REGULAR MEETING OF THE TRAFFIC AND PARKING CO�IISSION I
OF THE CITY OF LYNWOOD �
January 22, 1981 I
A regular meeting of the Traffic and Parking Commission was
held at 7:30 p.m. on above date in the Council Chambers of
the Lynwood City Hall, 11330 Bullis Road, Lynwood, California.
CALL TO ORDER
The meeting was called to order by Chairman Archambault.
Commissioners Cunningham, Gray, Legg and Malchow answered
roll call. Also present were Harold Williams, Deputy Collins,
Emilio Murga and Marina Estrada.
APPROVAL OF MINUTES
Commissioner Archambault corrected the minutes on page Z,
last paragraph striking "due to parking on both sides of �
the street". Commissioner Gray moved, seconded by Commissioner
Legg to approve the minutes as corrected; motion carried.
PUBLIC ORAL COMMUNICATIONS
Juanita Scheire, 4121 Agnes Avenue, Lynwood, addressed the
Commission to complain that she had received three tickets
for parking in front of her house. She stated she is afraid
to park on the other side of the street and in her garage
because the garage locks have been.broken and items have been
stolen off her cars.
In response to Commissioner Malchow Ms. Scheire stated she
has three cars and a pickup truck. The pickup and one car
are in the garage, therefore she usually has two cars to move
for the street sweeper. Commissioner blalchow explained that
vandalism is going on all over the country and suggested she
� move her cars the one night.

I Deputy Collins stated the Sheriff's Department cannot grant
� special permits and informed her red warning tags had been
placed on all the cars that were cited. Ms. Scheire stated
she had not seen them. Deputy Collins informed her he would
have an early morning traffic officer check her location
and explained that many complaints to the City are for dir±y
streets and therefore.the street sweeping must be done.
� Commissioner Legg informed �ts. Scheire that the Commission can
� not make exceptions for her. Commissioner Malchoia suggested
I she give the extra patrol a chance.

OLD BUSINESS
Curb Parking - 2900 Block of Imperial Highway
bfr. Williams presented a report as a result of a memo received
from the Planning Director which indicated that Mr. Alofo Serpas
had received approval of a Conditional Use Permit to expand
a garmet cutting and sewing business at 2931 Imperial Highway .
which had been operating at 2927 and 2929 Imperial. A history
of the parking decisions at subject location were presented
indicating that the Traffic and Parking Commission approved
"no parking anytime" from 2921 to 2929 Imperial in order to
discourage blocking of the driveways. This parking prohibition
is creating a parking deficit for hir. Serpas and the radiator
• shop at 2921 Imperial. Mr. Serpas has offered to close off one
or more of his driveways to obtain additional parking.
bt:. ldilliams stated that parking in front of driveway cuts which
are not being utilized would not be a problem. In response to
Cc��unissioner Legg he explained that rebuilding of curb and
gutter would not be made until the area is redeveloped and the
whole area brought up to standards at the same time.
Commissioner Cunningham reminded the Commission that when the
situation was originally brought up trash was piled in front
of Mr. Serpas business and cars and trucks were parked on the
sidewalk.
bir. Serpas, 2929/2931 Imperial, Lynwood (residence 1OZ12B San
Antonio, South Gate), addressed the Commission to explain that
originally truck drivers would unload leaving their trucks on
the sidewalk but he does not let them park there now. Also
there was a missed trash pickup at that time, which was not his
fault. Commissioner Gray stated he saw two cars parking within
the no parking zone and one car parked on the sidewalk recently.
,9r. Serpas further stated he wants to be able to park in front
of the driveway at 2929 Imperial so his wife will be safe goin;
to her car in the dark. Eiis employees can park at the meat
market to the east and are now parking in front of the vacant lot.
It is his delivery trucks and customers that need additional
parking. He deals with only two companies and does not have
many customers; however, b9r. Henry, the oianer of the radiator shop,
needs green curb so his customers can park ZO minutes.
Deputy Collins remembered that congestion on the north side of
Imperial was caused by the business on the south side in the past,
but that business is no longer in operation.
Commissioner �talchow moved, seconded by Commissioner Cunningham
to eliminate 48 feet of existing yellow curb at the east end
and 21-1/Z feet of red curb (which is to be replaced with green)
at the west end, with no alteration to any of the driveways;
the "no parkin� anytime" signs to change to "no parking between
I 8� S p.m. except Sat., Sun. f, Holidays" and the siQn on the
west end is to be moved adjacent to the driveiaay at 2921 Imperial.

