� A regular meeting of the Traffic and Parking Cormnission was held on
above date at 7:30 p.m. in the Coimcil Chair�ers of the Lynwood i.ity
Hall, 11330 Bullis Road, Lynwood, California.
� CALL TO ORDER •
i The meeting was called to order by Chainnan Archambault. Co�mnissioners
� Cimningham, Gilbert and Malchow answered roll call. Also present were
Harold Williams, Deputy Collins, Paul Fowler and David Crandall of the
Auto Club, Marina Estrada and Amilio Murga. Cotmnissioner Legg's absence
, was excused.

C Cormnissioner Gtmningham moved, seconded by Coimnissioner Gilbert to
j approve the minutes of September 24, 1981; motion carried.
� SPECIAL CITATION
' A special citation for Outstanding Pedestrian Progr�n Improvement - 1980
was presented by Mr. David Crandall of the Automobile Club of Southern
California. He explained that L�mwood had only 2.3 accidents per
100,000 population compared to 2.5 for other cities across the cotmtry
I i+rith the same size population. Awards have been given annually for the
� last 42 years. Three cities were given this award nationally, one in
'I Southern California, and that one being Lynwood.
' P[JBLIC ORAI: ICATIONS Crossing Guard
htr. Rudolph D4estaz, 3262 Flower Street, Lynwood, came forward with a
� petition signed by 175 residents on Flower Street, requesting a crossing
i guard at Long Beach Boulevard and Lynwood Road. He thought the City
bianager had denied the request made in the past to have a crossing
I , guard at that location. He explained Wilson Elementary School surveyed
i 99 children cross at that location, although he personally cotmted
350 children. He said there were more children going to the school
` now than there used to be due to special reading classes and various
� time schedules. �tr. Mestaz also reported there were 34 tickets written
: for mm�ing the red light in 24 minutes.
I htr. Willi�ns explained that the City Manager did not deny the crossing
guard, it was the Cmmnission that made a determination at a previous
i meeting when this matter was brought up before. Cormnissioner blalchow
mentioned you could not have a crossing guard at Louise and at the signal.

Mr. Williams explained that the crossing guards are employed by
the City but the locations were established by Lynwood Services
Corporatian. He thought perhaps the locations of the crossing guards
throughout the City shwld be re-evaluated.
Cmrmissioner Malchow moved, seconded by Comnissioner Cimningham to
investigate the need for a crossing guard at Long Beach Boulevard
and Lynwood Road. Motion carried by imanunous vote.
Mr. Mestaz then reported that the south side of Josephine Street at
Long Beach Boulevard needs glass and grass cleaned up.
OLD BUSINESS
Parkinq Regulations
The parking on front lawns news release was reviewed for comment by
the Co�ission and the concensus was that they approved it.
Recreational Vehicle Parking
Conmussioner Gilbert offered the infoimation that the City of Costa
Mesa is holding public hearings to find out how the citizens feel and
will then attempt to fit an ordinance of another city to their own
kinds of problems.
Mr. Fowler explained what Whittier and San Diego are doing such as
, installing signs where the problen is particularly bad and that an
ordinance could be enforced based on vehicle size rather than
classi£ication (such as "RV"). He mentioned that vehicle pazking
near intersections is restricted anyway.
Commissioner Cimningham mwed to advise City Cmmcil that the matter
has been taken imder consideration and the Traf£ic and Parking
Cmimissian would like to have approximately six months to review
the matter further. Motion died for lack of a second.
Co�mnissioner Malchow thought it would be a good idea to follow the
example of Costa Mesa and he moved to have a public hearing at the
next meeting of the Traf£ic and Parking Commission on Nav�nber 19 -
to obtain input from the citizens regarding recreational vehicle
parking. Cm�uni.ssioner Gilbert secon�ed the motion and it carried
by imanimous vote.
Parking Restrictions Adjacent to Fire Hydrants
f A report was presented to the Crnmnission regarding a request from
the Sheriff's Department to review the feasibility of painting
� curbs red adjacent to fire hydrants to better define the limiu
of parking restrictions. This request was originally reviewed on
Sept�nber 24, 1981 and subsequently staff was informed it is no
longer viewed as a necessity.

