' INVOCATION I Delivered by Ms. Carol Reese. ' PLEDGE OF ALLEGIANCE I Commissioner Beimer led the Commission in the Pledge of Allegiance. ACKNOWLEDGMENT OF POSTING � i Miguel Alvarez acknowledged the posting of the Traffic, Parking and Public Safety � Commission Agenda on January I5, 2004. ' ROLL CALL � I Commissioners John Beimer, Cecelia Dove, Rodney White, Roberto Vazquez and Chairperson I Pearline Calderon answered roll call. Commissioners Manny Perez and Audrey Lopez were absent. Miguel Alvarez and Helen Sanchez from the Environmental Services Department were � also in attendance. � I I APPROVAL OF MINUTES FOR NOVEMBER 23. 2003 MEETING � � Commissioner Beimer stated that there might be discrepancy in the minutes. He referred to the j dates of agenda posting and meetings for the months of October and November 2003. Staff ' I responded that they would check the dates and correct if necessary. Commissioner Beimer I made the motion to accept the minutes with carrections if necessary, Commissioner pove � seconded the motion. PUBLIC ORAL COMMUNICATION � ' Mr. Albert Jimenez. of 3997 Lugo Avenue, Lynwood, addressed the Commission regarding I vehicle license fees for tags and registration. He feels that the citizens of the State of California � � should be more informed on how money from tags and registration is distributed. � I i SCHEDULED MATTERS ITEM # 7- PRESENTATION BY MR. GREG ROBINSON, DIRECTOR OF THE LOS ANGELES COUNTY EAST RANCHO DOMINGUEZ SERVICE CENER ON PUBLIC i SAFITY. Mr. Robinson spoke in regards to traffic safety for children ages 0— 6 by providing them with car seats. He also will be making presentations to older children regarding bicycles and the importance of wearing helmets. Mr. Robinson introduced three of his colleagues who will be making these presentations. They will be serving Lynwood, Compton, Carson and the City of Paramount. Mr. Robinson announced the first presentation to be held on Friday January 23, 2004 at 4513 E. i Compton Boulevard in the City of Compton, staRing at 3:OOpm. He asked the Commission to ( guide him to anyone associated with the City that would be interested in his services. A couple I of commissioners responded and made appointments with Mr. Robinson. I'CEM #8 ON —STREET HANDICAP PARK[NG REQUEST AT 3940 LUGO AVENUE. � Chairperson Calderon opened discussion on Item #8. There was no one in the audience to ' represent the applicant. Commissioner pove stated that she had visited the location, and found j that the only entrance was through the alley. She did not feel that this was a problem. Mr. I Beimer and Mr. Vazquez agreed. Commissioner White also stated that he had visited the i location, and that he spoke to Mr. Oliver. Mr. Oliver told him that he had a driveway that did not lead to a garage, and when the street was reconstructed the driveway was taken away. Mr. � White stated that if that driveway is re-opened the problem will be solved. Chairperson � Calderon agreed with Mr. White. � I During this discussion, Ms. Lorrain Reed who was sitting in the audience stated that this issue was brought before the City Council and Planning Division was looking into returning the I driveway to the applicant. i Mr. White made the motion to continue this item until the February meeting because by then the � Commission would know what action would be taken by the Planning Division. The motion ' was seconded by Mr. Beimer and all voted in favor of continuing this item. I REVIEW OF UP COMING ITEMS i Staff informed the Commission that at the result of the one-way-street survey for the area of I Mallison Avenue and Ruth Street would be presented in the February meeting. Commissioner i Beimer brought up the suggestion to paint the letters "KEEP CLEAR" on Imperial Highway in front of Mallison Avenue so that motorist could turn left at that intersection. Also staff � informed the Commission that the elections for Chairperson and Vice Chairperson would be � held at the February meeting. I I � I � 2 INFORMATIONAL ITEMS Commissioner White informed the Commission of a meeting to be held on February 4, 2004 of the Advisory Committee for The I-710 Freeway Extension of which he is the chairperson. He explained the importance of this meeting and what effects it would have on the residents of Lynwood. There was a discussion among the commissioners that followed Mr. White announcement. COMMISSIONER ORALS Commissioner Beimer: none. , Commissioner pove stated that she would like to see a Town Hall type meeting held in I Lynwood with adults and children that would center on `SAFETY' issues. She would like to � see the Sheriff's Department there to answer questions from the community, food, demonstrations etc. Commissioner Vazquez: none. i Commissioner White stated that he was very unhappy to see that there was no representative from the SherifPs Department at this meeting. He stated that it would make a big difference to the meeting and other commissioners agreed. E[e stated that he would like to see some one permanently assigned to this meeting. He also felt that