MINUTES OF THE BOARD OF ASSESSORS
Date : September 16 , 2019 — Regular Session

Present: Chair Belinda Eyestone ; Members G . Howard Hayes & Diane Salomon; Deputy ` 'lY
Assessor James Gallagher; Senior Department Assistant Erika Mawn
Call to Order : Ms . Eyestone called the meeting to order at 5 : 35pm .
1 . Report of the Deputy Assessor : Mr. Gallagher reported that the FY2020 Tax Rate Recap
has been submitted to DOR for approval . The expected tax rate will be $ 8 . 62 . Mr . Gallagher
also updated the Board of Assessors that although the Select Board approved a single tax rate
for FY2020 they want to have a policy discussion regarding the Residential Exemption prior
to the next classification hearing.
2 . Overlay Surplus Transfer Requests : The Board of Assessors reviewed the September 13 ,
2019 memo regarding an overlay surplus transfer . Ms . Eyestone moved to transfer $ 80 , 000
from .the Overlay Account to Overlay Surplus for the purpose of funding the second year of
PK Valuation Group ' s three year valuation contract . Ms . Salomone seconds the motion.
Approved unanimously .
3 . Classified Land Applications (Chapter 61 ; 61A, 61B) : Mr. Hayes moved to approve the
list of Classified Land Applications as recommended by the Deputy Assessor . Ms . Eyestone
seconds the motion. Approved unanimously .
4. Discuss Senior and Veteran Workwoff programs MGL Chapter 59 Sections 5K & 5N :
The Board of Assessors previously discussed and voted to support an increase in the Veteran
and Senior Work- off amounts from $ 500 to $ 1 , 000 . For clarification, the new policy
approved by the Select Board is an optional increase to $ 1 , 000 . Essentially, the applicant has
the option of working a certain number of hours for $ 500 or working twice the hours for
twice the exemption . The total combined amount reserved for the program is $25 , 000 . Ms .
Eyestone moved to support the revised Senior and Veteran Work- off program for FY2021 .
Mr . Hayes seconds the motion. Approved unanimously .
5 . Review and approve Regular Session Meeting Minutes ; August 29 , 2019 ,@ Ms . Eyestone
moved to approve the August 29 , 2019 minutes as presented. Mr . Hayes seconds the motion.
Approved unanimously, Ms . Salomone abstained (2 -04 ) .
6 . Topics the Chair did not reasonably anticipate : None

Executive Session (To comply with or act under the authority of, any general or special law or
federal grant-in- aid requirements : MGL Chap . 59 § 60 and MGL Chap . 214 § 1B)
At 5 : 46 pm Mr. Hayes made the motion to go into Executive Session for the reason noted above,
not to return to regular session. Ms . Eyestone seconds the motion. Roll call vote : Hayes — Aye ;
Eyestone — Aye ; Salomone — Aye , approved unanimously.