The Sheriff's Department suggested the comm�mity be educated through
press releases and/or the Lynwood Living that Section 22514 of the
California Vehicle Code prohibits parking within 15 feet of a fire hydrant.
Commissioner Archambault moved, seconded by Cormnissioner C�mningham
to receive and file the report. biotion carried by imanimous vote.
IIVFORMATION ITEh�
' An article in Lynwood Living ettitled "Look for Signs" by the Traffic
and Parking Commission was presented regarding '"Qo Parking During
Street Sweeping" signs. �
; A report�which had been presented to the City Coimcil regarding Senate
Bill Z15 was explained by Mr. Williams. Passage of the Bill would take
positive action towards providing additional financing for street and
highways programs. The Bill increases vehicle registration fees, driver
license fees, truck weight fees and increases gasoline and diesel fuel '
I ta�c, with a portion of the tax being allocated to the cities.
i �fr. Williams explained that Lymrood is not satisfied with the current
I-105 freeway plans as the Alameda and Atlantic Avenue ramps have been
deleted. Plans are to meet with other cities to see if the ramps at
Alameda and Long Beach Blvd. can be retained. South Gate prefers
re-establishing Atlantic's ramp as it is one of the two truck routes
through that city. Cal Trans will be paying for the re-routing of
stonn drains, water and sewers.

Mr. Williams reported that plans, specifications and cost estimates
have been received for the City-wide traffic signal improvement project
� (IiES) which is expected to go out to bid soon. The projects will be
scheduled to reduce inconvenience to the public as much as possible.
� Mr. {Villiams stated he was going ta have new business cards made for
� the Co�mnissioners and a sample card was requested frmn those who
had them. He explained the logo and telephone nwnber have changed.
bfr. Williams presented each Comnissioner with maps of the arterial �
and primary street systems, and truck routes F, freeway plans.

Commissioners Alalchow and Glmningham complimented the Sherif£'s Departrnent
I efforts with regard to the parking on front lawn regulations.
I Chainnan Archambault annoimced that nonimations were open for Chairmazi
I and Vice Chairmazt. Commissioner Malchow nominated Cormnissioner Clmningham
for Chairman and it passed by imanimous vote. Comnissioner Archambault
nominated Cmrmissioner Gilbert for Vice Chairman and it passed by
imanimous wte.

It was discussed and determined that the next two meeting dates must
change due to holidays. The next meeting was scheduled for November 19th
and the following for December 17, 1981.
The meeting was then adjourned to the next regular meeting of the
Traffic and Parking Crn�ission on November 19, 1981 at 7:30 p.m.

SUBJECT: RECREATIONAL VEHICLE PARKING ON LOCAL STREETS
PURPOSE
Public hearing to obtain input from tY.e citizens of Lynwood
regarding recreational vehicle parking on local streets.
BACKGROUND
' On June 25, 1981, staff oresented a directive from the City
Council to the Traffic and Parking Commission to conduct an
� in-depth review of parking regulations as they relate to
' recreational vehicle parking on local streets, and vehicles
{ parking on front lawns.
I
� Staff recommended that the chairman create.two subcommittees so
� that the review of the two items could take place simultaneously.
, However, the Commission voted to handle them consecutively, and
I by the entire Commission.
i The Commission has recommended that the citizens be made aware
of the fact that the City has an ordinance which prohibits
� parking on front lawns. For this reason, the Commission
� approved the news release on October 22, 1981., The release
� apoeared in the newspapers on November 4,.1981.
On October 22, Commissioner Malchow suggested Lynwood follow the
� steps taken by Costa Mesa, and hold a public hearing to gain
( citizen input on recreational vehicle parking on local streets.
i Commissioner Gilbert seconded the motion and it was carried by
� unanimous vote. The Notice of the Public Hearing apoeared
' in the newspapers on November 4, 1981.