the program that Mr. Robinson brought , before the Commission was very important to the community and felt that the Commission I should support his efforts. I Commissioner Calderon thanked staff for writing the letter to City Council on behalf of the i Commission. She also expressed her congratulations to Mr. White as a representative for the I- I 710 Committee. Chairperson Calderon thanked Mr. Robinson for his presentation. She stated i that it was a very important issue and that she agreed with Commissioner pove to bring the I Commissions and the blockwatch teams to come together to have a`SAFETY DAY". I ADJOURNMENT � Commissioner Beimer made the motion to adjourn the meeting. Oliver � I PURPOSE: j To recommend that the Traffic, Parking and Safety Commission review the application ! for an on-street handicap parking space in front of 3940 Lugo Avenue. �' BACKGROUND: i i A request for an on-street handicap parking space was received from Louis R. Oliver, � resident of 3940 Lugo Avenue. Staff presented this request to the Traffic and Parking � Commission on January 22, 2004. However, due to the possible involvement of City i Council regarding the reinstallation of a drive approach at said address, the Traffic and ; Parking Commission decided to continue the review of this request. At the present i time, the reinstallation of a drive approach at said address still is unresolved. � ANALYSIS: I i City Council Resolution 79-89 outlines warrants for assigning on-street handicap � parking. In order to assign an on-street handicap parking space all of the following � warrants must be met: � � 1. Applicant (or guardian) must be in possession of a valid license plate for "Disabled j Persons" or "Disabled Veterans" issued by the California Department of Motor � I Vehicles on the vehicle. ; i 2. The proposed disabled parking space must be in front of the disabled persons' place of residence. � 3. Subject residence must not have off-street parking available or off-street space that ; may be converted into disabled parking. � 4. Applicant must provide a signed statement from a medical doctor that the disabled I person is unable (even with the aid of crutches, braces, walker, wheelchair or similar � I � H:\WORDFILf:\PUI3WORICS\'IPC\'I'NC I[ems\Feb2004.DOC � 1 � support) to travel more than 50 feet between his or her home and automobile without the assistance of a second person. 5. Applicant must pay an initial fee of $ 50.00 to cover the cost of field investigation, installation, maintenance and future removal. 6. Applicant must pay an annual fee of $25.00, after the first year, to cover the cost of � the yearly investigation to confirm the present need for the handicapped parking I zones. I Staff met with Mrs. Oliver at the site to review the application. Mr. Oliver and his wife I are both handicapped. Both husband and wife are 69-year old. I Mr. Oliver uses a wheelchair and sometimes a walker to aid his walking. Mrs. Oliver stated that her husband also has diabetes and kidney problems. He is picked up by a I med-van and taken to the hospital for dialysis treatment three times a week. Mrs. Oliver also uses a cane to aid her walking since both her knees are damaged. She stated that ' both her knees are going to be replaced. i At the present time, there exists a detached 1-car garage at this property. The garage is in the back next to the alley. The driveway approach in the front was closed off in 2002 I when the street was reconstructed (see attached sketch). The driveway in the front still � is in place. Mrs. Oliver stated the parking space in front of her house is not always I available for her or his husband to park. Mrs. Oliver also stated that it is very difficult for I the med-van to locate available parking when Mr. Oliver is picked up. j I Staff's opinion is that Mr. Oliver and Mrs. Oliver do have on-site parking facility. Based I on this reasoning, his request for the on-street handicap parking is not justified. BACKGROUND: In order to alleviate traffic congestion during peak school hours on streets abutting the Roosevelt Elementary School campus, staff has proposed to convert Ruth Street, Alma Avenue and Mallison Avenue to one-way streets. This idea was originated and supported by the principal of Roosevelt Elementary School, the Sheriffs Department and certain member of the City Council. I On December 18, 2003, staff sent out a survey package to a total of 122 property i owners/tenants living in the area immediate to the school campus. Fifty one (51) live on the streets that are being proposed to be converted and seventy one (71) live on � I imperial Highway, Otis Street, Abbott Road and San Vincente Avenue (see Attachment i ,� ANALYSIS: i The enciosed Attachment B shows the result of this survey. Only 43 %of the people + who will be directly affected by the street conversion responded to the survey and only � 16% agreed to this proposal. For this type of street conversion, it is a common practice I to obtain a minimum of 2/3 consensus from the people who will be directly affected.
