Roll Call 2. Approval of March 25, 2009 meeting minutes. Comm. Soles moved, and Comm. Naill seconded the motion to approve the minutes, Motion carried: 7-0, 3. Open Forum a, None 4. Action Items a. First Amendment to Grand Park Master Sign Plan Grand Park Development, LLC is requesting an amendment to the Grand Park Master Sign Plan (GP MSP), The proposed amendment governs approximately 70 acres of property within Planning Areas 1Wa, 1Wb, and 2W in the 2005 Grand Park Planned Development District (GP PDD), Generally speaking, this amendment deals with the Village and the Willows area. The approved GP MSP approved at reception #2006-010226 Section B.3 references that a "specialty commercial master sign program" will be provided to the Town for these planning areas as an amendment to the GP MSP. The approved GP MSP was included in the packet, as was the Fraser Sign Code. Section 16-10-350 of the Fraser Sign Code governs signs in the Planned Development District. The Town Code states that '1he Planning Commission shall review the MSP and make a recommendation to the Board of Trustees. The MSP shall then be reviewed at a public hearing by the Board of Trustees. " TP Trotter outlined the process for the amendment proposal to the Grand Park Master Sign Plan. Ms, McCool briefed the Commission on how the Fraser Code, the Grand Park Master Sign Code and the Grand Park Master Sign Plan Amendment Proposal work together. Carrie McCool addressed the Commission on the staff report and correspondence that was included in the packet. Clark Lipscomb presented a Power Point presentation to the Commission on the Grand Park Master Sign Plan Amendment Proposal. The definitions for awnings & awning signs, banners, bulletin boards, canopy signs, construction screening, decorations, electronic message signs, flags, freestanding signs, gasoline pump signs, hanging signs, informational/directional signs, marquee signs and merchandise signs were discussed, The following items were discussed in greater detail: . Primary Signage should be proportional to the store front (i.e. to be based on the lineal footage of the store front). . The difference between awning & canopy signage as it relates to wall sign age allowance. . The need for banners and decorations crossing a public right-of-way to undergo a special review process. A ROW banner size of 120sq. ft. (double sided) was discussed as well as the support of banners. . The appropriate size and number of bulletin boards allowed as well as how they would be attached. . The concept of Construction Screening. Commission asked the applicant to bring back the actual footage of the screening and a rendering of the proposed screening. . Staff and PC talked about adding graphics to the MSP amendment and seeing an exhibit that depicts what all the signage collectively (locations, sign sizes, types, total number of numbers, etc) would look like throughout a section of the future development. Comm, Naill moved, and Comm. Brent seconded the motion to continue the First Amendment to Grand Park Master Sign Plan until April 29th, 2009 at 5:30, dinner will be served. Motion carried: 7-0. 5.
