HomeMy Public PortalAboutResolution 2020-10-04 Authorizing Expenditures for Water System Capital Project Engineering TOWN OF FRASER RESOLUTION NO. 2020-10-04 A RESOLUTION AUTHORIZING EXPENDITURE OF FUNDS FOR WATER SYSTEM CAPITAL PROJECT ENGINEERING WHEREAS, Water Supply Planning work has identified the need for certain improvements to the Fraser Water System; and WHEREAS, given economic uncertainty in 2020 the Town has been cautious with expenditures related to capital projects and programs; and WHEREAS, staff recommends completing engineering work for six important projects such that they will be ready for bidding and construction when deemed appropriate to do so. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF FRASER, COLORADO THAT: 1. The Town Manager is authorized to initiate engineering work for six projects as identified in the staff briefing in an amount not to exceed $102,000. SUMMARY AND BACKGROUND OF SUBJECT MATTER: Frasers potable water system has many needs for many reasons. Many of the identified projects need development prior to execution. Preliminary engineering is essential to define the projects, develop request for proposals, go to bid and execute a completed project. Town of Fraser PO Box 370, Fraser, CO 80442 office 970-726-5491 fax 970-726-5518 www.frasercolorado.com Fraser does not have the capacity to complete all of the suggested projects in 2021, but having the preliminary engineering in place allows the Town to evaluate and prioritize each project for the near future as well as start a project pipeline for longer outlooks. Fraser will be poised to accomplish its priorities in 2021 and set us up for success in years to come. Additionally, Fraser completing preliminary engineering and developing a pipeline of multiple future projects could pay long term dividends if the event of future federal infrastructure dollars. A one paragraph executive summary for each project is attached. Engineering estimates are anticipated at approximately 10% of project costs. Staff anticipates the below estimates to be fluid between projects, but not to exceed the total in aggregate. Scope of Work: Quail loop and valves $15,000 Blow offs and Fire Hydrants $35,000 PRVs MV/Fraser systems $15,000 Emergency interconnects $12,000 Byers Ave $15,000 GZPS parking $10,000 $102,000 The estimate for the project(s) in aggregate is $102,000.00. PROJECT SCHEDULE This request is for funds to design multiple projects. If approved, Staff will begin working with Merrick and Company for the design work for each project at various times, not as a group. All design will be completed by February 28, 2021. Durbin, AICP, ICMA-CM, Town Manager DATE: 10/7/2020 SUBJECT: Water Fund CIP project preliminary engineering executive summaries MATTER BEFORE BOARD: Consideration of a Resolution Authorizing the town staff to contract for engineering service for six potential 2021 Water Fund projects Amount of $100,000.00 BACKGROUND: Below is a list of Capital Projects identified by Staff that require engineering design prior to implementation Quail loop and valves $15,000 Blow offs and Fire Hydrants $35,000 PRVs MV/Fraser systems $15,000 Emergency interconnects $12,000 Byers Ave Waterline replacement $15,000 GZPS parking $10,000 $102,000 Below projects are not presented in any particular order. Quail loop and valves Residents of Quail Avenue are served by 6” diameter 1500+ ft long dead-end waterline line with a lack of functional valving or a terminal blow-off. This water line is a town vulnerability. This design results in poor fire flows, lesser water quality than today’s standards provide, and the lack of valving leaves the surrounding area vulnerable to service interruptions. The adjacent neighborhood, Wapiti Meadows, has a preschool and is especially sensitive to service interruptions. Valves circled in red cannot be found and the valve in green does not isolate. Completing a loop and inserting a couple of valves will increase system control, improve water quality, enhance fire flows, and reduce those effected when repairs are needed. Town of Fraser PO Box 370, Fraser, CO 80442 office 970-726-5491 fax 970-726-5518 www.frasercolorado.com Blow offs and Fire Hydrants Residents of ‘the fury critters’ are served by 6” diameter dead-end waterline line with terminal blow offs. The blowoffs are in various states of disrepair and most are not functioning. These factors in concert mean the area has lesser water quality and inadequate fire flows. The area would benefit in both water quality and fire suppression from improvements such as replacing dilapidated blow offs with hydrants and strategic looping. PRVs MV/Fraser systems Fraser has two connected water systems. The south system consisting of Grand Park and Rendezvous and a North System consisting of the ‘Old Town’ area and Byers Peak Ranch out of town service area. The portion circled in red is currently supplied by the North System, but was intended to be supplied by the South system water rights per the annexation agreement as it is Grand Park. The South System water rights are specific to South system and the annexation agreement provides a funding mechanism for water system development. The systems will have infrastructure needs as it is builds out. Without the PRVs, water infrastructure expenses associated with this specific area will fall on the North System and will be funded by Frasers property owners. The annexation agreement provides a funding mechanism for utility infrastructure needs if the area is supplied by the South System as anticipated. Emergency interconnects JFOC member are looking into interjurisdictional connections for emergency service connections between water providers. This will protect the health and safety of Fraser residents and businesses as well as the connected water providers from catastrophic events that could impair an entire system such as a wildfire. Byers Ave Waterline replacement Byers Avenue has been identified in the Town’s water model as having insufficient fire flows. The main (or portions of) is undersized at 4” diameter. Current standards require a minimum 8” diameter for water mains. History also shows the Byers Ave is a hot spot for frozen water service lines. Many residents on Byers freeze and/or bleed their services line to prevent freezing. Both situations could be the result of an undersized line at a shallow depth. Replacing the Byers Ave water main will improve local fire flows, decrease the number of frozen services, and minimize non-revenue water loss from line bleeding. Visibility is an issue in both directions year round while traction is an issue in the winter. As seen in the photos, the parking spot is perpendicular to the road hidden by trees in one direction and just after a steep blind turn in the other direction. Winter is worse. Snow plow banks eliminate any view of a vehicle in the driveway and the driveways pitch is often difficult to back out of and under blind conditions. The proposal is to add parallel parking along Rendezvous Road. This is a steep hillside and will require structural engineering.
