market has not been installed yet. Dir. Williams stated he
would check into it.
Commissioner Archambault reported that six wheeler trucks
are goin� down the streets at Penn $ Franklin between
Los Flores and Fernwood which is verv narrow due to
parking on both sides of the street. He ivould like to see
"trucks prohibited" si;ns installed. Pdr. Fowler explained
that'an ordinance could be passed prohibiting trucks of a
certain size or si�ns could be posted pointing to the truck.

the Commission with a riumber of recommendations for
_, improvement. He stated there are Commission training
sessions available through the Auto Club for any City
that faishes to participate. It was suggested that
commissions of other cities could be visited for insight
into improvement.

SUBJECT:. CURB PARKING - 2900 BLOCK NORTH SIDE OF IMPERIAL HIGHWAY
PURPOSE
Review and discuss the attached memo to the Traffic and Parkinq
Commission from the Planning Director pertaining to the parking
at the subject location.
BACKGROUND
On June 26, 1980, the Traffic and Parking Commission, based on
staff's recommendation, approved installation of a"NO Parking"
zone from 2921 to 2929 Imperial Highway. The staff report is
attached for your reference.
DISCUSSION „
On January 15, 1981, staff visited.the site to.discuss.the parking .
problem and the closing of the driveways with Mr. Serpas. i�Ir.
Serpas indicated that at the time he requested that the City
prohibit parking in the area, he did not realize that this would
have a negative impact.in his proposed.business operation. The
buildinqs on his property consume most of the land, therefore,
off-site parking is needed. Mr. Serpas reiterated that he would
close one or more driveways to his property if additional parkinq
can be gained.
, In addition to speaking with Mr. Serpas, staff spoke with Mr. Henry,
owner-manager of A& A Radiator Service at 2921 Imperial Highway.
Mr. Henry indicated that since the installation of the parking
prohibition, he has lost a substantial amount of business because
parking is not available now near his.shop. When asked why he
did not.speak up about this.matter, Mr. Aenry indicated that he
felt it would not have done him any good. However, if something
can be done now, he would like to see the parking back the way
it was prior to Traffic Commission action. Further to staff
visit to the site, the driveway at 2929 Imperial Highway serves
no useful purpose now and the business at 2933 and 2935 Imperial
Highway is no longer in existence. The building is vacant.
ANALYSIS .
Based.on the proposed use of the buildings owned by Mr. Serpas and
the fact that 2933 and 2935 Imperial Highway are vacant, staff feels
the following alternatives.are available:
' 1. Leave the parking prohibition as is.
2. Restore the parking situation to its original condition
prior to Commission action of December 26., 1980, and,
3. Remove the existing parking prohibition and remove the
yellow curb loading zone at 2933 and 2935 Imperial Highway.
RECOMMENDATION
It is recommended that the existing parking prohibition be removed �
in its entirety and tnat the existing yellow curb loading zone at I
2933 and 2935 Imperial Highway be removed in its, entirety.

On December 18, the Planning Commission approved a Conditional Use Permit for
the expansion of a garment cuttinq and sewing business into an industrial
building at 2931 Imperial Highway. The business had been operating at 2927 and
2929 Imperial Highway. No on-site parking is provided at these locations; and
curb parking is in short supply because of the numerous driveways and loading
zones in the area.
The applicant, Adolfo Serpas, indicated that he may close one or more driveways
to his property, if additional parking can be gained. In approving his Co�-
ditional Use Permit, the Planning Commission referred the matter of driveways
and curb changes to the Traffic and Parking Commission and the Ci*y Engineer.
A mao showing the structures and driveways in this block is attached `or your
review. A graphic presentation will be made by Planning staff to assist the
Traffic Commission in its analysis of the matter.

