Board: Mayor Philip Vandernail; Mayor Pro-Tem Eileen Waldow; Trustees; Andy
Miller, Brian Cerkvenic, Katie Soles, Parnell Quinn and Ryan Barwick

Mayor Vandernail called the meeting to order at 6:00 p.m.
1. Rollcall: Mayor Philip Vandernail; Mayor Pro-Tem Eileen Waldow; Trustees; Andy
Miller, Brian Cerkvenic, Katie Soles, Parnell Quinn and Ryan Barwick
2. Approval of Agenda:
Trustee Barwick moved, and Trustee Soles seconded the motion to approve the
agenda. Motion carried:7-0.
3. Executive Session:
For a conference with the Town Attorney for the purpose of receiving legal advice on
specific legal questions under C.R.S. Section 24-6-402(4) (b) and for the purpose of
determining positions relative to matters that may be subject to negotiations, developing
strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6-
402(4)(e) regarding development infrastructure matters. Including Town Attorney Rod
McGowan
Trustee Soles moved, and Trustee Barwick seconded the motion to open the Executive
Session at 6:05 p.m. Motion carried: 7-0.
Trustee Miller moved, and Trustee Waldow seconded the motion to close the Executive
Session at 7:30 p.m. Motion carried: 7-0.
Attorney's Opinion Required by C.R.S. 24-6-402(2)(d.5)(II)(B).
As the attorney representing the Town of Fraser, I am of the opinion that the entire
executive session, whir wAs not recorded, constituted a privileged attorney-client
communication. /

4. Consent Agenda:
a) Minutes August 5, 2020
Trustee Miller moved, and Trustee Waldow seconded the motion to approve the
consent agenda. Motion carried: 7-0.
5. Discussion and Possible Action Regarding:
a) 2019 Audit Presentation
Trustee Barwick moved, and Trustee Waldow seconded the motion to accept the 2019
Audit. Motion carried: 7-0.
b) Committee Appointments
bi) Economic Development Advisory Committee
Trustee Soles moved, and Trustee Cerkvenic seconded the motion to appoint Tara
Rose and Jerilyn Suster to the Economic Development Advisory Committee
Motion carried: 7-0.
bii) Public Arts Committee
Trustee Miller moved, and Trustee Soles seconded the motion to appoint Tara Rose
and Jerilyn Suster to the Public Arts Committee Motion carried: 7-0.
biii) Fraser Valley Arts Board of Directors
Trustee Waldow moved, and Trustee Barwick seconded the motion to appoint Lisa
Baird to the Fraser Valley Arts Board of Directors Motion carried: 7-0.
c) Meeting Attendance Policy Amendments
The board decided to table the Meeting Attendance Policy Amendments for another six
months.
d) Retreat Dates and Goals
The Board will schedule a retreat in October and the topics will be staff roles, committee
roles, and governance policies.
e) Resolution 2020-08-01 IGA With Grand County Clerk for The November 2020
Election
Trustee Miller moved, and Trustee Quinn seconded the motion to approve Resolution
2020-08-01 IGA With Grand County Clerk for The November 2020 Election Motion
carried: 7-0.
The Board will finalize the ballot question verbiage at the September 2, 2020 meeting.

6. Open Forum:
Travis Wildebore introduced himself as a Grand County Commissioner candidate in the
November 2020 election.
7. Updates:
Chief of Police Glen Trainer: Updated the Board on the Williams Fork Fire. It is about
7,000 acers as of August 14 near CR 3.
TM Durbin: Headwaters Trail Alliance requested to move the trail maintenance crew
from the current work sites located in Williams Fork Fire Forrest area to the Phases in
Tabernash. However, the revenue for the crews is from the Smart Trails Sizing Project
which the Town of Fraser committed funds. Work outside of the Smart Trails Sizing
Project is not consistent with the approved MOU. The staff is seeking Board direction.
Trustee Miller moved and trustee Soles seconded the motion to allow Headwaters Trail
Alliance to move the crews to the Phases in Tabernash. Motion carried:7-0.
The Board of County Commissioner will have a meeting on September 15 to discuss the
Byer's Peak 1041 Permit to extend the water and sewer system to service more than 20
homes/taps.
The project to move the Rendezvous power line cost Fraser about $8,000. The Board
approved a maximum of $10,000.
8. Adjourn:
Trustee Soles moved, and Trustee Barwick seconded the motion to adjourn. Motion
carried: 7-0. Meeting adjourned at 8:50 p.m.
