INVOCATION Commissioner pove delivered the invocation. PLEDGE OF ALLEGIANCE � Commissioner Perez led the Commission in the Pledge of Allegiance. I I ACKNOWLEDGMENT OF POSTING � Paul Nguyen acknowledged the posting of the Traffic, Parking and Public Safety Commission I Agenda on February 19, 2004. ! I ROLL CALL � i Commissioners John Beimer, Cecelia Dove, Manny Perez and Chairperson Pearline Calderon � answered roll call. Commissioners Audrey Lopez was absent. Commissioner Rodney White i was also absent because of conflict with another city meeting which he chaired. Paul Nguyen and Helen Sanchez from the Environmental Services Department and Deputy Joel Ulloa from � the Century Station were also in attendance. APPROVAL OF MINUTES FOR NOVEMBER 23, 2003 MEETING � � Commissioner pove stated that there was a discrepancy in the minutes of Item #8. The i paragraph "She did not feel that this was a problem" should be corrected as "She did not feel � that the visibility was a problem". Commissioner Beimer made the motion to accept the minates j with said corrections. Commissioner Perez seconded the motion and all voted to accept the i mmutes. � � PUBLIC ORAL COMMUNICAT[ON ! Mr. Frank Calderon of 4029 Josephine Street, Lynwood addressed the Commission regarding j Item #8. He stated that he had written a letter to the US. Department of Civil Rights regarding the issue of putting back the drive approach or issuing the handicap parking space in front of 4029 Josephine Street. Mr. Calderon read a portion of the letter to the Commission. I i ! I I Mrs. Curlin of 3146 Flower Street addressed the Commission regarding the notification she had received on parking restriction of oversized vehicles. She wanted to know if permits are available so that she can keep her vehicle parked in front of her home. Staff explained the Lynwood Municipal Codes prohibits parking of vehicles higher than 72" in residential streets for a period of more than three hours. Chairperson Calderon stated that this issue would be discussed during commissioner orals. SCHEDULED MATTERS ITEM # 7- ELECTION OF OFFICERS FOR THE YEAR 2004. Chairperson Calderon opened the nomination for chairpersonship. Commissioner Perez nominated Mrs. Calderon for a second term as Chairperson. Due to the fact that there were only four commissioners in this meeting and that the new member has not yet been swom in, staff recommended that the election be contimied until the March meeting when there is a full commission. A vote was taken and all voted to continue the election to the March meeting. At this time, Councilman Rodriguez sware in Domitila Aguilar as a new member of the Traffic and Parking Commission. Commissioner Aguilar took her seat and spoke briefly. ITEM #8 ON —STREET HANDICAP PARKING REOUEST AT 3940 LUGO AVENUE. I ' Chairperson Calderon opened discussion on Item #8. There was no one in the audience to ; represent Yhe applicant. Staff and the Commission discussed the item regarding the re- � ins[allation of the drive approach. Staff suggested that the Commission make a decision to i grant or reject the handicap parking space request. After a thorough discussion among the Commission and with staff, Commissioner Perez made the motion to approve the request. i Chairperson Calderon seconded the motion. A vote was taken and Commissioners Perez and Calderon voted for the approval. Commissioners Beimer and Dove voted against the approval. Commissioner Aguilar abstained from voting until she could familiarize herself with the item. I Because of the tight vote, Commissioner Perez made the motion to bring back the item in the next month meeting. Commissioner pove seconded the motion and all voted in favor. � ITEM #9 ONE WAY STREET SURVEY RESULTS FOR ROOSEVELT SCHOOL AREA I Staff explained the purpose of the survey to the Commission. Commissioner Aguilar inquired about the number of surveys that were sent to residents and the response. Staff provided the � statistical result to the Commission. The survey results did not support the proposed one-way I street conversion. REVIEW OF UP COMING ITEMS � I I Staff informed the Commission that there will be at least three new applications for l�andicap ! parking spaces one at Agnes Avenue, Brewster Avenue and Carlin Avenue, which staff will ' present to the Commission at the March meeting. The continued Item #8 will also be presented at this meeting. INFORMATIONAL ITEMS � Deputy Ulloa from Century Station provided the Commission with an update on the Sheriff's � activities. He stated that he had worked on improving the traffic safety at Roosevelt School and have tried to introduce the valet program, but the parents did not support it. z '' I i COMMISSIONER 012ALS