CALL TO ORDER The meeting was called to order by Chairm�n Malchow. Conunissioners Arnhambault, Quiningham, Legg and Gray answered roll call. Also present were Ken Rosenfield, Secretary; Deputy Collins; Art Nelson, Public Works Superintendent; and Paul Fowler, Advisor to the Commission. APPROVAL OF MINt1TES Cor�mtissioner Archambault moved, seconded by Commisaioner Gtinningham to approve the Minutes of October 25, 1979. Motion carried. MANAGII�IIIJT STUDIES ' School X-Ing at Fernc.�od Avenue & Fir Street Mr. Rosenfield reported on a request frnm the Principal of Wilson Elementary School to relocate the crosswalk from South Fernwood Avenue at Fir to the 3600 block of Fernwood Avenue, approximately 330 feet to the west. The reason given was that children do not use the existing crosswalk. An investigation by the Public Works/Engineering Deparbnent determined a number of negative conditions that ca�uld result if this request were approved. Deputy Collins felt cooperation with the PI'A and the school would be necessary to induce childrnn to utilize the existing crosswalk. F1�rther he�suggested more adequate signing. Corrmii_ssioner Archambault moved, seconded by Corrunissioner C�nningham to deny the request. ROLL CALL: Ayes - CorrQnissioner C�nningham, Ar�chamUault, IQgg, Gray, Malchow Noes - None Absent - None Standards & G�idel - School Crossing 6�ard Assigrunents The Secretary presented a report to the Commission recorim�iding action be taken with regard to adopting' standards and guidelines for deterrni.nirig � school crossing guasd assignments. Passage of Assembly Bill No. S by the legislature of the State of California indicates that the City would have to bear the expense of crossing guards at locations oF the school district's choice unless certain standards and guidelines are adopted by the City. A copy of the "California 'IY�affic Control Devices Conunittee Adu1t CYnssing Guards Policy" and a memo from the Sheriff's Depar•Unent on how they cin rently handle the crossing guard situation were attached for review. * �� . � Nm. Fowler briefed the Conmiissiori on the way numbers were arrived at in the "Policy" and indicated it is expected the City will make changes to suit its own needs. Nm. Fowler fiu�ther stated that almost without exception other cities in the area have changed the policy to indicate 20 elementary school age pedestrians per hour and 350 cars per hour. - Mr. Rosenfield explained that upon receiving a school's request for a crossing guasd at a certain location, the City will ma]ce a study according to the criteria in the guidelines and determine a need at that location. Chairrn3n Malchew moved, seconded by Corrunissioner Qu,ningham to adopt the Adult CYossing 61�an3 Policy as presented changing the number of pedestrians per hour to 20. Rosenfield presented a request by Fire Chief Ron Iathrope for installation of red curb on the south side of Century Boulevard in front of Fire Station No. 2 to provide for improved visibility and a safer exit for emergency vehicles. Cormnissioner Legg moved, seconded by Corrnnissioner C�ay to approve the installation of red curb as requested. ROLL CALL: Ayes - Conunissioners Cunningham, Archambault, Legg, Gray, Malchow Noes - None Absent - None Corrunissioner Ar�hambault reported that an alxzndoned car has been at that location for some time. Stop Sigi Visibility - Platt & Bullis Nm. Rosenfield reported on a request by Councilman Gmen to review stop sigp visibility at Platt Avenue and Bullis Road. Staff reconm�endation was to install red curb, enlarge the stop signs to a 36 inch size, and r�ve the stop si� at the S/E corner in line with its stop bar. ' Co��ssioner GY�ay moved, seconded by Corrmissioner Legg to approve the changes as recorrnnended by staff. ROLL CALL: Ayes - Commissioners Qtnningham, Ar�charnbault, Legg, GY�ay, Malchow Noes - None Absent - None Chai�r�n Malchow explained he has seen a large motor home parked at that intersection obstructing the view. Speed T,unit Study _ __ An in-depth study of the speed limits in the City of LynF�od was presented as prepared by City and Los Angeles County Road Departrnent staffs. It was e�cplained that speed limit increases are made only after careful analysis � �� ��. • • . of accident recon�ls, physical characteristics of the street, and the speed at which most people are traveling on the street. Nm. Fowler explained that if radar is to be used to enforce speed limits, engineering studies such as the one presented must be made to verify the appropriate speeds. He further explained the report to the Cortmiission and suggested City Council have a study session on this matter as they will also need to have the report e�cplained in orrler to understand the reasons for changes in speed limits at certain locations. The Corrmiission agreed to table their recorrnnendations until the ne�ct meeting during which time Mr. Rosenfield will have detennined the proper way to handle the matter after discussion with the City Manager. Staff Report The Secretary rep�rted on 'wo items.of interest ior the month of November which included notifi.cation that a new City Manager, Tom Davis, has been hired effective November 19, 1979; and that City Council approved the- application fonn to be utilized for Handicapped Blue C.lu�bs as had previously been reco�nended by the Conunission. COMNff SSION AGENDA It