PURPOSE
Request that the Traffic and Parking Commission continue this matter
to January 28, 1982.
BACKGROUND
During Public Oral Communications on October 22, 1981, D1r. RudolDh
Mestaz, 3262 Flower Street, Lynwood, came forward with a petition
signed by 175 residents on Flower Street, requesting a crossinq
guard at Long Beach Boulevard and Lynwood Road. He exolained tfiat
Wilson Elementary School surveyed 99 children crossing at that
location, although he personally counted 350 children. He said
� there were more children going to the school now than there used
to be due to special reading classes and various time schedules.
Mr. Mestaz also reported there were 34 tickets written for running
the red light in 24 minutes.
DISCUSSION '
Staff exolained that the Commission had considered a similar'request
on October 23, 1980, and denied the request. It'was determined at
that time that the warrants required to place an adult crossing
guard, as outlined in the City of Lynwood School Crossing Guard
Policy, were not met.
Further, it was determined that the crossing oroblem cvas related
to the generally unsafe manner in which the school children cross
Long Beach Blvd., ignoring the "Safest Routes to Lynwood Elementary
Schools."
It was suggested "that the wilson Elementary School staff imAlement
an education and monitoring program to teach the students pedestrian
safety rules, and check their comoliance with these rules." It was
also suggested."that the school obtain parental involvement in the
program." We still feel that cooies of the "Safest Routes to Lynwood
Elementary Schools" should be made available to each family and that
the staff at Wilson Elementary School should seek the help of the
parents of the students.
Following further discussion of the present request, Commissioner '
Malchow moved to have the intersection reevaluated. The motion was
� seconded by Commissioner Cunningham and carried unanimously.
� ANALYSZS:
At the time of this writing, staff has been unsuccessful in obtaining
important information from TnTilson Elementary School. Therefore,
staff is not ready to oroceed with the reevaluation of the intersection.

SUBJECT: REQUEST TO RELOCATE THE SCHOOL CROSSING GUARD AT ABBOTT
ROAD AND OTIS STREET TO ABBOTT ROAD AND SAN MIGUEL AVENUE
PURPOSE
To review and discuss the temporary relocation of the crossing guard
from Abbott Road and Otis Street to Abbott Road and San Miguel Avenue.
BACKGROUND
. On March 3, 1981, a group of parents from Roosevelt Elementary School
requested that a crossing.guard be stationed at Abbott Road and San
. ?�iguel Avenue to serve the aporoximately 224 students that cross
Abbott Road and live west of Otis Street. On May 28, 1981, at a
meeting with school officials, crossing guard supervisor, Concerned
Parents and staff, the school officials voiced their opposition to
the transfer of the crossing guard. Subsequently, the School District
reversed its position and supported the transfer of the crossing guard.
Staff was unable to substantiate the grounds on which the guard was
� originally placed at Abbott Road and Otis Street. On June 25, 1981,
the Traffic and Parking Commission approved the temporary relocation
of the crossing guard and also decided to review the decision within
six months.
FACTS
Through.an investigation conducted by staff, the following facts were
established:
1. Eighty percent (800) of the sc:zool children attending Roosevelt
Elementary School are coming from west of Otis Street.
I: 2. Abbott Road is a four lane street, 70 feet wide.

`' 3. Abbott Road and.Otis Street is a four way stop controlled
� intersection with red flashing beacons and yellow zebra
; crosswalks at all its legs. It is also the presently desig-
, nated school crossing.
i
i 4. Abbott Road and San Miguel Avenue is a four way stoo controlled
� � intersection with red flashing beacons and a white crosswalk
across Abbott Road on the east side of the intersection.
i
' S. Abbott Road and Mallison Avenue is a two way stop controlled
I � intersection. It is located 320 feet west of Otis Street and
630 feet east of San Miguel Avenue. There are no crosswalks
; across Abbott Road at Mallison Avenue.
�� 6. In the morning when the crossing guard was oresent, 41 children
! crossed Abbott at San Miguel Avenue and none crossed at
� Otis Street or Mallison Avenue.
! ' In the afternoon, when the crossing guard was present, 43
� children crossed Abbott Road at San Miguel Avenue, 19 crossed
�I at Otis Street, none crossed at Mallison Avenue and three
� crossed at midblock.
�� 7. Posted speed limit for Abbott Road is 35 M.P.H., with the
; critical speed at 39.7 M.P.H. Average daily traffic is
j 9,781 (both directions) with 714 cars in the morning and 768
� cars in the afternoon when the crossing guard is present.

