Davis, III, Interim City Manager � �' BY: Christian Valtierra, Interim Project Manage ���`� SUBJECT: CABLE FRANCHISE AND THE INTERNET PURPOSE: To inform the Lynwood Information Inc. about recent developments that are being discussed by the City of Los Angeles regarding their cable franchise agreement and Internet Service Providers, and after review, have the Chairman and Directors of the Lynwood Information Inc. receive and file this report. FACTS: On January 26, 1999, the City Council of the City of Los Angeles reviewed an ordinance to allow AT&T to acquire the City of Los Angeles, East Valley Cable Company. AT&T also plans to acquire TCI in a deal that is worth $40 million dollars. The importance of this proposal is that this would give AT&T access to lines running to about one-third of the homes nationwide. AT&T plans to provide subscriber TV, telephone service and high speed Internet access, all through the same cable lines. Internet service providers like America Online are crying foul over what the see as a monopoly by the cable companies in providing high speed cable internet access. These Internet service providers would like to use these same cable lines to transmit their services as well. Cable companies do not see this as a monopoly since other companies offer Internet services through high-speed modems. There has been discussion whether or not the Federal Communications Commissions might decide to rule on the matter and settle the debate. Until then, the courts might settle this dispute. At the time this agenda was posted, staff was able to determine that the ordinance to allow the purchase of East Valley by AT&T was approved by the Los Angeles City Council with modifications to the original proposal. Staff has requested a copy of the I proposal and modifications but were not received in time to do a thorough analysis. I ; One staff receives these documents, they will be reviewed and staff will report back to � the Lynwood Information Inc. as to its contents and applicability of any of these i conditions to the City of Lynwood. A copy of the Los Angeles Times article from i Tuesday January 26, 1999 is attached for your information.
