Crossinq Guard Relocation - Roosevelt School _ __ __ _ `_ __ ___, -J_
-.. _ Sta£f briefed the Coimnission on a request to relocate the school _
--_. _ crossing guazd at abbott Road and Otis Street to Abbott-Road and
San Miguel Avenue at Roosevelt School.
-_- The facts were presented which resulted from an investi;ation conducted
, _ by staff, and a breakdown of the three accidents involving school age
-_ children since 1979 on Abbot Road in the general,area of the school
-=.:. were outlined. The Cotmaission was informed there is an extensiv� study -
_._. -_:.::in:this regard.on file in the City Engineer's Office. Staf£_presented
__:.___- three alternatives for the Comni.ssion's consideration includi.ng -.. - -
-; .__ ._: the one that the crossing guard be relocated to Abbott Road and - --- _..
-- :--:-._ _:.- Mallison Avenue. It was explained that this alternative_meets all-the

j request.for the stationing of an Adult School Crossing Guard at
! _ .,.:, Long Beach Blvd.. and Lynwood Road and to recommend that.the School
:-_ ___- _Grossing.Guard stationed at Cedar Avenue and Longvale Avenue be
;__-__ _- _::tempqrarily transferred to Long Beach Blvd. and=Lynwobd Road.
BACKGROUND ___._ ___

�;_; _:=and_denied by the Traffic and Parking Commission.om the grounds -'
__-_that�none of the warrants for stationing an Adult'School Crossing
� _
Guard was met. --
_ _-- Staff=conducted an investigation to analyze and=verify the alleged
_- -- --problem: The request reflects parents' concern with' the unsafe
;-__ „- . crossing of Long Beach Boulevard by school children attending
=,:=Wilson:Elementary School. The intersection of Long.Beach Blvd.
.,. -; , and Lynwood.Road is a signalized intersection with-two (2) cross-
__- walks seventy-six (76).feet long across Long Beach•Blvd. It is
. __ .the-only designated "Safest Route" crossing across Long Beach
-Blvd:_;No_pedestrian traffic signals are installed in the inter-
,.3 section:..Students start at 8:30 A.M.; grades l through 3 are out
� at 1:30 P.M. and grades 4 through 6 are out.at 2:30 P.M.
f�- ,_--_.._;�Seyenty-eight (78) children crossed east at the intersection and
_ _twenty-seven (27) children crossed.east midblock. In the afternoon,
_-__,__; ninety (90) children crossed west at the intersection and
fifty-six (56) crossed west midblock. -
-_� volume on Long Beach Blvd. close to tYie intersection,
- is 9,042 vehicles per twenty-four hour period .(ADT). Turning
- ..,-moyements.are not heavy at this intersection: The speed limit
, , for Long Beach B1vd. is 35 M.P.H., for Lynwood_Road west of
-__-Long Beach Blvd. is 30 M.P.A., and for Lynwood-Road-east of
__- __ Long.Beach Blvd., 25 M.P.H. Traveling speeds.are well under
posted speed limits. -_- _�
' =_--..There was only one reported accident involving an elementary �
I ��_._ -school child at the intersection durinq the past two years.
:I- _- -_ _ Aowever, the accident was not serious, and it involved a seven
�='-_- __- :_:(7l�year old child, crossing east on Long Beach Blvd. against
a red light at 3:40 P.M. -
�- _._- _._. The.School Crossing Guard location at Cedar Avenue and Longvale
�• _.--._:___ Avenue, next to Lindbergh School, was also investigated. It
- was-observed that 58 school children crossed with the aid of
:_ the:School Crossing Guard from 8:15 A.M. to 9:15 A.M. and 40
- others were observed crossing midblock during the same time.
- =From..2:15 P.M. to 3:15 P.M., 32 children crossed with the aid
� of the School Crossing Guard and 26 crossed midblock. From
�- s:8:15 A.M..to 9:15 A.M.,'153 vehicles drove north and south
j_,: -. __.through the crbsswalk and there were 130 vehic7es through the
' - -:crosswalks from 2:15 P.M. to 3:15 P.M. The nearest controlled
- intersection, Cedar Avenue and Lindbergh Avenue, is located
-_ -.. SOO feet east of Longvale Avenue and the intersection of Cedar
-___ __-Avenue,and Long Beach Blvd. is 1,150 feet from Longvale Avenue.

ANALYSIS
,.. Working.within guidelines of the City of Lynwood School Crossing
_: _,_-_ Resolution No. 79-106, staff has-determined the •

,.:____ ,__ ,_=_-at Long Beach Blvd. and Lynwood Road is still well•below
the required 300 turns. _" -". --- -

-- �-_the_.school crossinq, thereby not meeting the warrant minimum
� distance of 600 feet. -=-
�-,_ _-... The number of school children crossing Cedar Avenue is
j - , much less than the number crossing Long Beach Blvd.,
!: -- _,____ = _=(251 to 156, total). The traffic volumes and speeds are
�_,-: ,_: much greater on Long Beach Blvd. than on Cedar Avenue. '

' __Neither of the two crossings meets.the the minimum warrants
__- :of=the City of Lynwood School Crossing Guard Policy. Aowever,
� due to the larger number of school children crossing Long
Beach Blvd., larger traffic volumes and higher-speeds along
_ Long Beach Blvd., staff recommends the following: ._

of.field investigations, it is recommended that the School

--. __,: B1ock:Watch Captain Sybil Rufus of 3149 Oakwood.Avenue, Lynwood. -
-_.- ___ _Staff.conducted an investigation to evaluate the validity,. of the -
� request, which revealed the following: � -'
"�_:. _ 1..` The Critical Approach Speed.to the intersection is'8.5 M.P.H. '
,-- Average daily traffic for Peach Street is_614 vehicles, with
;_ - peak,Hour.traffic.being 56 vehicles from 11:00 A.M. to 12:OO.P.M.:,_
; -:. - and 62 vehicles from 3:00 P.M. to 4:00 P.M. Average daily
- -_ traffic for Oakwood Avenue is 479 vehicles, wi.th peak hour
- traffic being 34 vehicles from 11:00 A.M. to 12:00 P..M., and :
52 vehicles from 4:00 P.M. to 5:00 P.M.
_, 3. There_are no unusual conditions,. such as schools:, playgrounds,
I -.- - -�-or steep hills, except for the narrowness.of the streets.

�s. -: -4.-:There was only one reported accident at the intersection
� during the past four years. It occurred on Wednesday,
�: :_: .-_ -:January 7, 1981, at 12:30 P.M. and it was a broadside accident
1 apparently caused by inattention.

i ;- -:. .5:. '-Peach Avenue and Oakwood Street are both 24 feet wide from
; _....scurb to curb. There are "No Parking at Any Time" signs
�� — _ posted on the south side of Oakwood Street and on the east
� side of Peach Avenue. -

ANALYS I S : --:- - - --
_.- _Using. a less stringent point system to determine,the need for
--- -_. _2'—way:stop sign requests on neighborhood streets, the intersection,
with only 14 points, does not meet the required minimum of 18
points..--There.is not enough traffic; there are no major unusual
-=_ ' conditions; and, most important, there is no history of accidents
at the intersection. - � ''
I�- -- _.In conclusion, staff recommends that the request for stop sign
installation on Oakwood Avenue at Peach Street is unwarranted.
RECOMMENDATION _ .
