INVOCATION CommissToner White delivered the invocation. PLEDGE OF ALLEGIANCE Commissioner Beimer led the Commission in the Pledge of Allegiance. ACKNOWLEDGMENT OF POSTING Miguel Alvarez acknowledged the posting of the Traffic, Parking and Public Safety Commission Agenda on May 27, 2004. ROLL CALL I Commissioners, John Beimer, Manny Perez, Audrey Lopez Rodney White and Chairperson I Pearline Calderon answered roll call. Commissioners Domitila Aguilar, Cecelia Dove and were absent. At that time, Miguel Alvarez announced that Commissioner pove would be resigning as I Commissioner due to health problems and she will be presenting her letter to City Clerk's I office. Miguel Alvarez and Helen Sanchez from the Environmental Services Department were � also present. J j I APPROVAL OF MINUTES FOR APRIL 22. 2004 MEETING � Commissioner Beimer made the motion to accept the minutes as written. Commissioner White I seconded the motion and all voted, to accept the minutes. i I � PUBLIC ORAL COMMUNICATION � ' Mr. David Moreno, business owner of the Rotisserie Chicken Cafe at 3537 Martin Luther King + Jr. Boulevard, he stated that he is having a problem with parking for his business. He asked if it I would be possible to paint the curb green with 30 minute pa�king on San Antonio just north of i Martin LuYher King Jr. Boulevard. He stated that this area is being used by the residents of South Gate who park there all day and by employees of the auto Repair Service that is located in � the same complex. r � 1 I I ( � SCHEDULED MATTERS ITEM #7 ON-STREET HAND[CAP PARKING REOUEST AT 11669 ELM STREET Chairperson Calderon opened discussion on Item #�. Staff and the Commission discussed the item regarding the on street handicap-parking request at 11669 Elm Street. Applicant Xiomara Lockett was present and discussed her request. She spoke Spanish therefore Commissioner Lopez translated for her. After a brief discussion, Commissioner White made the motion to � accept staff's recommendation to deny the request, Commissioner Perez seconded the motion. Chairperson Calderon called for a vote. All voted to approve staff's recommendations except for Commissioner White who abstained. Chairperson Calderon stated that the election of new officers was not put on the agenda, and inquired if the Commission wanted to proceed with the election. Commissioner Beimer made the motion to table to next meeting, Commissioner Perez seconded the motion. REVIEW OF UP COMING ITEMS Staff informed the Commission that there will be one handicap-parking request at 3881 Cortland Avenue at the June meeting. INFORMATIONAL ITEMS I Staff distributed copies of the Annual Report of Fatal & Injury for 2001. There was a brief I discussion of the numbers concerning the City of Lyriwood. I JD Whitaker, City of Lynwood Parking Enforcement Manager, addressed the Commission � regazding the information on oversized vehicles he had distributed to them months ago. He I asked them for their comments, and reviewed the information. Mr. Whitaker will return next � month for the feedback from Commissioners. I COMMISS[ONER ORALS I Commissioner Lopez commended JD Whitaker for the time he has spent a Roosevelt School. � She stated that he has been at that school every morning and afternoon to help control traffic � during the opening of school, and in the afternoon when parents come to pick up their children. His presence has made a big difference to school staff, parents and students. She also inquired ' if a green left tum arrow could be installed at the intersection of State Street going south onto 1 Imperial Highway in front of Plaza Mexico. i Commissioner Lopez stated that mini bikes are a problem in the city. Very young children � without proper safety gear are operating them, and they run up to 35 miles per hour. She would i like to see an ordinance banning them on streets in the City of Lynwood. � Commissioner Beimer stated that he would like to see an ordinance for the RV's. He suggested ' that the Commission contacf "GOOD SAM" for information regarding RV's. ; t z � � � Commissioner Perez asked staff to send him a copy of Resolution 79-89. Staff responded they would mail him a copy. Commissioner White: none. Commissioner Calderon requested staff to bring an updated copy of the request log. She also stated that she has noticed that contractors were using.proper traffic control. ADJOURNMENT Commissioner Perez made the motion to adjourn Ihe meeting. I , i � 3 I � i � DATE: June 24, 2004 TO: THE HONORABLE CHAIRMAN AND MEMBERS OF THE TRAFFIC AND PARKING COMMISSION FROM: Yadi Farhadi, P.E., Director of Environmental Services/City Engineer �� � Miguel Alvarez, Civil Engineering Associate SUBJECT: ON STREET HANDICAP PARKING REQUEST 3881 Cortland Street APPLICANT: Peariine Edwards PURPOSE: To recommend that the Traffic and Parking Commission review the application for an on-street handicap parking space in front of 3881 Cortland Street. . BACKGROUND: A request for an on-street handicap parking space was received from Pearline Edwards, resident of 3881 Cortland Street. ANALYSIS: City Council Resolution 79-89 outlines warrants for assigning on-street handicap parking. In order to assign an on-street handicap parking space all of the following warrants must be met: 1'Applicant (or guardian) must be in possession of a valid license qlate for "Disabled Persons" or "Disabled Veterans" issued by the California Department of Motor Vehicles on the vehicle. i 2. The proposed disabled parking space must be in front of the disabled persons' place of residence. 