was reported that at the corner of Bullis and Ernestine a car has been parking partly on the driveway and par*tly on the lawn. Corrmiissioner Legg suggested that striping be completed at Carlin and Olanda as Compton has finished their part of the project. Corrunissioner C�uviingham reported that there are_ no yellow signs within 150 ft. of the crosswalk at Abbott and Rosewood adjacent to a school. He further felt that speed limits at Alexander and Abbott should not be incmased. Co�nissioner Legg recor�miended increasing the size of street name signs, especially ones the size of those at Inng Beach Boulevard & Tecumseh and Long Beach & Sequoia. He suggested the Public Works Superintendent check them out. The expense of these potentially indiscriminate crossing guard assignments could be charged to the City without prior approval. This could have deep financial impact on the City unless we have established guidelines by which the City approves the locations for crossing guards based upon demonstrated need. The attached guide- lines for determining the need for crossing guard assignments, has been approved by the California Traffic Control Devices Cor.imittee, and represents standards which we can easily adopt and follow. It is the practice of many local jurisdictions, through their lo�al enforcement agency, to provide adult crossing guards at designated school crossings �ahich meet certain qualifications during the hours 4�hen school children are required i:o cross the street. The recommended policy for the assignment of , adult crossing quards as herein specified applies only.to . school crossings serving elementary school children. This measure is a supplemental technique and.not a traffic control device as defined in the California Vehicle Code. b. Staff has reviewed the location and found that parking vehicles may obscure the motorist's view. Staff recommends that parking in the vicinity of the stop signs be eliminated with red curb, the stop signs be enlarged to a 36 inch size (already scheduled), and the stop sign on the S/E corner be moved in line with its stop bar. The facts indicate otherwise. D'river behavior research conducted in many parts of this country, � over a span:of several decades, show that the average driver is influenced by the appearance of the highway itself, and the pre- � vailing traffic conditions, in choosing the speed at which he drives. ' Under California law, the maximum speed limit for any passenger vehicle is 55 miles per hour (mph). All other speed limits'are called , prima facie limits, which "on the face of it", are safe and prudent under normal conditions. Certain prima facie limits are established by law and include the 25 mph limit in business and res.idential districts; the 15 mph limit in alleys, at blind intersections and blind railroad grade crossings; and a part-time 25 mph in school zones when children are going to and from school. Intermediate speed limits between 25 and 55 mph may be established by local authorities on the basis of traffic engineering surveys. Such surveys include the analysis of roadway conditions, accident records, and the prevailing speed of prudent drivers using the tiigh- way under study. If speed limits are established below what the I majority of drivers consider reasonable, they are not obeyed and ` consequently, are difficult to enforce. Those drivers who do not comply with posted reasonable speed limits are, conversely, subject I to equitable enforcement action. All California motorists are required to know the basic 15, 25 and 55 mph speed laws and are tested on the subject when applying for a drivers license. Consequently, speed limit signs covering these conditions need not be posted on City streets. However, although � not required by law, speed limit signs for these situations may be I posted on streets with significant daily vehicular traffic volumes, or with other applicable warrants. I It is Los Angeles County policy to recommend the posting of speed I limit signs only on streets carrying appreciable volumes of through traffic and where such speed limits may be established in accordance with the provisions of the State Vehicle Code. ,; � � - - z- A traff.ic engineering study has been completed on Lynwood City streets and highways for the purpose of establishing enforceable speed limit regulations. These studies were made in accordance. with the appropriate sections of the California Vehicle Code, the State Traffic t4anual (Chapter 8-03), the Federal Manual on "Uniform Traffic Control Devices", (Section 2B-10), the State approved "Methods of conducting engineering and traffic surveys" dated December 1973, and with established traffic engineering practices. Factors considered in the recommendations for city wide zoning are as follows: 1) The prevailing speed, as represented by the 85th percentile I or critical speed and the 10 mile pace speed. 2) Road surface characteristics, shoulder conditions, grade, � alignment and sight distance. 3) Roadside development, culture and roadside friction. I 4) Safe speeds for curves or hazardous locations within the zone. 5) Parking practices, pedestrian activity and related peripheral I conflict. 6) Reported acc.ident experience for a recent 24-month period. 7) Unusual traffic conditions or unique traffic conditions not readily apparent to the driver. 