REGULAR P+IEETING OF THE TRAFFIC AND PARKING C(�NIMISSION OF THE
CITY OF LYNWOOD
February 26, 1981
A regular meeting of the Traffic and Parkinq i.ommi�sion was
held at 7:30 PM on above date in the Council Cha�nbers of the
Lynwood City Hall, 11330 Bullis Road, Lynwood, California.
CALL TO ORDER
The meeting was called to order by Chairman Archambault.
Commissioners Cunningham, Gray, Legg and Malchow answered
roll call. Also present were Harold Williams, P.E., Jim Weaver,
and Emilio Murga.
APPROVAI, OF MINUTES
Commissioner Gray moved, seconded by Commissioner Cunningham, to
approve the minutes; motion carried, unanimous.
PUBLIC ORAL COMMUNICATIONS
No public oral communications, since no one was in the audience.
OLD BUSINESS
Informational item --- one-day seminar on "Aow to Become a More
Effective Commissioner or Board Member." Harold Williams stated
that he had the reservations for Commissioners Legg, Malchow and
Cunningham to attend. Harold passed out tfie reservations, which
included maps and directions to University of California, Irvine.
ITEM B. REQUEST FOR TRAFFIC SIGNAL AT ATLANTIC AND SANBORN
Harold williams stated that we are still collecting data on that
and c�on't have enough information to draw any conclusions or
make any recommendations.
Question from Commissioner Malchow on main purpose of having a
signal installed there. Because of children crossinq or because
of bank?
Harold Williams said that the bank president stated, in his��
request that his employees have to cross Atlantic going to and '
from the parking lot on the east side of Atlantic Avenue. The
drive-through window is also affected when patrons want to make a

left turn onto Atlantic; they have trouble with opposing traffic.
A discussion of how long the bank has been located there commenced.
' Discussion of traffic survey by JHK and how it might relate to
subject.at hand. Harold Williams stated that we are studying
the vehicular traffic count, the pedestrian traffic count as
well as the accident history of the intersection. A discussion
of school children crossing there, at Sanborn, or elsewhere,
� possibly at Shirley. Harold Williams pointed out that Sanborn
was not a school crossing.. Commissioner Cunningham discussed the
feasibility of putting a signal on Sanborn as opposed to one on
Pendleton at Atlantic where the .highest incidence of accidents
for pedestrian crossing within the City occurred. Harold Williams
' discussed the JHK recommendations at that location, which included
removal of one of the legs of the crosswalk and closure of
Pendleton on the east side to prohibit left turns on and off of
Pendleton. Mr. Williams indicated that the JHK recommendations
did not include installation of a traffic signal. A discussion
foTlowed.
OVERNIGHT PARKING RESTRICTIONS
. Jim Weaver.presented a add-on item, "Overnight Parking Restrictions."
Ae stated that he has received many complaints about the overnight
parking restriction., Some people buy the certificate that enables
them to park, others do not buy the certificate but still park
overnight. He made the point that he didn't want to overstep
the bounds between the City Manager's office and the Engineering
Department. He said that the Iaw was created for two reasons:.
1, the Police Department felt.that security would be easier to
maintain when streets could be patrolled without cars; and, 2,
abandoned vehicles would be easier to spot. At,that time,
Mr. Weaver felt the law was appropriate. But now, the situation
has changed. People have one-car garages that were built in
the twenties, and they now own 2 or 3 vehicles. People have to •
park on their lawns, which we don't want. Two years ago we
asked police to hol:d off on issuing citations. He recommenaed
� that we no longer have overnight parking restrictions because of
the following reasons: 1, we now have street sweeping restrictions
that will take care of abandoned vehicles; and, 2, parking on
lawn.is worse than parkinq on street. ,
Mr. Weaver wants Ordinance 19-127 repealed and to refund monies
collected from January, 1981 for the Certificates of Necessity,
at $5.00 each. Commissioner Leqg stated that he wants law
enforcement officers to enforce street sweeping siqns. People
don't want to park in their garages off the alleys because of
the high crime rate. Stimulate people to pull cars off street,
could park them in driveways. He definitely wants the cars off
the streets and lawns.
Jim Weaver made the point that not everyone has a driveway. He
� stated that we have increased citations for street sweeping
violations: 430 the first Thursday; 200 the next week. Mr.
- Weaver stated that he wants the 72 hour limit on vehicles �
enforced as well as the street sweeping. He 'wants to get rid of
abandoned vehicles. .

