CALL TO ORDER The meeting was called to order by Chairman Archambault. Commissioners Cunningham, Gray, Legg and �falchow ansivered roll call. also present were Harold jVilliams, Emilio Aturga, Paul Fowler and Marina Estrada. Dep. Collins arrived during the meeting. APPROVAL OF D4INUTES � Commissioner Cunningham moved, seconded by Commissioner �talchow to accept the minutes of March 26, 1981 as written; motion carried. PUBLIC ORAL COMMUNICATIOVS There was no one present. OLD BUSINESS Request for Traffic Signal at Atlantic �, Sanborn �ir. lVilliams reported on a request from the president of the First State Bank, 11277 S. ?tlantic avenue, Lynwood, for the installation of a traffic signal at the intersection of Atlantic Avenue and Sanborn avenue as had been discussed in a previous meetin� on December 8, 1930. lVorkin� under the guidelines of the State of California's Traffic �fanual for Traffic Signal Installation, an investigation was conducted and it was determined that none of the warrants for the installation of a trafiic signal at subject intersection have been met. Therefore it was recommended the Commission deny the renuest. �;otification �das given that a detailed report in on file in the of£ice of the.City Engineer. � Commissioner Legg moved to accept the recommendation of staff and deny the request for signal installation at subject intersection. Dlatilda Zapien, representative of A Committee of Concerned Parents Interested in the jtielfare and Future of Their Children, to relocate the school crossing guard at Abbott Road and Otis Street to Abbott Road and �iallison Avenue, and recommendation was given that the guard be temporarily assigned to the three-way 'stop controlled intersection at Abbott Road and San �figuelAvenue. This request was discussed at the Traffic Parking Commission meetings on �tarch 3, 1981 and Dfarch 26, 1981. Commissioner Legg felt that Z0% of the students that live east of Otis would not cross at San :�tiguel and that the traffic would be more alert at Abbott and Otis than it �aould at San Miguel; therefore he did not feel the temporary change should be made. Commissioner Malchow felt that moving the crossing guard would serve the needs of the majority. Commissioner Cunningham hoped that a four way controlled intersection could be instal'led at Otis; until then, he felt it should be left where it is. llr. iYilliams indicated that according to the "Safest Routes to Lynwood Schools" the crossing guard should be using the west leg of the .intersection rather than all of them. It was discussed that the kids, parents and schools should be educated on the "safest routes." Deputy Collins explained that he is having new si�ns made for the crossing guards as well as new training pro�rams, and he feels that having a guard is better than ao �uard at all. In his observance most of the children are now crossing at � San i;liguel and he felt the crossing guard would be more useful where the majority of the children are crossing. hir. h'illiams stated that the school does feel the protection is more needed at San �iiguel than Otis. �fatilda Zapien, interpreted in Spanish by ,�Ir. blurga, indicated the concern of the parents for the safety of the children. She was worried about the guard at Otis crossin� the minority of the children wnereas the majority of children are �oin� west and are not protected. She stated the parents are in i favor of the temporary chan�e to San Miguel and if it works out that they would like to have the chan�e made permanent. Commissioner �(alchow moved, seconded by Commissioner Gray to temporarily assign tne crossing �uard as recommended until such time as the crossing �uard locations for the whole city I can be reevaluated according to the crossing guard policy of the city. � -Z- I I � I I � � I . � � FOLL C�LL: �yes - Commissioners Gray, �talchow, �Archambault i voes - Commissioners Cunningham, Legg . absent - vone Commissioner Cunnin�ham moved, seconded by Commissioner Leg� to review the decision on the location of the school crossing within six months, at which time input from staff, the school � district and the committee of concerned parents will be considered before a final decision is made on a permanent location. ROLL C�LL: Ayes - Commissioners Cunningham, Gray, Legg �falchow, Archambault Noes - None absent - None Mr. iVilliams stated he expects to have the study on the crossin� guard situation before school starts next fall. Paul Fowler suggested and the Commission discussed the feasibility of having the children all cross at one location by the school such as either San Vicente or Mallison. Committee Oral Communications Commissioner Legg expressed an interest and the Conmission a�reed to setting up a Commissioner`s Workshop on June 25th. Commissioner Cunningham expressed his concern taith having a plan to eliminate parking on lawns. Deputy Collins answered that parking citations can be written for parking on lawns and that he would institute a program to do so. Collins further stated that starting blonday he will be working inside the office and requested the Commissioners contact him on matters of concern such as this. Commissioners Malchow and Archambault requested to be excused from the �Iay 28 meeting due.to vacation. Commissioner Legg stated he may not be able to attend that meetin; either; therefore he moved to cancel the �1ay Z8th meeting. The motion was seconded by Commissioner Cunnin�ham and carried by unanimous vote. �DJOURV�tEVT I The meeting was adjourned to June 25, 1981 at 7:30 p.m. in the Council Chambers of the Lynwood City Hall. C w DIRECTOR OF PUBLIC WORKS/ CITY ENGINEER SUBJECT: PARKING REGULATIONS PURPOSE To forward City Council's directives to have the Traffic and Parking Commission review parking regulations as they relate to recreational vehicles and the parking of vehicles on lawns, - BACK_ GR_ pUDjD a On May 19, 1981, the City Council directed staff to place this item`on the Traffic and Parking Commission's agenda for an in-depth review and recommendations on parkinq regulations as they selate to recreational vehicles and the parking of vehicles on lawns, DISC_ U6gIpN The City Council is interested in adopting ordinances that would requlate, by means of traffic citations, parking of motor homes and campers on City streets; and vehicles parked on front lawns, RECOMMgNDATION: It is recommended that the Honorable Chairman of the Traffic and Parking Commission create two subcommittees. One sub- committee to review regulations as they relate to recreational vehicle parking; and one subcommittee to review regulations as they relate to vehicles parking on front lawns, �I _ _ � i . • • . T RAFFIC I NFORMATION PRO��.� C I� I I� DI� � N�`T PI� 1�Y SERIES WHY WON'T THEY PUT UP "CHILDREN AT PI.AY" SIGNS? An often heard neighborhood request concerns the posting of generalized warning signs, with "SLOW-CHILDREN AT PLAY" or other similar messages. Parental concern for the safety of children in the street near home, and a misplaced but wide�spread public faith in traffic signs to provide protection often prompt these requests. Although some other states have posted such signs widely in residential areas, no factual evidence has been presented to document their success in reducing pedestrian accidents, operating speeds or legal liability. Studies have shown that many types of signs attempting to warn of normal conditions in residential areas have failed to achieve the desired safety benefits. If signs encourage parents and children to believe they have an added degree of protection, which the signs do not and cannot provide, a great disservice results. Because of these serious considerations, California law does not recognize, and Federal Standards discourage, use of "Children at Play" signs. Specific warnings for schools, playgrounds, parks and other recreational facilities are available for use where clearly justified. Children should not be encouraged to play within the street travelways. The sign has long been rejected since it is a direct and open suggestion that this behavior is acceptable.