8) Continuity between zones of short distance with inordinate differences of prevailing speeds between the separated zones. analyspsrof�eachmpotydroadway withlt he • pert.inent s data c leadi ng to � our recommendation. It is in a form that is suitable for submission to City Council. If adopted, the report (content and format) will � likely satisfy the local courts concerned w.ith speeding cases. � Zn this section, the street designations are 1) arterial - a through highway carrying cons.iderable volumes of traffic; 2) secondary - a collector or service highway carrying fair volumes of traffic; and ' 3) local - a residential or business type of roadway in which ; virtually all of the low volumes of traffic is generated by � residents or employees in the area. + The second section of the report consists of a tabulation which +I summarizes all the data collected during the surve � i include a listing of the radar check locations and ` pared to show street width, parking controls, traffic controls and ` all other features pertinent to this survey. - � i ' I I ._.�-__'-_. I , .. � � -.�- Until recently, the Vehicle Code rigidly defined the conditions qualifying a residential street for 25 mph speed zoning. But - recently ennacted legislation amends Section 40802 of the Code and provides that speed trap provisions do not apply to local streets and roads. For purposes of the bill, local streets and roads are as submitted to the Federal Highway Administration. In the absence of this condition, a local street or road primarily provides access to abutting residential property and shall meet the following three conditions: 1. Roadway width of not more that 40 feet. 2. Not more than one half mile of uninterrupted length, including official traffic control devices as defined in Section 445. 3. Not more than one traffic lane in each direction. A copy of legislative counsel's digest of Assembly Bill 2942 which details these conditions is attached. I An earlier, more comprehensive study was made by the Uniform Traffic Control Committee of three Lynwood arterial highways: Imperial Highway, Alameda Street and Atlantic Boulevard. These studies, and subsequent reports, included recommendations for speed limits based upon the prevailing speeds then current. The results obtained in each study for these highways are remarkably 'similar, despite the seven to ten year interval between studies. Closely related enforcement problems occur when, (a) the highway is posted with inappropriate speed limit signs; (b) the highway is improperly or inadequately posted: or, (c) the highway is not posted nor covered by ordinance and therefore falls under the basic speed law. In either of these events, the result is a debatable validity which may be questioned in court cases where citations are issued and and contested. The report therefore recommends that any of these deficiencies by corrected. To minimize enforcement problems, it is suggested that (1) a traffic signing program be instituted to conform to the City Ordinance; (2) update the signs to conform to the latest ' State sign chart, and (3) conform to the latest practices as stated in the State Traffic P7anual. Otherwise, radar is impracticable to use in enforcement of all speed limits. In conclusion, current provisions of the Vehicle Code conditionally stipulate that engineering and traffic surveys are required within five year periods to avoid "speed trap" connotations. If the pertinent sections of the code remain unchanged, the results of this study should be effective until 1984. Only occasional updating may be required as highway or traffic condit.ions change or warrant. Abbott Road is classified by the City as a Secondary Highway. The roadway, extending generally from Atlantic Avenue on the east to Century Boulevard on the west, varies from 66 feet to 70 feet wide with curbs and generally with sidewalk. Abbott Road is striped for • four lanes of traffic with parking permitted. The present posted speed limit is 25 mph. The grade is flat and the alignment is � straight. Traffic signals are in operation at Atlantic Avenue and at Century Boulevard. Intermediate four-way stop controlled intersections, all with falshing red beacons, are located at Sampson Avenue, at Standard Avenue and at Otis Street. There is a three-way ; stop controlled intersection at San Miguel Avenue. Development along the length of Abbott Road is essentially residential with some commercial located near Atlantxc Avenue and also near Century Boulevard. Two schools are contiguous to Abbott Road. Radar speed data for Abbott Road indicate the following: . 