INVOCATION Chairperson Calderon delivered the invocation. PLEDGE OF ALLEGIANCE Commissioner Aguilar led the Commission in the Pledge of Allegiance. ACKNOWLEDGMENT OF POSTING Paul Nguyen acknowledged the posting of the Traffic, Parking and Public Safety Commission Agenda on April 19, 2004. ROLL CALL Commissioners Domitila Aguilar, John Beimer, Manny Perez, and Chairperson Pearline Calderon answered roll call. Commissioners Audrey Lopez, Cecelia Dove and Rodney White were absent. Commissioner Rodney White was absent because of conflict with another city meeting of which he is the chairperson. Paul Nguyen and Helen Sanchez from the Environmental Services Department were also present. APPROVAL OF MINUTES FOR NOVEMBER 23, 2003 MEETING Commissioner Beimer made the motion to accept the minutes with said corrections. Commissioner Perez seconded the motion and all voted to accept the minutes. Chairperson Calderon noted that on page 1 of the minutes the address for Mr. Calderon was typed 4029 Josephine, and should be 4010 Josephine and the request for-handicap parking space should be 3940 Lugo. PUBLIC ORAL COMMUNICATION Mr. Frank Calderon of 4010 Josephine Street, addressed the Commission regarding 18-wheeler trucks parking under the ] OS-Freeway at Gertrude and Harris Avenue. He stated that something has to be done to stop the drivers from parking there; he feels that larger fines should be implemented. i Mc Albert Jimenez of 3997 Lugo Avenue addressed the Commission regarding a traffic accident that took place at the corner of Lugo and Muriel Drive. He suggested that a four-way stop sign be installed at that intersection to slow down traffic. SCHEDULED MATTERS ITEM # 7 ELECTION OF OFFICERS FOR THE YEAR 2004 Commissioner Beimer recommended that the election be continued until the May meeting when there is a full commission. A vote was taken and all voted to continue the election to the May meeting. ITEM #8 ON-STREET HANDICAP PARK[NG REQUEST AT 3940 LUGO AVENUE. Chairperson Calderon opened discussion on Item #8. Staff and the Commission discussed the item regarding the re-installation of the drive approach. Staff explained that the City Council had awarded the resident a drive approach, and that the resident no longer needed the blue curb. After a thorough discussion among the Commission and with staff, it was decided that the resident did not need the space and the Commission should vote on staffls recommendation on denying the request. Commissioner Perez made the motion and Commissioner Aguilar seconded the motion a vote was taken it was unanimous to deny request. ITEM #9 ON-STREET HANDICAP PARKING REQUEST AT 4254 AGNES AVENUE Chairperson Calderson opened discussion on item #9. Commissioner Aguilar asked if staff's recommendation was generally always to deny, staff explained the conditions and the lack of parking throughout the city. Commissioner Perez also inquired as to the one of the requirements on the application, regarding the disabled placard or license plate, staff responded that would look into the matter. Commissioner Beimer made the motion to deny request and Commissioner Aguilar seconded the motion; all voted in favor of denying request. ITEM #10 ON-STREET HANDICAP PARKING REQUEST AT 3147 CARLIN AVENUE Chairperson Calderon opened discussion on Item #10. No comments by commission, Commissioner Beimer made the motion to accept stafPs recommendation, Chairperson Calderon seconded the motion. A vote was taken and all voted in favor of denying request. ITEM #11 ON-STREET HANDICAP PARKING REQUEST AT 4361 BREWSTER AVE Chairperson Calderon opened discussion on this item. Commissioner Beimer stated that this applicant has a]arge pazking lot in rear of lot. Therefore, Commissioner Aguilar made the motion to deny and Conmiissioner Perez seconded the motion. All voted in favor of stafPs recommendation to deny request. ITEM #12 ON-STREET HANDICAP PARKING REQUEST AT 10953 FRACAR AVENUE Chairperson Calderon opened discussion on this item. Commissioner Perez asked staff to show him where Bidlis Road appeared on map in conjunction to this address. After a short discussion Commissioner Perez made the motion to deny request, Commissioner Aguilar seconded the motion; a vote was taken and all voted in Pavor of denying request. z REVIEW OF UP COMING ITEMS Staff informed the Commission that there would be one new on-street handicap-parking request, 11669 Elm Street. INFORMATIONAL ITEMS The City Manager has approved the go-ahead to hire a consultant to do a study on overnight parking and oversized vehicles in the city. Due to the selection and bidding process, the results of this study will not be available for at leas[ five to six months. COMMISSiONER ORALS Commissioner Beimer asked staff to again check into the red curbs at the High School on Imperial Highway, he would like it either removed or changed to a different color. So that the area could be used on weekends when the Performing arts has scheduled events. He also wanted to notify Pazking Enforcement to check on truck parking on Josephine Street and Wright Road. Commissioner Perez would like to have the city paint parking space lines on Alma Avenue between California Avenue and I,ong Beach Boulevard. He feels that the residents of that street do not park correctly and waste too much space. Commissioner Aguilar: none. Commissioner Calderon inquired if there has ever been a study for a four way stop sign at Lugo and Muriel Drive. She also inquired if the Explorers.Sheriff's Dept.) would be painting house numbers any time in the near future. ADJOURNMENT Commissioner Perez made the motion to adjourn the meeting. ANALYSIS: City Council Resolution 79-89 outlines warrants for assigning on-street handicap parking. In order to assign'an on-street handicap parking space all of the following warrants must be met: 1. Applicant (or guardian) must be in possession of a valid license plate for "Disabled Persons" or "Disabled Veterans" issued by the California Department of Motor Vehicles on the vehicle. 2. The proposed disabled parking space must be in front of the disabled persons' place of residence. 3. Subject residence must not have off-street parking available or off-street space that may be converted into disabled parking. 4. Applicant must provide a signed statement from a medical doctor that the disabled person is unable (even with the aid of crutches, braces, walker, wheelchair or similar support) to travel more than 50 feet between his or her home and automobile without the assistance of a second person. 5. Applicant must pay an initial fee of $ 50.00 to cover the cost of field investigation, H:\WORDI'ILh'�VUI3WOILRS\TPC\TPC Items\MAY 2004.DOC installation, maintenance and future removal. 6. Applicant must pay an annual fee of $25.00, after the first year, to cover the cost of the yearly investigation to confirm the present need for the handicapped parking zones. Staff met with Mrs. Lockett at the site to review the application. Mrs. Lockett stated that she suffers from severe osteoporosis and that she runs the risk of shattering her bones with any fall she might suffer. She also stated that her spinal chord is in misalignment due to arthritis. Mrs. Lockett also stated that one of her knees has been reinforced with a special surgical screw since she had a car accident in 1985. She uses a cane to aid her walking. Mrs. Lockett is 53 years old. At the present time, there exists a concrete driveway that leads to an attached one-car garage at their property (see attached sketch). Mrs. Lockett stated that her garage is filled with stored items. She also stated that parking space in front of her house is not always available for her to park and she sometimes has to park a block away, but it makes it very difficult for her to walk this far. Staffs opinion is that Mrs. Lockett does have on-site parking facility. Based on this reasoning, their request for the on-street handicap parking is not justified. Staff is recommending denial of this request.
