COUNCIL MINUTES
INDUCTION MEETING
APRIL 14, 1997
The Induction Meeting of the Bal Harbour Village Council was
held on Monday. April 14. 1997, in the Council Chamber at the Bal
Harbour Village Hall. The meeting was called to order at 10:05
a.m. by Mayor Spiegel. The roll was called and those present were:
Mayor Estelle Spiegel
Councilman James E. Boggess
Councilman Andrew R. Hirschl
Also present: Alfred J. Treppeda, Village Manager
Jeanette Horton, Village Clerk
Richard J. Weiss, Village Attorney
Absent: Assistant Mayor Matthew B. Blank
Councilman Sol M. Taplin
As a quorum was determined to be present, the meeting
commenced.
2. Pledge of Allegiance: The Pledge of Allegiance was lead
by Councilman Hirschl.
3. Resolution: A resolution was read by the Village Clerk
certifying the Village Council Election.
A motion was offered by Councilman Boggess and seconded by
Councilman Hirschl to approve this resolution. The motion carried
with the vote as follows: Mayor Spiegel aye: Assistant Mayor Blank
absent; Councilman Boggess aye: Councilman Hirschl aye; Councilman
Taplin absent: thus becoming

RESOLUTION OF BAL HARBOUR VILLAGE CERTIFYING
VILLAGE COUNCIL ELECTION: PROVIDING FOR AN
EFFECTIVE DATE.
At this time. the newly elected Council took their place on the
dais.
4. Oath of Office: The Village Clerk administered the
Oath of Office to the newly elected officials, District 1 Peg E.
Gorson: District 3 Daniel S. Tantleff: District 5 Andrew R.
Hirschl.
5. Appointment of Temporary Chairperson: [t was agreed by
all present that Councilman Spiegel would serve as Temporary
Meeting Chairperson.
6. Election of Mayor: Councilman Spiegel called for

nominations for Mayor. Councilman Boggess nominated Councilman
Spiegel to serve as Mayor. There being no other nominations, a
motion was offered by Councilman Boggess and seconded by Councilman
Hirschl that Councilman Spiegel serve as Mayor. The motion carried
unanimously (5-0).
7. Election of Assistant Mayor: Councilman Boggess
nominated Councilman Hirschl to serve as Assistant Mayor. There
being no other nomination. a motion was offered by Councilman
Boggess and seconded by Councilman Gorson that Councilman Hirschl
serve as Assistant Mayor. The motion carried unanimously (5-0).
8. Oath of Office - Mayor and Assistant Mayor: The Village
Clerk administered the Oath of Office to Mayor Spiegel and
Assistant Mayor Hirschl.
9. Selection of Meeting Date: councilman Boggess
requested the meeting date be changed from Tuesday to Wednesday at
the same time 9:30 a.m. After much discussion, a motion was
offered by Assistant Mayor Hirschl and seconded by Councilman
Boggess to hold the regular meeting of the Village Council on
Wednesday at 9:30 a.m. starting in May. The motion carried with
the vote as follows: Mayor Spiegel aye; Assistant Mayor Hirschl
aye; Councilman Boggess aye: Councilman Gorson aye: Councilman
Tantleff aye.
At this time. Assistant Mayor Hirschl presented Mayor Spiegel with
a plaque on behalf of the Council. as a token of their appreciation
of her service as Mayor for the past two years. Assistant Mayor
Hirschl explained the plaque being octagon symbolizing her eight
years as Mayor of Bal Harbour.
10. Adjourn: There being no further business to come before
the Council. a motion was offered by Assistant Mayor Hirschl and
seconded by Councilman Boggess to adjourn. The motion carried
unanimously (5-0), and the meeting adjourned at 10:20 a.m.