Crossing Guard
8. There have been three accidents involvinq school age children
since 1979 on Abbott Road in the general area of Roosevelt
Elementary School.
a. Monday, March 19, 1979, at 3:30 P.M., Abbott Road and
Otis Street, twelve years old, severe injuries.
b. Tuesday, May 6, 1980, at 2:50 P.P4., Abbott Road and
Mallison Avenue, seven years old, moderate injuries.
c. Wednesday, February 11, 1981, at 3:00 P,M., Abbott Road
and San Gabriel Avenue, five years old, moderate injuries.
An extensive study, conducted by the staff, is on file in the City
Engineer's office for your review.
ANALYSIS
Using the City of Lynwood School Crossinq Guard Policy, Resolution
No. 79-106, the staff found that all the intersections met the
minimum traffic volume of 500 vehicles per hour durinq oeriods when
the children are crossing Abbott Road. The intersection of Abbott
Road and Otis Street did not meet the minimum requirement of 20
school children crossing, oer hour, for each of two hours when the
children are coming and going to school. Abbott Road and San Miguel
Avenue met the warrant and Abbott Road and Mallison Avenue would meet
the warrant if the Crossing Guard were stationed there.
There are basically three alternatives: .
1. Restation the crossing guard at Abbott Road and Otis Street.
This alternative does not meet the minimum number of school
children crossing, has the highest turninq movement through
the crosswalk of the three intersections and eighty percent
of the school children would have to walk in the opnosite
direction of where they are going.
2. Crossing guard to remain at Abbott Road and San Miguel Avenue.
This alternative meets all the warrants. Twenty percent of
the school children would have to walk in the opposite
direction of where they are going.
3. Station crossing guard at Abbott Road and Mallison Avenue.
This alternative meets all the warrants. It is the most
direct crossinq to the school and it would not force the
school children to walk in the opposite direction of where
they are going.
Based on the guidelines set forth by the City of Lynwood School
Crossing Guard Policy, Resolution No. 79-106, and the findings,
staff recommends that the orossing guard be stationed at Abbott
Road and Mallison Avenue since it meets all the warrants and provides
the most direct crossing to the school.
RECOMMENDATION
it is recommended that the Adult School Crossing Guard now temporarily
stationed at the intersection of Abbott Road and San Miguel Avenue be
permanently stationed at the intersection of Abbott Road and Mallison
Avenue.

PROCEDURE:
1. warning will be done by Code Enforcement only in response
to a comolaint and only when the violation is observed by
Code Enforcement.
The warnings will�be either verbal or written, in the form
of a Code Enforcement "Correction Notice."
2. Code Enforcement will submit weekly copies of the "Comolaint
. Reports" that will show addresses and whether the warnings
were verbal or written, to the Sheriff's Department.
3. The Sheriff's Department will issue citations to violators
who were previously warned by Code Enforcement and when
the violation is observed by the Sheriff's Department.

Dear Ms. Herrara:
in response to your request for information on
municipal and zoning ordinances for recreational
vehicles, I am forwarding a copy of the Municipal
Ordinance prohibiting abandoned vehciles.
The Planning Department refers all vehicles parked on
the street more than 72 hours to the Police Department
for enforcement. Parking of recreational vehicles is
permissible in the driveway but prohibited in the
front lawn area. Please note that this 'is enforced
by the Planning Department, in the form of a letter
notifying the homeowner of the violation. The City
I of Fountain Valley does not use a ticketing procedure
� for zoning enforcement.

No person shall park any heavy duty commercial or other veh;cle more I
than three (3) hours on a street in any residential districL exceot
(a) while loadin� or unloading property and time in addition to such
three (1) hour period is necessary to comnlete the work, or (b) when
such vehicle is parked in connection with, and in aid of, the
performance of a service to or on a property in the block in which
such vehicle. is parked and time in addition to such three (3) hour
period is reasonably necessary to complete such servi_e, or (c) such
vehicle is parked iLmnediately in front of or along side of nremises
actively dev�ted to industr}• :�r coimnerce and lying contiguous to the
, street.
For the puroose of this section, heaw duty cormmercial or other I
: vehicle shall �nean a single'vehicle or combination of vehicles having �
more than two axles, a sin�le vehicle or combination of vehicles
twenty (20) feet or more in length, or a sinple vehicle or combination
