July 24� . 1980
A regular meeting of the Traffic and Parking Commission was held
at 7:30 p.m. on above date in the Council Chambers of the City
Hall, 11330 Bullis Road, Lynwood, California.
CALL TO ORDER
The meeting was called to order by Chairman Malchow. Commissioners
Cunningham, Archambault and Le;g answered roll call. also present
iaere Harold j9illiams, �tarina Estrada and Deputy Collins.
Commissioner Gray was absent.
APPROV9L OF MINUTES
Commissioner Archambault moved, seconded by Commissioner
Cunningham to approve the minutes of June 26, 1980; motion carried.
OLD BUSINESS
RESOLUTION N0. 79-89 REQUIRING THE FILIVG OF
AN APPLICATION FORM FOR THE INSTALLATION OF
ON-STREET HANDICAPPED PARKING ZONES.
, Hr. Williams presented a report indicatinQ that the Traffic and
Parking Commission had instructed staff to revise the Medical
Doctor's Statement on the "Disabled Persons On-Street Parking in
Residential Areas" application form. Mr. Williams explained
that since the procedure and application for Disabled Persons
on-Street Parkin; in Residential .4reas was adopted by a resolution
of the City Council, any revision to it must also be by resolution
in the form of an amendment.
Mr. jVilliams recommended that the Traffic and Parking Commission
instruct staff to draft a Resolution for City Council adoption
to amend Exhibit "B" of RESOLUTION N0. 79-89 REQUIRIVG THE
FILING OF AN APPLICATION FORM FOR THE INSTALLATION OF ON-STREET
HANDICAPPED PARKING ZONES. In�Exhibit "B" of Resolution No. 79-89,
the Medical Doctor's Statement shall be revised to read: "I
testify that the subject 'disabled person' in this application
constitutes a special hardship case who is unable to travel more
than 50 feet without the assistance of crutches, braces, walker,
wheelchair or other support; and that such condition is
expected to continue for a period of at least one year."
Commissioner Legg moved, seconded by Commissioner Cunningham
to approve the application as amended.

Informational Items
Staff reported.that a11 items,annroved by the ,Commission.on
June 26, have been carried out. In addition the following are
under investigation:
a. A request for blue curb at 4117 Agnes
b. A request for curve warning signs at State and School Streets
In reference to previous discussions regarding possible removal and
investigation of the stop sign at Century and Duncan, Mr. Williams
informed the Commission that JHK � Associates, a traffic engineering
consultin; firm, is presently performing a Hi�h Accident Location
Study for the City. The study is bein; funded under a grant through
the Office of Traffic Safety. JHK has made the following statement
concerning the intersection of Century Blvd. and Duncan:
"Century Blvd. $ Duncan Avenue
1'he problem identified here has to do �aith the existing four-
way stop control. This intersection is located in a large
residential area. Duncan Avenue legs are offset from each other
at this intersection. The location is also handled by a school
crossing guard.
Field investigations along with travel time and delay studies
have shown.that the stop for Century Blvd. tra£fic is causin;
unreasonable delay and is not being observed by local residents.
During peak hours, a considerable queue of vehicles develop alon�
Century Blvd. and traffic flow along Century Blvd. is delayed.
Traffic volume levels do not currently meet the nationally
recognized warrant for four-way stop control. It is recommended
that the City remove the existing four-way stop and replace it
� with a two-way stop controlling Duncan Avenue. However, the
crossing ;uard should remain to ensure safe pedestrial control."
Staff indicated copies of the report will be made availab,le to the
Commissioners as soon as the report becomes final.
Staff will continue to keep the Commission informed of this
matter as the results.and findings of staff's investi�ation are
available.
�Ir. Williams reported that information has been received from
Caltrans that funds are expected to be available for additional
"Hazard Elimination" projects after October 1, 1980. These
funds will be made available for the construction of "Safety Type"
(HES). This anticipated funding ivill be in addition to HES monies
currently being used to upgrade traffic signals and to provide
for si�nal systems.
Mr. Williams inquired if the Commission had any questions regarding
the ordinance regulating vehicle weight limits in residential aones.
Commissioner Legg expressed concern, and felt that perhaps a section
should be added to the ordinance, to guarantee that trash trucks
and church and school buses be allowed to traverse City streets.

