SUBJECT; REQUEST TO RELOCATE EXIST ONE �YAY SIGNS ON SPRUCE STREET
PURPOSE
The purpose of this report is to consider a citizen request to
remove a one way restriction.on Spruce Street from Platt Ave.
to the City Park. (Please see attached)
ASSUMPTIONS
The assumption of the citizen request is that the existing one
way restriction is no longer needed because of changed conditions.
FACTS
• On November 15, 1977, the City Council oi the City of Lynwood
approved Resolution No. 77-99 which established Spruce St.
from Platt Ave. to the City Park as a one way street.
• Construction and signing in the City Park parking lot has
established a one way flow pattern of vehicles in the vi-
cinity of Spruce Street.
s The curb to curb width of Spruce Street is approximately
25 feet and the width of the one way lane into the City
- Park is 16 feet.
• Three residents have their garage on Spruce Street and
must drive around the City Park parking lot everytime they.
leave their house.
• The L.U:S.D. food delivery vehicles which exit on Spruce
Street find it difficult to abide by the one way restriction
because the one way 16 foot lane into the City Park is
often congested with vehicles of parents picking up children
from Hosler Jr. High School. However, the Maintenance
Superintendent has assured me that if the vehicles were
not there, he could direct his vehicles to abide by the
one way restriction.
' ANALYSIS
The purpose of the existing one way restriction on Spruce St.
may no longer be required because the major traffic which would
potentially travel from the City Park southward on Spruce Street
cannot do so, as the configuration of the parking lot prohibits
this. However, removal of the one way restriction on Spruce
Street may encourage vehicles to attempt to leave the City Park
by travelling southward on Spruce Street.

SUBJECT: RED CURB INSTALLATION AT BIRCH AND I�7PERIAL
- PURPOSE
The purpose of this report is to recommend the instal.lation of red
curb at subject location to improve sight-distance.
ASSUn7PTIONS :
o Sight-distance can be increased by eliminating some view
obstructing parking spaces.
• Improved sight-distance will lessen the possibility of
traffic collissions due to the inability to see oncoming
traffic.
FACTS
During the late afternoon many vehicles, leaving St. Francis
Hospital parking lots, use Birch Street as access to Imperial
Hwy. Staff has investigated the I.ocation and found that the
Birch Street traffic must pull out into Imperial Hwy, just to
see the oncoming traffic before turning. This leads to potential
traffic accidents at the location.
ANALYSIS
The installation of red curb at selected locations as shown on the
attached sheet will improve the sight-distarice at the intersection
of Birch St. and Imperial Hwy.

SUBJECT: OLD BUSINESS INFORh9ATI0NAL
A. Ordinance 1081, approved by the City Council on November
20, 1979 has now taken affect. This Ordinance eapanded the
role of the Traffic and Parking Commission with respect to
parking matters.
B. Ordinance 1082, approved by the City Council on November
20, 1979, has now taken aifect. 'This Ordinance"now allows
for th�e reimbursement of Commission members the amount of
E"p15.00 per meeting starting after DecemUer 20, 1979.
C. The City Council has approved Resolution No.,79-106
relating to the assignment of school x-ing guards based upon
the�recommendations of this commission.
D. The City n7anager has tentatively set up a special meeting
of the City Council for January 15, 1979, at 6':00 P.M. to
discuss the recent Traffic and Engineering Speed Limit,Study.
;
All'iCommissioners are encouraged to attend to supplement the
presentation to be made.

E. r One additional pedestrian crossing sign will be installed
on Abbott Road for westbound traffic near Alexander Ave.
after investigation found that one was desireable. All other
crosswalks on Abbott Road were found to be properly posted.

Gentlemen:
SUBJECT: SCIIOOL X-ING AT SOUTH FERN11'OOD AYENTJE AND FIR '
STREET (PLEASE SEE ATTACHED)
The Principal of 1Vilson Elementary School is requesting that
the existing crosswalk on South Fernwood Avenue at Fir
Street be relocated to the 3600 Block of Fern�vood Avenue,
approximately 330 feet to the jVest, to better facilitate
the crossing of school children. The apparant reason be-
hind this request is that presently.the children living
on the Pdorth side of Fernwood Avenue are walking to and
fron school through the vacant Caltrans property in front
of 1Yilson School. The children do not use the existing
sidewalk along Fir Street, and they do not cross S. Fernwood
by using the existing crosswalk at South Fernwood at Fir
Street. Therefore, to enable the students to have use
of a pedestrian crosswalk at a more convenient location,
a request to relocate the crosswalk has been submitted.
The,Public 14orks/�ngineering Department has made an inves- '
tigation into the possible relocation of the.S. Fernwood
I at Fir Street crosswalk, and has determined the following:
A) By relocating the crosswalk, the City would be con-
doning the use of the vacant Caltrans property and conse-
quently leave a liability burden on the State of California.
B) The vacant property presently used by the children
is the result of housing demolition Uy the State for the
proposed Century Freeway corridor. The dirt and debris
in the lot contains broken housing, glass, nails and rats,
all of which make the passage to the students reasonably ,
unsafe.
C) The State of California will soon be removing all
the present structures along Fernwood, which means the
students crossing through the lot would be subject to heavy
construction traffic. A midblock crosswalk is less expected
by notorists than a crosswalk at an intersecting street.
D) Also, a large tree overlooks the requested crosswalk
location and would shade and obscure the crossing at certain
times of the day.
E) Presently an asphalt walkway exists and is a conti-
� nuation of the existing crosswalk that provides safe passage
over the railroad tracks. By moving the cross��alk the
pedestrians would have to make rough passage up to and over
the tracks.

RECOr.4MFNDATION
The Traffic and Parking Commission of the City of Lynwood
deny the request for a change of location of crosswalk and
request �Vilson School to direct their students to the ex-
isting crosswalk.