Mr. Weaver asked for a minute order. The motion was carried,
unanimously.
ITEM 6. TRAEFSC SSGNAL REMOVAL REPORT
Harold Williams stated that staff was considering replacing some
of the traffic signals along the south side of Fernwood with
2 way stop controls. Fernwood at Long Beach Blvd. and Fernwood
at Atlantic on the south roadway were the ones affected. The
article is from.American City and County Public Works Engineering
and Managers, November, 1980 issu�: For the Commissioners'
information, only. JHK, on contract with the Federal Highway
Administration, is doing research and development of warrants
for traffic signal removal. At present, Harold Williams decides
if an installation warrants removal by running it against
warrants for installation. Article received and filed.
Harold Williams stated that he would like to show them the two
intersections being considered in our Traffic Signal Improvement
Project being designed by MPA, and HES Project. Ae stated that
from the JHK report, we.had problems with storage capacity for
left turning movements off of Long Beach onto the north Fernwooci
roadway, recommendation was to lengthen the pocket. This can't
be done unless we eliminate traffic signals on the south side.
The traffic volumes are low. The south roadway will be deleted
with the canpletion of the I-105 Freeway. State Street is the
first bridge project programmed for construction; to be advertised
and construction to be started in 1982. Homes are already
vacant and/or removed. Big D Market parking lot was discussed.
Staff will investigate the impact of right:turn only off of
South Fernwood on the market-.- " "
Commissioner Cunningham asked if we were doing this so that we
could use these signals elsewhere.- Harold Williams stated that
we were not doing this to sal��age equipment, just to free the
intersection. In 1983 or ''84, the bridge on Long Beach will be
built and the embanlanent a year and a half before that. More
discussion about map. Harold Williams stated that he hoped to
be under construction this summer.
- Commissioner Malchow asked if staff would use barricades to stop
the traffic across Long.Beach Blvd. Mr. Williams said that only
sign and traffic enforcement would be used. Mr. Williams stated
that there would be a traffic count at B.�ig D Market. Commissioner
Leqg moved and Commissioner Gray seconded that they accept and
file.

Mr. Lega pointed out that tHe bus bench discussed at a previous
meeting had been taken care of.
Commissioner Malchow asked if the bus stop had been put out at
the Seventh Day Adventist School. Mr. Williams replied that the
wrong sign had been put up at first and.the sign crew is now
putting up a temporary sign. Discussion on roll call with
Commissioner Malchow.
Commissioner Cunningham reported that the left turn traffic
head at Imperial and Cornish, in front of Zody's, had been
turned sideways for four days. Mr. Williams asked if hazardous
situations could be called in to him when first found, rather
than waiting until the meeting.
Commissioner Archambault stated that heavy trucks are still
coming down Penn Street. Mr. Williams stated that both sides
had been posted.
Commissioner Malchow said he'd been on the 2900 block of Imperial
and Mr. Serpas is now happy. Mr. Williams stated that some
people use it as a loading zone, which is perfectly legal.
Some discussion of seminar, adjournment until March 26, 1981.

SUBJECT: PEDESTRIANS' WALKWAY ADJACENT TO 11738 AND 11641
POPE AVENUE. .
PURPOSE
To receive and advise concerning proposed options to install
barriers at subject walkway location to restrict vehicle .
encroachment.
BACKGROUND
A complaint has been received from the property owner at
11638 Pope Avenue concerning the proposed location of inetal
post barriers at the adjacent pedestrian walkway.
The walkway in question is located east and west of Pope
Avenue between Fernwood Avenue and Cortland Street. As
part of a continuous access to Atlantic Avenue, on the
east side, the pedestrian walk is located within a 10'
wide strip of right-of-way.
ANALYSIS
The walkway has recently been a subject of comolaints
concerning parked cars. As a result, recommendations have
been made to provide reflectorized barriers to restrict
vehicle encroachment. The following options are submitted
for consideration:
1. Installation of several 4" diameter x 4" high metal
post barriers with reflectors. - -
2. Installation of a 4' high chain-link fence with
provisions for pedestrian access.
' 3. Leave conditions as they now exist.
4. Vacate the walkway right-of-way.
RECOMMENDATION
It is recommended that the Traffic and Parking Commission
receive and advise in regards to the problem in the walkway
at 11638 and 11641 Pope Avenue and consider one of the four
options as submitted.

To bring to your,attention the acute problem
of parking space in the rear of businesses located
i.n the 1100 block of Atlantic Boulevard. I offer a
proposal to turn the alleyway into a one-way traffic
flow area with parking on one side only. This is
necessa,ry because inadequate parking facilities has
severly: restri.cted business.-growth.as well.as operation-
` i.e. deliveries, services, etc. for the businesses
that are located here.
Of course any other ideas that the city council
may have would be greatly appreciated by all of the
businessowners in the area as we need an answer to
this pressing problem as soon as possible.
I Some background on the eastern side of Atlantic
Boulevard 10 active businesses are trying to survive
and grow.despite an increasing parking handicap.
Potential customers are frustrated at lack of parking
facilities and tickets being given for alley blockage.
Your cooperation is vital to the survival of my busi-
ness as well as the 9 others that are affected.
Your anticipated courtesy and cooperation in
thi.s matter would be greatly appreciated.