Deputy Collins explained that those vehicles and recreational
vehicles are not cited. The vehicle code exempts these vehicles
that are over 6,000 lbs. bir. Williams did not think it was
necessary to specify those vehicles since the ordinance states
that it relates to "commercial vehicles."
The consensus of the Commission was to leave the ordinance
as it was written.
Tra£fic and Parking Goals for 1980
Mr. Williams inquired if the Commissioners had any comments on
the City Goals presented at the last meetin;. There being none,
he presented suggestions for Traffic and Parkin; Goals as they
relate to the City Goals. His su;gestions were as follows:
Better City Government
Improve public information and communication I
Improve complaint response, to increase the opportunity
for consistent treatment and response to similar problems
Emphasize that before we can be a first class operation,
we must think like a first class operation
Better control of the Commission
The Commission discussed �aith �r. �Villiams what he meant by
better control. Examples were given and the explanation that
he felt the Commission should make an effort to not get side
tracked by the public on issues that do not directly relate
to traffic and parking matters. Commissioner Legg did not
feel the people tioho speak from the audience should be limited
in what they can talk about.

Develop procedures and manuals. iVith advice of Commissioners,
develop traffic warrants--guidelines and procedures for the
staff to approve or deny routine matters; thereby making it
only necessary to bring controversial matters to the Commission.
Chairman Malchow felt the goals being discussed should be taken
up at a training meeting. Commissioner Le�g felt the direction
the sug;estions were taking was unsatisfactory; he felt that a
_ meeting with legal representation and City Council to define the
intent of Ordinance No. 968 and role of the Commission would be
in order. Deputy Collins stated that the City attorney and the
former City Engineer, Ray Pang, had taken this �i�atter up in the
past and perhaps research would discover what conclusions were
reached at that time.
Commissioner Legg felt the Goals, as presented by City Manager,
were general and needed no comment. Furthermore he did not agree
with some of the suggestions for goals of the Traffic and Parking
Commission as presented by �[r. Williams. Commissioner Cunningham
stated he wished not to discuss the matter untii it is made clear
by Council as to the role of the Commission.
Chairman Malchow moved to table discussion on the Goals to a future
date, the motion was seconded by Commissioner Archambault and carried
by unanimous vote.
I COMMISSION ORAL COMMUVICATIONS
Commissioner Legg moved to request that Art Nelsoa be assigned the
duty of appearing at each Commission meetin�; Commissioner Malchow
seconded the motion.

Chairman Malchow questioned the advisability of painting 100 feet
of red curb on Imperial on the north side east of Elm. He indicated
that motorists attempting to turn left off of Elm to go east
on Imperial are having problems seein� the west bound tra£fic.
He stated he had received several calls on this and would like
accident reports for that area checked into.
Commissioner Legg moved that the minutes of the Traffic and
Parking Commission be given to City Council for their information.'
The motion was seconded by Commissioner Archambault and carried
by unanimous vote. Chairman Malchow stated that when he was
Councilman they received copies of all the Commission's minutes.

PUBLIC ORAL COI�IUNICATIONS
Diane Merrill, 3543 Sanborn, Lynwood, addressed the Commission to
ask why overnight parking is not`being enforce� until the street
sweeping schedule is finished; she did not see the connection
between the two.
i�1r. Williams stated the first pilot project on the new street
sweeping schedule will take place approximately December of this
year around the Lynwood High School area.
Deputy Collins stated overnight parking is currently being enforced
upon request, but that there is a moratorium on citing parking
violations for street sweeping until the new schedule goes into
effect. He agreed that there may be a misinterpretation by one
of the watch commanders on the difference between overnight and
street sweeping parking and that he would clarify it.
Diane Merrill reminded the Commission that the reason for the stop
sign at Century and Duncan was the relocation of the lVill Rogers
School from Wright Road in August 1976; and is still necessary for
school children. Commissioner Legg remembered an article which
stated that when a stop sign is removed the City could be liable
for accidents which occur from the change.
D4rs. Merrill inquired i£ it is legal to make a left turn from
the parking lot going east on Imperial from Abco Hardware. She
was informed that it was legal.
Commissioners Legg and Archambault indicated that they felt Paul
Fowler, representative from the Automobile Club, was very valuable
to the Commission and indicated a desire to have him attend the
meetings. Commissioner Archambault moved, seconded by Commissioner
Legg to iavite Mr. Fowler to attend the Commission meetings on a
regular basis. �Iotion carried.

