers for maintenance costs which are not justiiied
in terms of improved public safety.

RECOMMENDATION: , i
It is recommended that the Traffic and Parking Commission su000rt
the removal of the unwarranted flashing signals and the removal of I
the crosswalk at Century Blvd. and Mariposa Lane. I
