I � ACKNOWLEDGMENT OF POSTING ' Josef Kekula acknowledged the posting of the Traffic, Parking and Public Safety Commission �' Agenda on September 20, 2004. ; ROLL CALL � Commissioners, John Beimer, Manny Perez, Rodney White and Chairperson Pearline Calderon I answered roll calL Commissioner pomitila Aguilar was absent. Josef Kekula and Helen ; Sanchez from the Environmental Services Department were also present. A_PPROVAL OF MINUTES FOR MAY 27, 2004 MEETING � Chairperson Calderon asked for approval of minutes for the June 24, 2004 meeting. � Commissioner Perez stated that on page 2 Item #8, second paragraph, first ]ine, the minutes read � that Mr. Perez made the motion to accept or deny request, Mr. Perez stated that he made the � � � motion to accept the request. � i Chairperson Calderon called for a vote; a vote was taken to accept the minutes with correction. � all voted in favor to accept the minutes with correction. � SCHEDULED MATTERS ' At this time Chairperson Calderon stated that there would be a change of order of scheduled � matters to accommodate residents present. ' , � � j � ° ITEM #9 ON-STREET HANDICAP PARKING REQUEST AT 11821 FOURTH AVE. � � Chairperson Calderon opened-discussion on Item #9. Staff and tfie Commission discussed the item regarding the on-street handicap-parking request at 11821 Fourth Avenue. Mrs. Chacon . and her daughters were present to respond to any questions from the Commission. After a through discussion, Chairperson Calderon called for a vote to accept stafPs recommendation to deny request. A vote was taken, all voted in favor of denying request. TTEM #11 ON-STREET PARKING REOUEST AT 3720 CARLIN AVENUE Chairperson Calderon opened discussion on Item #1 I. Mr. Robert Cohee resident at 3720 . " Carlin Avenue was present to discuss his request for a handicap parking space. Commissioner White brought up the issue that teachers working at Lynwood High School and . Mark Twain School use the street parking and ignore the TWO HOURS PARKING code on the ' south side of Carlin Avenue. He stated that when he calls the Sheriff or Parking Enforcement he gets no response. - Mr. Cohee no longer drives but stated that if the code were enforced it would help alleviate his problem. After a through discussion with staff and Commission, it was recommended that staff would notify Mr. Whitaker of the City's Parking Enforcement to monitor south side of street. . (Please note that at present time, Carlin Avenue is under reconstruction, and monitoring would begin when street has been completed). Chairperson Calderon called for a vote to deny request, with the recommendation to monitor the south side of street. A vote was taken, all voted in favor to deny request with the recommendation to monitor south side of Carlin Avenue. ITEM#10 ON STREET HANDICAP PARKING REOUEST AT 3937 CORTLAND STREET . Chairperson Calderon opened discussion for Item #10. Mrs. La Ressa Grimes and her daughter . were both present to speak on behalf of their request, both being disabled. Ms. Grimes stated that the van thaf picks up her mother will only load her by having the van parked along the curb. Commissioner White asked Ms. Grimes why they are not using the two-car garage located at the rear of the property. She stated that the garage was not built deep enough to fit her vehicle; 4herefore, theywere using it for storage. Commissioner White suggested that Mrs. Grimes check with Planning Division for assistance to rebuild garage to make it useful for parking their cars. Ms. Grimes also stated that cars are parked in alley blocking her garage entrance, and when he has called the city or Sheriff has never gotten any response. The Commission agreed to go back and visit Mrs. Grime's location. After a through discussion Commissioner Perez made the motion to table this item to the October Meeting. 2 'and visit Mrs. Grime's location. ITEM #8 ON STREET HANDICAP PARKING REQUEST AT 5126 CLARK STREET Chairperson Calderon opened discussion on Item #8. Commissioner White stated that this is the second iequest for handicap space. On the application Mrs. Wilkerson stated that the - apartmenCbuilding on Clark and Atlantic Avenue have residents that own several cars and is causing a problem for parking on that street. � Commissioner White stated that in his conversation with Mrs. Wilkerson all thc cars have plates and tagged legally. Therefore, at this time no violation has been made, and commission would vote to deny request. Chairperson Calderon called for a vote to accept stafPs recommendation to denyrequest, a vote was taken and voted im favor of denying request. ' ITEM #7 ON STREET HANDICAP PARKING REQUEST AT 11305 ELM STREET � Chairperson, Calderon opened discussion on Item #7. Chairperson Calderon stated in visiting this location, resident has a garage and a driveway. Commissioners agreed that they did not feel the request was necessary. Chairperson Calderon called for a vote. A vote was taken, all voted in favor of accepting staff s recommendation to deny request. PUBLIC ORAL COMMUNICATION None. REVIEW OF UP COMING ITEMS SYaff informed the Commission that there would be two handicap parking requests at the October meeting. INFORMATIONAL ITEMS Staff informed the Commission of the cunent Capifal Improvement Projects. COMMISSIONER ORALS Commissioner Perez spoke on behalf of permit parking limiting vehicles per household. Commissioner White stated that he would like to see the Commission look into permit parking . with the issues of number of cars per household that are allowed to park in street, permit for . 