School Crossing at Imperial �, Ruth Street
i�ir. jVilliams presented a report recommending that a flashing
yellow beacon be installed at the intersection of Imperial I
Highway and Ruth Street. As a result of the request i^ Vovember
1980 from the Lynwood Service's Crossing Guard Supervisor for
better protection at this intersection, staff conducted aroutine
traffic investigation and discovered that conditions under the
warrants for installation of a flashing yellow beacon were fulfilled.
In response to Gommissioner Malchow, Mr. Williams stated the
cost of installation would be approximately �15,000 and that
the crossing guard would activate the device.
Commissioner Legg moved, seconded by Commissioner Malchow
to present the recommendation of staff for installation of
a yellow beacon at Imperial Highway and Ruth Street to City
Council for their consideration.

1 Safety Committee Report
Recommendations of the Safety Committee concerning green curb
at Fire Station No. 1 and parking and si�ht distance problems
at the Natatorium on Century.Boulevard were presented.
Staff suggested tnat the green curb "Parking Zone" be replaced
with a red curb "No Stopping Zone" to improve traffic safety
� near Fire Station Vo. 1; and, the red curb "No Stopping Zone"
northwest of the `atatorium be extended 20' and that ttie
shrubbery be trimmed down to a height of 3' on both sides
i of the entrance to the north parking lot.

Commissioner Legg agreed with the suggestions and felt these
matters could be taken care of by staff without a motion;
the Commission agreed.
' Seminar
Commissioners bfalchow and Legg stated they would like to a.ttend
the seminar "How to be a More Effective Commissioner or Board
Member" if City Council would approve funding their attendance.
Mr. Williams stated they had not approved it last year; however
he would inquire.
Request for Traffic Signal at Atl.antic � Sanborn
Mr. i4illiams stated that First State Bank had requested an
investigation be made to determine whether a traffic signal
is warranted at Atlantic and Sanborn. He expects to have more
ir.£ormation on this next month.

Commissioner Gray reported that the signal at the northeast

SUBJECT: TRAFFIC SIGNAL REMOVAL
PURPOSE
To receive.and file a.report on development of warrants for
traffic signal removal.
BACKGROUND
At the November 19, 1980 Traff,ic and Parking Commission.Meeting,
I informed the Commissioner.s.that staff.is considering replacing
traffic signals with two-way stop.controls at two intersections
along the south side of Fernwood..Avenue. The intersections are
Fernwood..and Long Beach.Blvd., and Fernwood at Atlantic Avenue.
Reprinted below is an article.from AMERICAN CITY AND COUNTY,
Public works Engineering and Management, November, 1980, on
traffic signal removal criteria.
ITE HEARS OF SIGNAL REMOVAL CRITERIA
I A study of more than 2.00 U.S. intersections.where
� traffic signals had been replaced with multi- or
two-way stop signs has contradicted.the popular
belief that signals always improve traffic.flow and
lower the accident rate.
i Speaking before the Institute.of Transportation
Engineers at its SOth anniversary meeting in
i Pittsburgh, Louis G. Neudorff of JHK and Associ-
ates, under contract to.the Federal Highway Adminis-
tration to develop warrants for traffic signal re-,
moval, said data showed a.60 percent decrease in
� accidents at intersections where signals were replaced
with multi-way stop signs---even though motorists
would have to buy an extra 4800 gallons of.gasoline
each year to get through such an intersection com-
pared to a signalized one.
The accident rate at intersections where two-way
stops'replaced signals was not appreciably changed,
but vehicle and idling. delays.were substantially
lowered after the change. Motorists would save
about 6,400 gallons of gasoline a year, and stops
as a percentage of total intersection traffic would
drop from SO percent at a typical.signalized inter-
I section to 20-25 percent.
Analyzing safety, accident, fuel use and cost impacts
I at 26 intersections that had changed to multi-way
� stop signs and 191 that had changed to two-way stops,
I JHK found that, as Neudortf told ITE, "Intersections
� that are good candidates for signal removal are ones
with relatively low traffic volumes and annual acci-
1 dents of at least two.or more per year." The firm
i found the costs of signs to be much lower regardless
of how many are put in place of signals: the annual

cost of operating signals was.set at $1,4U0 a year,
compared to 5340 a.year zor removing a signal,
installing stop signs and maintaining those sians
over a 15-year period.
. The.work.confirmed a study by the Utah DOT which found
accident rates 0.42/million vehicle miles greater
at signalized intersections.
Neudorff emphasized that current site conditions
should be inventoried.to determine if signal re-
moval is feasible. Side-street.site distance must
be at least the minimum value.set in standards.
Major vehicle or pedestrian traffic generators
should probably always be signalized, conditions
of existing warrants..should.be reviewed, and any
alternative safety improvements should be considered
if accidents increase after signals have been installed.
Neudorff also said data-strongly suggests that.signals
which are about to be removed.should be bagged or
flashed for at least 30 days to.minimize the impact.
RECOMMENDATION
It is recommended that the Traffic and Parking Commission receive
and file this report on development of warrants for traffic
signal removal.
