1. Call to Order
9:57am by JoAnna Keeley
Present: JoAnna Keeley, Sherry Rhyno, Meri Hartford, Bonny Campbell-Runyon, Pam
Feltus
Absent: Gail Gibson, Peter Brown, Clare O'Connor
2. Approval of Minutes of January 14, 2019 Meeting
Motion: to approve as presented: Feltus/Hartford
Vote: 4 in favor, 1 abstention by Rhyno who was not present at meeting.
Review of Unofficial Meeting of February 11, 2019
No action required.
3. Change in Meeting Time and Place for Committee
Motion: to begin meetings of this committee on second Monday of the month at 9:15,
arrival beginning at 9, in the rear conference room of the Old Firehouse (Please en-
ter side door.)
Vote: 5/0 in favor.
4. List of Contact Info for Committee Members
Members will receive a Conflict of Interest Form from Town Hall; please complete,
sign and return.
No formal action required.
5. Election of officers or interim officers
Chair, Co-Chair, Secretary, Treasurer, and Communications. Increase membership to
minimum of 9.
Motion: to continue leadership of Keeley and Rhyno until October as co-chairs while
members of this new committee become acclimated to goings on: Feltus/Runyon
Vote: 5/0 in favor.
6. Increase Committee membership to minimum of 9.
Motion: to appoint a Nominating Committee to report back individuals interested and
willing to serve who after approval by Committee will be invited to attend a meeting
before being offered to join. Keeley/Rhyno
Hartford and Rhyno offered/approved to serve.
Vote: 5/0 in favor.
7. OCD District Name Modification
Motion: to approve adoption that the official name of the district be "Orleans Cul-
tural District"Feltus/Hartford
Vote: 5/0 in favor. (Follow through to Board of Selectmen and MCC.)

8. OCD Gift Account with the Town
Motion: to establish a gift account for the district with the Town Finance Depart-
ment to be used to deposit/access funds raised by and/or for the district. Feltus/
Runyon
Vote: 5/0 in favor.
9. Campaign to Request Grant Matching Funds
Motion: to table this item for launching for an official campaign at this time, provid-
ing that donations may be accepted at any time. Runyon/Feltus
Vote: 5/0 in favor.
10. Review/Add/Develop Project Goals for 2019
No motion required. Discussion occurred, including:
• Looking into Patronicity for solicitations; offer to research made by Feltus.
• Feasibility of collaborating with the Orleans Improvement Association for a
sculpture at Brewster Crossing; Keeley to continue research
• Next OCD Meeting will include discussion of review of goals for this cycle
11. Cultural District Signage: Site Locations Committee Report
No motion required. Fetus and Hartford in research stage; on-going.
12. Visual Improvement for the Pedestrian Experience
Keeley and Runyon did a walk-through last week. Sandy Rhodes, a master gardener, to
be tapped for assisting with projects to beautify pockets of areas within walking
paths; on-going.
13. Cultural District Map Revision
Keeley reported that she met with Ron Petersen from Orleans Historical Commission
about possible collaboration with the Orleans Historical Commission on edits to the
new version of the map. The OHC is considering establishing (by requesting designa-
tion on the state and/or national level) that the area of Town from the French Cable
Station to Academy Place be designated an official historic district.
No action required. Editing and updating of last map is on-going.
14. Eye Spy Map Revision
On-going. Keeley reported two new murals in process.
Discussion of approaching Kid 'n Kaboodle owner and building owner about collaborat-
ing on renovation of whale mural on side of building facing Cumberland Farms, and
possible fencing.
Motion to authorize Keeley and Campbell-Runyon to pursue. Feltus/Hartford
Vote: 5/0 in favor.

15. Committee Input Requested
Initial rack card for district. Hartford scanned and emailed to OCD members for their
review and input for April meeting.
No action required.
16. Motion to adjourn at 11:57