PURPOSE
To review a request by Mr. A1 Ser�as o= 2927 Imnerial Highway
to install no oarking anytime signs.
BACiCGROUiID :
Mr. A1 Serpas of the subject address opera*es a gar*nent
shop in the City of Lynwood. His business onl_v has one access
to the front which is through a 14 foot driveway. Kr. Seraas
has indicated, by telephone, that his driveway and his
neighbor's driveways are repeate3ly blocked by parking
vehicles. Mr. Seroas has found it necessary co drive up
onto the sidewalk to access his business, for wnich he has
been cited. The attached sketch indicates the businesses
in the area and the close snacing of their driveways.
ANAI,YS IS :
The driveways for 2921,2927, and 2929 Imoerial Hignway are
spaced in such a way as to induce a par'<ing vehicle �o
squeeze between driveways. This results in a driveway or
two being blocked or encroached upon at this location.
Althougn, the bloc!cing of a driveway is an oi�ense of the venicle
code, the enPorcement of it would be greatly eachanced by the
installation of no oarkinq anytime signs. The inscallation of
a no oarking zone from 2921 Imnerial Hignwa_v to 2929 Zmnerial
Highway will allow *or free access co the a�:.ecced businesses.
CCNCLUSION

SUBJECT: SCHOOL CROSSING AT IMPERIAL fiIGHWAY AND RUTH STREET
PURPOSE
Recommend that a flashing yellow beacon installation be installed
at the intersection of Imperial Highway and Ruth Street.
BACKGROUND
As you know, on or around November 15, 1980, staff received a
request from Lynwood Service Corporation's Crossing.Guard Super-
visor for the City to provide a-higher.level of school crossing
protection at the intersection of Imperial Highway and Ruth Street.
The adult crossing guard assigned to this location contends that
the vehicular traffic through this crossing is traveling at speeds
which present a hazard to.both the students and the crossing
guard.
On December 2, 1980, workinq under the guidelines.of the State
of California Department of Transportation School Area Pedestrian
, Safety Policy, staff began a routine traffic investigation,
which took approximately twelve (12) man hours to analyze and
verify the alleged problem. Sta£f's findings are listed below:
1. Th� intersection of Imperial Highway and Ruth Street is
an uncontrolled school crossing manned by an adult crossing guard.
2. On December 2, 1980, within a two-hour period., seventy-
seven (77) school-age pedestrians were.observed.crossing at the
intersection.
3. The crossing is located.apnroximately 610' east of the
intersection of Imperial Highway and Century Blvd., and approxi-
mately 960' west of the intersection of Imperial Highway and
Bullis Road. These are the nearest alternate crossings controlled
by traffic signals.
4. The vehicular volumes through the crossing is approximately
35,000 vehicles per day with a per-hour volume of approximately
900.
5. The critical approach speed through the intersection is
45 M.P.H., which supports the crossing guard's claim (See attached
warrants).
ANALYSIS
All conditions under the warrants for the installation of a
flashing yellow beacon installation (Please see attached sketch)
to supplement standard school signings for the purpose of providing
advance warning during specific time of operations are fulfilled.
If a funding source can be identified at this time, staff would
recommend installation of this much needed facility immediately.
RECOMMENDATION
� It is recommended that the TraEfic and Parking Commission request
that the City Council consider the installation of a Plashing
yellow beacon installation at the school crossing at Imperial
Highway and Ruth Street.

SUBJECT: SAFETY COMMITTEE REPORT
PURPOSE '
To review and discuss recommendations of the Safety Committee
concerning the green curb at Fire Station No. 1, and parking
and sight distance problems at the Natatorium on Century Blvd.
BACKGROUND
On December 5, 1980, staff received the Safety Committee Report,
which askefl staff.to respond to the following problems and
recommendations:
1. A. "Green curb area near Fire Station 1 is hazardous
when cars are parked there.and it interferes with
the pedestrian walkway."
B. "All curb area near Fire Station 1 should be.painted
red."
2. A. "Combination of parking to the corner and hedges
obstruct vision on side street (near natatorium
and hospital parking) intersection Century."

on natatorium side."
RECOMMENDATION
It is recommended that:
1. The green curb "Parking Zone" be replaced with a red
curb."No Stopping Zone" to improve traffic safety near Fire
Station No. 1; and,
2. The red curb "No Stopping Zone" northwest of the Natatorium
be extended 20' and that the shrubbery be trimmed down to a
height of 3' on both sides of the entrance to the north parking
lot. Please see attached sketch.
