Staff: Others: Town Planner Catherine Trotter, Town Clerk Lu Berger Carrie McCool, McCool Development Solutions. Chairperson Sumrall called the meeting to order at 5:48 p.m. 1. Roll Call 2. Approval of April 24, 2009 meeting minutes. Comm. Smith moved, and Comm. Shapiro seconded the motion to approve the minutes, Motion carried: 6-0. 3. Open Forum a. None 4. Action Items a. First Amendment to Grand Park Master Sign Plan Grand Park Development, LLC is requesting an amendment to the Grand Park Master Sign Plan (GP MSP). The proposed amendment governs approximately 70 acres of property within Planning Areas 1Wa, 1Wb, and 2W in the 2005 Grand Park Planned Development District (GP POD). Generally speaking, this amendment deals with the Village and the Willows area, The approved GP MSP approved at reception #2006-010226 Section B.3 references that a "specialty commercial master sign program" will be provided to the Town for these planning areas as an amendment to the GP MSP. The approved GP MSP was included in the packet, as was the Fraser Sign Code, Section 16-10-350 of the Fraser Sign Code governs signs in the Planned Development District. The Town Code states that 'the Planning Commission shall review the MSP and make a recommendation to the Board of Trustees. The MSP shall then be reviewed at a public hearing by the Board of Trustees, .. This agenda item was continued from the last meeting. Clark Lipscomb continued his presentation on the Grand Park Master Sign Plan Amendment Proposal. The definitions for gasoline pump signs, hanging signs, informational/directional signs, marquee signs, merchandise signs, mural signs, plaques, political, civic & non-commercial signs, projecting signs, roof signs, definition of sign area, sign copy, temporary signs, wall signs, window & door applications, mixed use development and residential groupings were discussed, The following items were discussed in greater detail: . Gasoline Sign Pump - proportional to the size of the pump, Definition OK. Applicant to clarify exempt sign standard section. . Hanging signs - calculated from the wall signage amount. . Informational Directory Signs - Intended to direct people within the Village, store directory signs. The applicant agreed to revise the definition to reflect this, . Marquee Sign - The applicant agreed to provide language in the definition that these types of signs would only be allowed at prominent entries and they should not be allowed for residential groupings. . Merchandise Sign. The proposed definition is consistent with the approved Grand Park MSP. . Mural Sign - The Planning Commission generally liked this concept of murals but raised concerns about setting precedent. Most Commissioners thought that if there is a commercial component to a mural then it is advertising of which any signage on the mural should come out of the wall signage allowance, A special use review process (review by the Town Board) should be written in the MSP for any murals. . Plaque - Integrated into the architecture, Discussion about the difference between a plaque and a wall sign. Plaques are usually commemorative tablets or signs identify historical sites or structures that are integrated into the architecture. . Political, Civic, Noncommercial Sign - temporary . Projecting Sign - remove 900 requirement . Sign Area - Back-to-back or double faced signs are regarded as a single sign if both sides of the signs are identical. . Temporary Signs, Planning Commission supported staff compromise to extend the time frame to 45 days versus the 60 days proposed. . Wall Sign. The Planning Commission had much discussion about the proposed definition and how it deviates from the approved Grand Park MSP. . Window and Door Applications. The Planning Commission struggled to understand how this differs from merchandise signs. Taking out "painted" in the definition was discussed. . Residential Group. The Planning Commission suggested that residential groupings should be referred to as mixed use. . The Planning Commission requested the applicant to submit an illustration of how the proposed sign program would work. Chairperson Sumrall recommended that the applicant depict the proposed signage for the car wash and general store to be presented at the May 27'h PC meeting, . Staff reiterated that the narrative under the MSP Authority and Purpose section needs to be limited to just that - authority and purpose. The addition language/narrative needs to be deleted. . A definition of 'block' needs to be provided. . Staff reiterated that per the PO District regulations, an MSP shall include a complete set of design standards that establishes a unified theme for all signs, including architecture, materials, colors, letter and logo sizes, letter styles, lighting, mapping and other graphics. It shall also include identification of locations and sign sizes that relate to major decision points and destinations. The applicant stated that he wants the most flexibility possible and he will rely on his design review committee to ensure quality. Comm. Naill moved, and Comm. Shapiro seconded the motion to continue the First Amendment to Grand Park Master Sign Plan until May 27, 2009. Motion carried: 6-0. 5. Staff Choice . TP Trotter- None 6.
