INVOCATION , Delivered by Ms. Carol Reese. PLEDGE OF ALLEGIANCE Commissioner Beimer led the Commission in the Pledge of Allegiance. ACKNOWLEDGMENT OF POSTING Paul Nguyen acknowledged the posting of the Traffic, Parking and Public Safety Commission Agenda on November 17, 2003. ROLL CALL . Commissioners John Beimer, Rodney White, Manny Perez, Roberto Vazquez and Chairperson Pearline Calderon answered roll call. Commissioners Cecelia Dove and Audrey I,opez were - absent. Deputy Joel Ullor from.Century Station; Paul Nguyen and Helen Sanchez from the Environmental Services Department were also in attendance. � APPROVAL OF MINUTES FOR OCTOBER 23, 2003 MEETING Chairperson Calderon stated that under Commissioner Orals, Page 3 of the meeting minutes, she wanted to correct for the record that the sentence "Chairperson Calderon also wanted to know..." should read "Chairperson Calderon stated that a resident wanted to know...). Commissioner Perez made the motion to accept the minutes with the changes noted. Commissioner Beimer seconded tfle motion. A vote was taken and all voted in favor to accept the minutes with the noted changes. PUBLIC ORAL COMMUNICATION Ms. Carol Reese of 11814 4�" Avenue thanked staff far installing "No Parking" signs in the alley behind Mc Nerney Avenue. She stated that parking problem now just moves to the next alley. She also addressed the Commission regazding missing channelizers on Imperial Highway and Atlantic Avenue that exi'sted befare the reconstruction of Imperial Highway. She stated , � � � � � � - 1 � . . that without some sort of barrier vehicles continue to cross over Imperial Highway causing traffic problems. SCHEDULED MATTERS ` None REVIEW OF UP COMING ITEMS Staff informed the Commission that a handicap-pazking request at 3940 Lugo Avenue would be brought to the January meeting. Also, staff will be reviewing a four-way stop request for the intersection of Mallison Avenue and Alma Street. INFORMATIONAL ITEMS ' Staff presented the Commission with a copy of an item that was presented to City Council at its , November 4, 2003 meeting regarding a four-way stop request at Banning Avenue and Santa Fe Avenue. The request included a petition from 42 residents living in the area. Staff explained that there exist stop signs on Banning Avenue in the east-west direction. Because the City is planning to install in-pavement flashers at the existing crosswalk at this intersection, staff recommended that the four-way stop not to be implemented at this time. As a result o£this City Council's action, the Commissioners all agreed that when this type of problem or request occurs that it should be brought before the Traffic and Parking Commission. Commissioner White requested that a letter be written to Ciry Council on behalf of the Traffic , and Parking Commission stating this request. Commissioner Perez seconded the request. The Commission directed staff to prepare this letter far the chairperson's signature. The second item brought before the Commission was traffic safety issues at Roosevelt School. Staff indicated that they had met with the school principal and other scbool representatives to discuss traffic congestion and other related safety issues during peak school hours in front of the school on Alma Avenue. These issues were brought before the Commission in the past. The principal requested that the City provide parking enforcement on a daily basis during peak hours to resolve the problem. Staff responded that the City has limited resources and could not provide enforcement on a daily basis but would do its best to help the situation with parking enforcement. Staff updated the Commission on the conversion to the new trash company. Commissioner Perez stated the problems he was personally having with the new service regarding trash pick- up on street sweeping day. Staff assured Mr. Perez that this problem would be resolved as the transition progresses. Deputy Joel Ullor from Century Station answered various questions from the Commission, including DUI checkpoints, Party Car Program, Child Safely Program, graffiti problem, etc. z The Commission and the Deputy also discussed the cruising problem on Long Beach Boulevard and Martin Luther King Jr. Boulevard. . COMMISSIONER ORALS Commissioner Perez: none. Commissioner Vazquez: none. Commissioner Beimer had several issues: a. He wanted to know if it is possible to keep the southwest comer of Ernestine _ Avenue and Martin Luther King Jr. Blvd. clear to improve sight distance. b. Underground electrical conduit at the intersection of Long Beach Boulevard and Sanborn Avenue. a Commissioner