Commissioner Aguilar stated that the Safety Program Mr. Robinson spoke about was a very good idea. She agreed with the other commissioners that a partnership with the other commissions would be very helpful. Commissioner pove stated that she would like to see a town hall type meeti�g held in Lynwood with adults and children that would center on `SAFETY' issues. She asked staff to help her by giving her guidelines on how to organize this type of event. Staff stated that the OTS Grant that the Sheriffls Department is implementing may provide far this type of public outreach/ education relative to traffic safety. Staff will be looking into it. Commissioner pove also asked For staffls opinion regarding the issued of parking oversize vehicles on residential streets brought up earlier by Mrs. Curlin. Staff responded that the prohibition of this type of parking is set by the City Code and the resident would have to park the oversize vehicle off the street. Commissioner Beimer requested to have a copy of Chapter 7 of the Lynwood Municipal Code. Staff responded that they would bring one to the next meeting. Commissioner Perez expressed that he was sorry he could not help the residents regarding the RV's. He reminded them that the Commission cannot change the city ordinances but can only provide advice. Commissioner Calderon stated that there has to be some sort of program put in action that will � educate the children and enforce the program. She stated that she had heard there was going to ' be an increase in the pazking meter fees. She asked staff to look into the matter and get back to � this commission at the next meeting. She thought that it be good if the City could look into � providing the residents who do not have a place to park their oversize vehicles. , She was happy to hear that Mr. Robinsons' program was being utilized in the city. Chairperson � Calderon asked staff to bring back the report that summarizes the requests made by this commission. ADJOURNMENT � I Commissioner Perez made the motion to adjourn the meeting. Oliver PURPOSE: To recommend that the Traffic, Parking and Safety Commission review the application for an on-street handicap parking space in front of 3940 Lugo Avenue. BACKGROUND: A request for an on-street handicap parking space was received from Louis R. Oliver, resident of 3940 Lugo Avenue. Staff first presented this request to the Traffic and Parking Commission on January 22, 2004. However, due to the possible involvement of City Council regarding the reinstaliation of a drive approach at said address, the Traffic and Parking Commission decided to continue the review of this request. I On February 26, 2004, staff brought back this item to the Commission. At that time, the i� re-installation of a drive approach at said address was still unresolved. Because of a � tight vote (2 yes, 2 no and 1 abstained) on the motion to approve the handicap parking � request (see February 26, 2004 meeting minutes), the Commission continued this item I to the March meeing. On March 17, 2004, the Lynwood City Council approved the re-installation of a drive I approach at this location. � ANALYSIS: � I City Council Resolution 79-89 outlines warrants for assigning on-street handicap parking. In order to assign an on-street handicap parking space all of the following i warrants must be met: i 1. Applicant (or guardian) must be in possession of a valid license plate for "Disabled ', Persons" or "Disabled Veterans" issued by the California Department of Motor � Vehicles on the vehicle. � I � H:\WORDPILE�PU6WOR6S\TPC\"1'NC Irems\tpc04001.DOC I _.. 2. The proposed disabled parking space must be in front of the disabled persons' place of residence. 3. Subject residence must not have off-street parking available or off-street space that may be converted into disabled parking. 4. Applicant must provide a signed statement from a medical doctor that the disabled person is unable (even with the aid of crutches, braces, walker, wheelchair or similar support) to travel more than 50 feet between his or her home and automobile without the assistance of a second person. 5. Applicant must pay an initial fee of $ 50.00 to cover the cost of field investigation, installation, maintenance and future removal. 