Orleans Cultural District Meeting minutes

January 14th, 2019 9:30 a.m. Old Firehouse
The meeting was called to order by JoAnna Keeley at 9:40, and all members, town
representatives and prospective members present introduced themselves: Joanna Keeley,
Clare O'Connor, Gail Gibson, Men Hartford, Pamela Feltus, Town Planner/liaison George
Meservey, Board of Selectmen Liaison Alan McClennen and Bonny Campbell Runyon, Not
present, Peter Brown, Sherry Rhyno.
JoAnna gave an overview of the Cultural Districts work since it was created in 2013 and
reviewed logo, websites and projects. She listed out Advisory Members recruited to help with
specific projects: Noelle Pina, Bart Weisman, Karen Spangler, Alan, George, an OIA rep TBA.
George Meservey reported on the application submitted by the Town and re-designation
approval for five years with a $5,000 grant from the MA Cultural Council.
Joanna reviewed the 2019-2020 goals that were approved by the MCC, and then moved to an
open discussion.
A brief discussion was held on a campaign to request matching funds and develop project goals.
It was discussed whether there was a need to maintain the connection to the 501c3 status of
the OCP and look at what needs to be funded. There was discussion around identifying possible
visual improvements in spaces near businesses to make them more appealing to pedestrians. A
committee to identify possible sites was created, including Joanna Keeley and Bonny Campbell
Runyon. Sandy Rhodes has also volunteered to join.
Discussion around the management of the Old Firehouse included programs, bookkeeping, and
the long-term plans for the building restoration reported by Alan McClellen. There are
currently 2 licensed agreements for the Firehouse, with the Orleans Chamber of Commerce and
the OCP. These will be maintained.
Discussion around Cultural District signage included whether the word "Village" or "Village
Center" could be removed from signage, with the MCC now eliminating boundary requirements
on walkable districts, and the banners that could be created, representing different areas of
Town, one of which was displayed. To review the placement of the Cultural District signs, a Site
Location committee was created including Pamela Feltus and Men Hartford.
A group to revise the OCD map was formed, including Bonny, Clare and JoAnna. Other
volunteers expressing interest who will be asked to join include Joe Leghorn, Sally and Tom
Dewings and Judy Brainerd (OCC liaison).
At the next meeting on February 11th at 9:30 at the Old Firehouse, officers will be elected, any
reports from the three committees will be reviewed, and we will again review current goals.