Beimer wanted to know why stop sign were installed on Clark Street ' at Milrace Avenue. d: He suggested that the red curb located in front of the High School on Imperial Highway should be repainted white. Staff stated that they would discuss it with the City Engineer. e. He also wanted to remind everyone of the Christmas Parade that would take place on Friday December 5`�. Commissioner White stated that he was very happy to see a representative from the Sheriffls Department at this meeting. He stated that it made a big difference to the meeting and other commissioners agreed. He also wanted to wish every one a happy Thanksgiving Holiday. Commissioner Calderon discussed the heavy traffic congestion on Long Beach Boulevard at Sanborn Avenue. She also stated that street repairs on Beechwood Avenue, at the entrance to , Plaza Mexico, have left a large pothole that needs to be repaired. She stated that the yellow street centerline on Femwood Avenue where it tums into Platt Avenue should be repainted. She indicated that high profile weeds growing on Fernwood between Atlantic Avenue and Bullis Road are causing a hazard, especially at the intersections of Gertrude Drive, Muriel Drive and Harris Avenue. They need to be cut down. Commissioner Calderon also stated that she noticed that cfiildren in other cities obey and respect traffic laws. She stated that education is the key, and the City needs to educate its youth to respect the law. Commissioner Calderon wished everyone a happy Thanksgiving Holiday. 3 ADJOURNIVIENT Commissioner White made the motion to adjourn the meeting. Oliver PURPOSE: To recommend that the Traffic, Parking and Safety Commission review the application for an on-street handicap parking space in front of 3940 Lugo Avenue. BACKGROUND: A request for an on-street handicap parking space was received from Louis R. Oliver, resident of 3940 Lugo Avenue. ANALYSIS: , City Council Resolution 79-89 outlines warrants for assigning on-street handicap parking. In order to assign an on-street handicap parking space all of the following warrants must be met: 1. Applicant (or guardian) must be in possession of a valid license plate for "Disabled Persons° or "Disabled Veterans" issued by the Califomia Department of Motor Vehicles on the vehicle. 2. The proposed disabled parking space must be in front of the disabled persons' place of residence. 3. Subject residence must not have off-street parking available or off-street space that may be converted. into disabled parking. 4. Applicant must provide a signed statement from a medical doctor that the disabled pe�son is unable (even with the aid of crutches, braces, walker, wheelchair or similar. support) to travef more than 50 feet between his or her home and automobile without the assistance of a second person. 5. Applicant must pay an initial fee of $ 50.00 to cover the cost of field investigation, installation, maintenance and future removal. 6. Applicant must pay an annual fee of $25.00, after the first year, to cover the cost of the yearly investigation to confirm the present need for the handicapped parking zones. Staff met with Mrs. Oliver at the site to review the application. Mr. Oliver and his wife are both handicapped. Both husband and wife are 69-year old. Mr. Oliver uses a wheelchair and sometimes a walker to aid his walking. Mrs. Oliver stated that her husband also has diabetes and kidney problems. He is picked up by a med-van and taken to the hospital for dialysis treatment three times a week. Mrs. Oliver also uses a cane to aid her walking since both her knees are damaged. She stated that both her knees are going to be replaced. At the present time, there exists a detached 1-car garage at this property. The garage is in the back next to the alley. The driveway approach in the front was closed off in 2002 when the street was reconstructed (see attached aerial photo). The driveway in the front still is in place. Mrs. Oliver stated the parking space in front of her house is not always available for her or his husband to park. Mrs. Oliver also stated that it is very difficult for the med-van to locate available parking when Mr. Oliver is picked up. Staff's opinion is that Mr. Oliver and Mrs. Oliver do have on-site parking facility. Based on this reasoning, his request for the on-street handicap parking is not justified. Staff is recommending denial of this request. RECOMMENDATION: Staff recommends that the Traffic, Parking and Safety Commission review this application and concur with staff's denial of the on-street handicap-parking request in front of 3940 Lugo Avenue January 2004 .