Commissioner Archambault moved, seconded by Commissioner blalchow
to adjourn to the next regular meeting of the Traf£ic and Parking
Commission on August 28, 1980 at 7:30 p.m. �Iotion carried.

SUBJECT: REQUEST FOR NO PARKING ON ONE SIDE OF TENAYA
AVE. BETWEEN LONG BEACH BLVD. AND MARIPOSA
PURPOSE
To review and discuss a request by Mr. A. W. Snyder of 3306
Tenaya Ave. for the installation of no parking anytime on
one side of Tenaya.
BACKGROUND
� On or around August 8, 1980 and again on August 18, Mr. Snyder
lodged a complaint that Tenaya Ave. is too narrow to allow
two-way traffic to pass safely on Tenaya with parking permitted ,
on both sides of the street. On Auaust 8, 1980, staff conducted
a routine traffic investigation to verify the problem. The
traffic investigation revealed the following; (1) Tenaya is
a 30 foot street from curb to curb with parking on botr. sides
with two-way traffic; (z) Over the past three years there
have been two mid-block accidents which could be have been
eliminated by providing adequate passing room; (3) Tenaya
has residential development on both sides of the street with
high volumes of curb parking; and (4) There are heavy traffic
' volumes on Tenaya.
ANALYSIS
A 30 foot wide roadway does not allow for safe oassing of
two-way traffic with parking perm:tted on both sides of the
roadway.
It is sour.d engineering practice to prohibit oarking on one
side of the roadway of a road of 30 feet or less in width.
Since the south side of Tenaya has the most driveways, staff
would recommend that parking be orohibited on the south side
of Tenaya at all times.
RECOMMENDATION
It is recommended that tne Traffic and Parking Ccmmission
determine which side of the roadway should be posted with
I no parking at any time so that a resolution to affect the
Drohibition can be presented to the City Council for action
as soon as possible.

SUBJECT: STATE STREET _TN THE VICINITY OF THE SOUTH
TRAFFIC CIRCLE
PURPOSE
To review and discuss the proposed traffic control devices
for the upgrade of State Street in the vicinity of the south
traffic circle.
BACKGROUND
Staff has received several complaints concerning the traffic
conditions of State Street in the vicinity of the south
traffic circle. Most of the compalints are directly related
to ex�es:sive speed through the traffic circle.
The south traffic circle has a radius of approximately 150
' feet with a reverse superelevation of about 1.5�. This
conditions exists in both directions. This condition coupled
with insufficient traffic control devices has resulted in
eight reoorted traffic accidents over the last eight months
averaging one accident a month. It has been determined that
all of these accidents are a result of the motorist's failure
to negotiate the curves. The speed limit on State Street in
the vicinity of the circle is 35 miles per hour. A check of
the Caltrans "Advisory of Speed on Horizontal Curves" indicates
that a curve speed of approximately 20 miles per hour would
be more approoriate.
A project has been initiated by staff to upgrade State Street
in the vicinity of the south circle. This project will provide
adequate traffic control devices and stripir.g to reduce the
number of accidents in this area. Plans for this upgrade are
attached. Please note that the project limits are State Street
between Lynwood Road to north of Redwood Street.
ANALYSIS
The north traffic circle was recently upgraded in connection
with the State Street Improvement Project. As a result, there
has been only one reported traffic accident in that vicinity
over the last eight months.

It is recommended that the Traffic & Parking Commission