6. Applicant must pay an annual fee of $25.00, after the first year, to cover the cost of the yearly investigation to confirm the present need for the handicapped parking zones. Staff met with Mrs. Oliver at the site to review the application. Mr. Oliver and his wife are both handicapped. Both husband and wife are 69-year old. Mr. Oliver uses a wheelchair and sometimes a walker to aid his walking. Mrs. Oliver stated that her husband also has diabetes and kidney problems. He is picked up by a med-van and taken to the hospital for dialysis treatment three times a week. Mrs. Oliver also uses a cane to aid her walking since both her knees are damaged. She stated that both her knees are going to be replaced. + At the present time, there exists a detached 1-car garage at this property. The garage is � in the back next to the alley. The driveway approach in the front was closed off in 2002 � when the street was reconstructed (see attached sketch). The driveway in the front still I is in place. Mrs. Oliver stated the parking space in front of her house is not always available for her or his husband to park. Mrs. Oliver also stated that it is very difficult for � the med-van to locate available parking when Mr. Oliver is picked up. I ! With the recent City CounciPs approval to re-install a drive approach at this address, ' which would lead to an on-site driveway, the applicanYs request for the on-street I handicap parking is not justified. He has not undergone any surgeries. However, he claims that sometimes is difficult for him to walk. At the present time, there exists a detached one-car garage at his property. The garage is in the back next to ailey (see attached sketch). Mr. Robles stated the parking space in front of his house is not always available for him to park. Staffs opinion is that Mr. Robles does have on-site parking facility. Based on this reasoning, his request for the on-street handicap parking is not justified. Staff is recommending denial of this request. Mr. Williams is handicapped, and sometimes he uses a cane to aid his walking due to problem with his equilibrium after he got first stroke in 1992. He stated that he can walk with di�culty within a distance of 15 to 50 feet. Mr. Williams is 62 years old. At the present time, there exists a concrete driveway with carport that leads to a � detached two-car garage at his property (see attached sketch). Mr. Williams stated the parking space in frontof his house is not always available for him to park. � � Staff's opinion is that Mr. Wiliiams does have on-site parking facility. Based on this reasoning, his request for the on-street handicap parking is not justified. Staff is recommending denial of this request. Faitala T. Failauga PURPOSE: To recommend that the Traffic, Parking and Safety Commission review the application for an on-street handicap parking space in front of 4361 Brewster Avenue. BACKGROUND: A request for an on-street handicap parking space was received from Rev. Failauga, pastor of The Light House Samoan Pentecostal Church of God located at 4361 Brewster Averiue. ANALYSIS: City Council Resolution 79-89 outlines warrants for assigning on-street handicap parking. In order to assign an on-street handicap parking space all of the following warrants must be met 1. Applicant (or guardian) must be in possession of a valid license plate for "Disabled Persons" or "Disabled Veterans" issued by the California Department of Motor Vehicles on the vehicle. 2. The proposed disabled parking space must be in front of the disa6led persons' place of residence. 3. Subject residence must not have off-street parking available or off-street space that may be converted into disabled parking. . 4. Applicant must provide a signed statement from a medicai doctor that the disabled person is unable (even with the aid of crutches, b�aces, walker, wheelchair or similar support) to travel more than 50 feet between his or her home and automobile without I � the assistance of a second person. Applicant must pay an annual fee of $25.00, after the first year, to cover the cost of the yearly investigation to confirm the present need for the handicapped parking zones. Staff met with Rev. Failauga at the site to review the application. Rev. Failauga is handicapped. He is 63 years old. Rev. Failauga sometimes uses a cane to aid his walking due to severe a�thritis. He has not undergone any surgeries. However, he claims that is very difficult for him to walk distances greater than twenty (20) feet. At the present time, there exists an asphalt-paved lot behind the church. The lot is accessible through the rear alley (see attached sketch). He stated that lot is primarily used for church members to cook meals for church events held every Sunday. Rev. Failauga stated the parking space in front of the church is not always available for him to park during church services on Sundays or during the weekdays when other church events take place. '. Staff's opinion is that Rev. Failauga does have on-site parking facility. Based on this , reasoning; his request for the on-street handicap parking is not justified. Staff is recommending denial of this request.