1. West of Atlantic Avenue 2. West of Otis Avenue 85th percentile 39 mph 85th percentile 40 mph 10•mile pace 30-40 mph 10 mile pace 30-40 mph (73� of total samples) (728 of total in pace) � ' The prevailing critical speed on Abbott Road is at the 40 mph level which, when considering abutting development would be considered as excessive. Analysis of recorded accidents attributable fo excessive speed disclosed only one accident for the 24 month period ending June 30, 1979. . RECOMMEDATION It is recommended that a 35 mph,speed limit be established on'Abbott Road from Atlantic Avenue to Century Boulevard. This speed falls midway in the 10 mile pace and would be considered reasonable for . prevailxng roadway conditions. , ; . . • 1 -6-. • . ALAMEDA STREET Alameda Street, designated as a Major Highway, consists of two road- ways separated by railroad right of way. The west roadway extends from the City of Los Angeles on the north to San Pedro on the south • on a flat straight grade and is a heavily traveled truck route. ' Alameda Street is 56 feet wide with curbs and partial sidewalk. The roadway is striped for four lanes of traffic presently with a 35 mph speed limit. The east side of the roadway is undeveloped railroad property. The west side is mixed commercial and industriaL Stopping is prohibited at all times on the east side of Alameda Street. � The west side is a combination of No Stopping Any Time and peak hour prohibitions, where parking is permitted. ' Traffic signals, with left turn storage lanes, are operating at 103rd Street, at Century Boulevard, at Fernwood Avenue, at Imperial '-. Highway and at Butler Avenue. That portion of Alameda Street from 108th Street to Imperial Y.ighway is jointly shared with Los Angeles County. In October 1972, the Uniform Traffic Control Committee recommended a 40 mph speed limit on ` Alameda Street from 108th Street to Imperial Y.ighway. The Eoard of Supervisors subsequently adopted this recommendation but due to the lack of cooperative action by the City, the approved revised speed limit was never implemented. The speed survey data obtained for this survey very closely�parallels previous data obtained in 1972 for the Alameda Street U.T.C. study. Radar speed data for Alameda Street indicate the following: 1. South of 103rd Street 3. South of Fernwood Avenue 8Sth percentile 44 mph 85th percentile 44 mph 10 mile pace 33-93 mph 10 mile pace 34-44 mph (638 of total samples) (69� of total samples) 2. South of Century Boulevard ' 85th percentile 45 mph � 10 mile pace 34-44 mph (708 of total samples) The prevailing critical speed on the west roadway of Alameda Street is equal to or slightly higher than the upper limit of the 10 mile pace. Analysis of recorded accidents attributable to unsafe speed for Alameda Street traffic disclosed nine accidents during the 29 month period ending June 30, 1979. RECOPft9ENDATZON Zt is recommended that a 40 mph speed limit be established on Alameda Street from 103rd Street to the Lynwood south City boundary and that a cooperetive signing project be carried out between the City of Lynwood and the County of Los Angeles. . . - i- � ATLANTIC AVENU� � Atlantic Avenue, a Major Highway, extends from the City of South Gate, just north of Abbott Road to Mchiillian Street on the south. The roadway varies from 70 to 93 feet wide with c�rbs and sidewalk on each side. Atlantic Avenue provides two lanes in each direction separated by a painted two-way left turn median divider. Two hour parking regulations are posted on each side of Atlantic Avenue from Abbott Road to Fernwood Avenue. The speed limit is 35 mph from Abbott Road to Fernwood Avenue and 40 mph south of Fernwood Avenue _ to P1cMillian Street. Abutting development is all commercial. Traffic signals are operating at Abbott Road, Imperial Highway, Elmwood Avenue, Beechwood Avenue, Century Boulevard, Cortland Street, Fernwood Avenue, Agnes Avenue, Carlin Avenue and at Arlington Street. . The Uniform Traffic Control Committee studied Atlantic Avenue in March 1972. The Committee recommended no change in the 35 mph speed limit from Abbott Road to Fernwood Avenue and an increase from 35 to 40 mph from Fernwood Avenue to P1cP7illian 5treet. The Committee's recommendations were implemented. Radar speed data for Atlantic Avenue indicate the following: 1. South of Abbott Road 4. RULLIS ROAD Bullis Road, designated as a Secondary Highway, is basically a two lane roadway improved with curbs'and generally with sidewalk. Bullis Road, extending south from Imperial Highway into the City of Compton has variable pavement width from 45 to 56 feet. Development is generally residential with some commercial development. Three schools and the Lynwood Civic Center abut Bullis Road at locations all south of Century Boulelvard. The speed limit on Bullis Road is presently established at 25 mph. Traffic signals are operating at Imperial Highway, Century Boulevard, Cortland Street, Fernwood Avenue, Josephine Street, Cedar Street and at Carlin Avenue. Four-way stop controls are established at Platt Avenue. Parking is generally permitted except at specific locations deemed necessary to maintain smooth traffic flow. Radar speed data for Bullis Road indicate the following: 1. South of Imperial Highway 3. Development Prom Alameda Street to California Avenue is mixed , industrial, commercial and some residential. The roadway is 80 feet wide striped to provide three lanes of traffic in each direction during peak traffic periods separated by a painted two-way left turn lane from Mona Boulevard to Alameda Street. This portion of Imperial Highway is shared with Los Angeles County. The roadway is 7Q feet wide from Alameda Street to the east City boundary at the Long Beach Freeway. This portion of Imperial Highway is striped to provide two lanes of traffic in each direction, also separated by a two-way left turn lane. The length of Imperial Highway has a posted 35 mph speed limit. Development is mixed commercial and industrial from Mona Boulevard to Norton Avenue. The development is mixed commercial and residential from Norton Avenue to the Long Beach Freeway.