3 overnight parking eta He would like the Commission to write a letter to Council supporting - this issue. He also stated that he would like to see a copy of map of city brought to meeting, and - � �Sheriff attends meetings on a regular basi"s: � �� Commissioner Calderon agreed with Commissioner White regarding parking and the lack of a Sheriff at meeting. She stated that on Carlin Avenue in front of Mark Twain needs a warning ' signal at Carlin Avenue and Thorson. She inquired about the painting of curbs in front of schools. She wants to laiow about storm drains, staff replied the procedure for cleaning city draiqs, and explained that Los Angeles County is responsible to cleaning catch basins and storm drains. Del Rio PURPOSE � To recommend that the Traffic and Parking Commission review the application for an on-street handicap parking space in front of 3623 Agnes Avenue. BACKGROUND: A request for an on-street handicap parking space was received from Rina M. Del Rio, ' resident of 3623 Agnes Avenue. ANALYSIS: City Council Resolution 79-89 outlines warrants for assigning on-street handicap parking. In order to assign an on-street handicap parking space all of the following warrants must be met: 1. Applicanf (or guardian) must be in possession of a valid license plate or a lap card for "Disabled Persons" or "Disabled Veterans" issued by the California Department of Motor Vehicles on the vehicle. 2. The proposed disabled parking space must be in front of the disabled persons' place of residence. 3, Subject residence must not have off-street parking available or off-street space that may be converted into disabled parking. 4. Applicant must provide a signed statement from a medical doctor that the disabled person is unabie {even with the aid of crutches, braces, walker, wheelchair or similar support) to travel more than 50 feet between his or her home and automobile without the assistance of a second person. 5. Applicant must pay an initial fee of $ 50.00 to cover the cost of field investigation, June24, 2004 II � � installation, maintenance and future removal. 6: Applicant must pay an annual fee of $25.00, after the first year to cover the cost of the yearly investigation to confirm the present need for the handicapped parking zones. Staff phone interviewed Mrs. Del Rio, Mother of Jose Alfredo Jimenez. 5he stated that her son suffers from cerebral palsy with developmental delay. Mrs. Def Rio also stated that her son is paraplegic with the left side of his body paralyzed. Jose Alfredo uses a wheelchair to move around. Mrs. DeI Rio stated that she takes his son to the doctor four times a week. Mrs. Del Rio also stated that parking space in front of her house is not always available for her to park. Jose Alfredo is 9 years old. At the present time, there is a 2-car garage located in the back of the property, which can be readily accessed from the street via the concrete driveway (see attached map). Staff's opinion is that Mrs. Del Rio does have on-site parking facility. Based on this reasoning, their request for the on-street handicap parking is not justified. Staff is recommending denial of this request. ANALYSIS: City Council Resolution 79-89 outlines warrants for assigning on-street handicap parking. Jn order to assign an on-street handicap parking space all of,the following warrants must be met 1. Applicant (or guardian) must be in possession of a valid license plate or a lap card for "Disabled Persons" or "Disabled Veterans" issued by the California Department of Motor Vehicies on the vehicle. 2. The proposed disabled parking space must be in front of the disabled persons' place of residence. 3. Subject residence must not have off-street parking available or off-street space that may be converted into disabled parking. 4. Applicant must provide a signed statement from a medical doctor that the disabled person is unable (even with the aid of crutches, braces, walker, wheelchair or similar support) to travel more than 50 feet between his or her home and automobile without the assistance of a second person. 5. Applicant must pay an annual fee of $25.00, after the first year, to cover the cost of the yeariy investigation to confirm the present need for the handicapped parking zones. Staff inet with Mrs. Romero at the site to review application for husband. Mrs. Romero stated that her husband suffered a stroke on 8/10/04. On that same date Mr. Romero underwent a brain surgery due to severity of stroke. Mrs. Romero stated that due to stroke, the left half of Mr. Romero's body became paralyzed. Mr. Romero now is unable to walk and uses a wheelchair to move around. Mr. Romero is 48 years old. At the present time, there is an attached 2-car garage located in the back of the property, which can be accessed from the alley (see attached map). However, Mrs. Romero stated that the door leading to the garage is somehow narrow for the wheelchair to go through. Due to this door being so narrow, Mr. Romero now must go out through the front door to get to a vehicle when he needs to be taken by Mrs. Romero to see a doctor. Mrs. Romero also stated that parking space in front of her house is not always available for her to park. It was also observed that there is no wheelchairramp to get to the alley, which leads to the garage. Staff's.opinion is that Mr. Rornero does have on-site parking facility and can be readily accessed if the door leading to the attached garage is modified to accommodate the wheelchair. Based on this reasoning, their request for the on-street handicap parking is not justified. Staff is recommending denial of this request. RECOMMENDATION: � Staff recommends that the Traffic and Parking Commission review this application and concur with staff's denial of the on-street handicap-parking request in front of 12009 Second Avenue.