3. Subject residence must not have off-street parking available or off-street space that may be converted into disabled parking. 4. Applicant must provide a signed statement from a medical doctor that the disabled I person is unable (even with the aid of crutches, braces, walker, wheelchair or similar � support) to travel more than 50 feet between his or her home and automobile without the assistance of a second person. � 5. Applicant must pay an initial fee of $ 50.00 to cover the cost of field investigation, � I � I I I instaliation, maintenance and future removal. 6. Applicant must pay an annual fee of $25.00, after the first year, to cover the cost of the yearly investigation to confirm the present need for the handicapped parking zones. Staff met with Mrs. Dianne Boatner, daughter of Pearline Edwards, at the site to review the application. Mrs. Boatner stated that Mrs. Edwards suffers from heart disease and has difficulty walking from the garage to the house. The garage is fifty (50) feet from the house. Mrs. Edwards uses a walker to aid her walking. However, she uses a � wheelchair most of the time to move around. Mrs. Boatner stated that she takes her mother, who is 78 years old, to the hospital once a week to see the doctor. Mrs. Boatner also stated that parking space in front of her house is not always available for her to park and she sometimes has to double park, drop her mother off and then park quite a distance wherever she finds parking. At the present time, there is a two-car garage located in the back of the property, which can be readily accessed from the alley (see attached map). Staff's opinion is that Mrs. Edwards does have on-site parking facility. Based on this reasoning, their request for the on-street handicap parking is not justified. Staff is recommending denial of this request. RECOMMENDATION: Staff recommends that the Traffic and Parking Commission review this application and concur with staffs denial of the on-street handicap-parking request in front of 3881 Cortland Street. In order to assign an on-street Handicap parking space all of the following warrants must be met � 1. Applicant (or guardian) must be in possession of a valid license plate for "Disabled Persons" or "Disabled Veterans" issued by the California Department of Motor Vehicles on the vehicle. 2. ' Staff met with Mrs. Rodriguez, Mother of Robert Alexander Garibay, at the site to review the application. Mrs. Rodriguez stated that her son suffers from cerebral palsy, which causes half of his body to be paralyzed. Due to this physical impairment, Mrs. Rodriguez stated that her son uses a brace in one his legs to aid his walking. Mrs. stated that she takes his son to therapy once a week. Mrs. Rodriguez also stated that parking space in front of her house is not always available for her to park. Robert Alexander is 6 years old. At the present time, there is a 3-car garage located in the back of the property, which can be accessed from the alley (see attached map). However, Mrs. Rodriguez stated that due to some homeless people around the area, it is very unsafe to use the garage. Staff's opinion is that Mrs. Rodriguez does have on-site parking facility. Based on this reasoning, their request for the on-street handicap parking is not justified. Staff is . recommending denial of this request. FACTS: At the present time�two (2) crosswalks on Lynwood Road at School Street serve students of Wilson Elementary School and residents living in the area. However, the crosswalk that is situated on the westerly side of School Street is not in comp�iance with the American With Disabilities Act (ADA). Said crosswalk currently leads to the opening of an existing catch basin. Because of this catch basin, a wheel chair ramp cannot be constructed to make it ADA compliant. At the present time and under one of the Capital Improvement Projects, School Street is being reconstructed and the crosswalks, stop bars and other pertinent striping are repainted. The American With Disabilities Act (ADA) requires that whenever an improvement is done on or within existing public right-of-way structures, said structures shall be reconstructed to comply with ADA guidelines. ANALYSIS: , In an effort to continuously improve traffic and pedestrian safety around schoofs, staff has reviewed the need for the westerly crosswalk on Lynwood Road at School Street. The subject crosswalk is presently located on the westeriy side of School Street on Lynwood Road, which leads to Wilson School. The subject crosswalk is fully protected by three-way stops. The crosswalk located on the easterly side of School Street on I Lynwood road shall remain in place since it is ADA compliant. � ' Since the subject crosswalk cannot be made ADA compliant due to presence of the � catch basing opening, the City would normally eliminate it by not replacing it during the � reconstruction of the street pavement. + I � TPC04002 - I I In view of the fact that the intersection wili still be provided with a functional and protected crosswalk after the elimination of the subject crosswalk, staff recommends eliminating the westerly crosswalk on Lynwood Road at School Street. ' Before removing the subject crosswalk,. staff will post notice of such on the local newspaper and the City's Internet website. ' RECOMMENDATION: To recommend that the Traffic and Parking Commission review and support staff's recommendation to eliminate the westerly school crosswalk on Lynwood Road at School Street.
