REGULAR MEETING OF THE TRAFFIC AND PARKING COMMISSION
OF THE CITY OF LYNjV00D
July 30, 1981
A regular meeting of the Traffic and Parking Commission was'
held on above date at 7:30 p.m. in the Council Chambers of ,
°. the Lynwood City Hall,. 11330 Bullis Road, Lynwood, California. �
CALL TO ORDER
The meeting was called to order by Chairman Archambault.
Commissioners Cunningham, Legg and Malchow answered roll call.
Also present were Harold A7illiams, Paul Fowler, Sgt. Barrett
and Marina Estrada.
Commissioner Legg moved, seconded by Commissioner Malchow
to"excuse Commissioner Gray's absence due to illness.

Commissioner Legg moved, seconded by Commissioner Cunningham „'
to approve the minutes of June 25, 1981. Motion carried.
DISCUSSION ON PARKING REGULATIONS
Parking at Intersections '
Commissioner yalchow inquired as to what .regulations there
are for vehicles parking very close to intersections and
he referenced,the problem at the bowling alley on Century
and Ernestine. ,
Mr. Fowler referenced the California Vehicle Code Section 22500
and �4r.,Williams referenced Lynwood City Code Section 19-102 to
' give insight into parking regulations that pertain to this
question. It was explained that even if a crosswalk is not
painted on the street it still is considered to be there and
a car may not park within that area, nor within 15 feet of
the corner.
Sgt. Barrett explained that the City Engineer can paint red
curb wherever particular enforcement is needed. It was
determined that the intersection by the bowling alley needs
additional enforcement.
Commissioner Malchow planned to send i�1r. Williams information
on the intersectiois where he has observed this kind of
parking problem. :
Commissioner Cunningham wondered if it would be feasible to
set standards for parking trucks, trailers, etc.,at intersections
for visibility purposes.

The Coinmission discussed how parking on lawns could be
regulated. Sgt. Barrett'wanted to know what the Council
expected. Mr. Williams responded they want either,more.
teeth in the current ordinance or a more enforceable ordinance.
Commissioner Cunningham was concerned with deterioration.of �
' the appearance to the.neighborhoods.' . .
Sgt. Barrett mentioned that since fhe matter of parking on
lawns has been brought up over l00 tickets have been written.
He explained he felt the Council is concerned with the.
complaints coming from strict enforcement of the current
ordinance and that what they really want is a.way to take
care of the complaint problem. Copies of the ordinance the �
Sheriff's Department is using to cite persons who park on
lawns were presented to the Commission.
, Sgt. Barrett felt a warning system could be�instituted to
give the people a chance. The main complaint of the citizens
is that they have not been.parked for very. long.
Commissioner Malchow suggested using block watch captains
to help Sgt. Barrett and he was informed there were 114 blocks
that have block watch in the City. . '
' - Mr. Fowler presented an overview of the`City's situation
re1'ative.to its physical aad economic limitations and the
attitudes of the citizens that reside in the City.. He
suggested that if the concern was aesthetics, that perhaps •
there were other ways to handle the problem, such as paving
the front yards in order to make parking legal and give a better'
appearance.

Commissioner Legg recommended the Commissioners contact the
' Councilmen to find out what they have ir. mind and what kind
of complaints they have been getting. He felt it is not
always fair to make a hard and fast rule to fit all the people
all the time. Further, Commissioner Legg did not feel the
Commission should give the Council recommendations one at a time;
that a full package should be presented•which would include
all the recommendations at once.. . '
Sgt. Barrett suggested the Code Enforcement Officer could
provide warnings and keep records of them. The Sheriff's
Department would then follow up with enforcement if they do
noi comply. He has a second parking enforcement officer now
who can handle this type of work three days a week instead
of tieing up a regular patrol car.
Sgt. Barrett recommended an advertising�campaign so the
information can get to the public that the City is' going to
enforce parking on the lawn regulations._
