ON NOVEMBER 23, 2004. � recreatn\commission agendas 8t minutes\recBTpks2004 I � ' 1 , , ; � CITY OF LYNWOOD � � RECREATION 8t PARKS COMMISSION MfETING MINUTES for SEPTEMBER 28, 2004 1) Call to Order: Vice Chairperson Wood called the September 2004 Recreation 8i Parks Commission meeting to order at 5:00 p.m. 2/3) Invocation 8i Pledge: Commissioner Wood gave the Invocation and Commissioner Espeseth ied the Pledge of Allegiance. 4) Roll Call: Chairperson Flores —Present Vice Chairperson Wood — Present Commissioner Reed - Present Commissioner Espeseth - Present Commissioner Mendoza - Present Commissioner Hernandez - Present Commissioner Jacinto — Present 5) A�enda Posting: The Agenda was duly posted for the September 28, 2004 meeting. 6) Approval of Past Minates: Chairperson Flores motions for review and approval of the minutes for the Recreation 8i Parks Commission meeting held in Augus[ 2004. . Commissioner Espeseth motions that the minutes be approved and Commissioner Wood seconds the motion. All Commissioners vote in favor of approving the minutes and the motion is carried. 7) Correspondence: None 8) Public Orals: None . 9) Staff Reports: A. Faciliry Usage Report — Attached for review B. Division/Monthly Reports — Provided by Deputy Director Deborah Jackson. ' C. Current Programs/Activiry Report — Recreation Superintendent Ii, ]ose Trejo reported the following; Early . registration for Basketball ($50) is starting in October. Soccer is ongoing. The Senior Citizens will host their annual showcase on 9/29 from 10 a.m. to 2:30 p.m. in Lynwood City Park. This event will feature food, health screenings and (ive entertainment. The annual citywide Halloween evenu are coming up from 10/28 to 10/31. They include a haunted house, costume contest, pumpkin carving and free treats. D. Spor[s Ambassador Report — None ; 10) Scheduled Matters: I � , A. L.A.C.S. Baseball Clinic Memo — Ms. Jackson drafted a memo to the Mayor and � Members of the City Council on behalf of the Recreation Commission expressing � their concerns over the cost of the annual L.A.C.S. Baseball Clinics. Chairperson I Flores remarked that he approved of the way the letter was written and motioned � for a vote to submit said letter to the City Council. Commissioner Espeseth � motioned that the letter be submitted as written. Vice Chairperson Wood seconded the motion. All the Commissioners were in agreement and the motion passed. Ms. ; )ackson stated that the Ciry Council would receive the letter within 30 days. � ' i I I i 10) Scheduled Matters: Continued B. Neighborhood Beautification Tour — At the end of this short meeting the Commissioners adjourned,to view the homes nominated for the Neighborhood Beautification Tour. Recreation Coordinator, Art Hernandez drove a city van to all of the nominated homes. The Commissioners then judged the homes using a scale from 1 to 10 in five different categories such as landscaping and neighborhood impact. The winner will receive an award and the runners up will receive an honorable mention. This item not on agenda: Update of Lynwood Meadows Park — Yadi Farhadi, Director of Engineering Services came by to give an update on the Lynwood Meadows Park project and other park improvements: He stated that all city projecu are on schedule except for a few recently added. Playground equipment in Lynwood Ciry Park is being replaced and soccer field lights are being added. Vice Chairperson Wood asked if the volleyball sand pit would ever be removed, he has seen only one game played there and it seems parenu let their children run around loose in this area. Mr. Farhadi stated that this should be brought to the attention of the Ciry Council. Chairperson Flores a3ks about funding for park projects, Mr. Farhadi replies that he has applied for additional grant monies. Ne also stated that funds are in place for the Senior Center and the Ham Park replacement park, however the Lynwood Meadows Park project is currently short : on funds by more than one million dollars. He is waiting for grant results. Mr. Farhadi stated that they must move ahead with the funds already appropriated or the grant will expire. The project will proceed until funds are depleted and then will commence when additional funds are available to expand the scope of work. He gave more detailed information on park modifications and explained a land swap with a furniture company adjacent to the park. He went on to explain how a consultant met with a group of Lynwood residenu to brainstorm park designs. Citizens received templates and a map, they then separated into several groups and came up with their own original park designs. The consultant then combined their needs and desires into one master design. The completed design indudes many amenities induding a plaza, sand lot, playground equipment picnic shelter(s), barbeque pit(s), fountain, basketball court, restrooms, � scenic bridge, native plants, trees, walking trail and a dry river bed. Commissioner Jacinto commented on the fast moving traffic on State Street. Will there be a speed limit? Mr. Farhadi stated that State street will be widened on both sides, this will occur before the park construction begins and is not related to the park project. There will be no parking lot in the park in order to encourage the community to walk to and enjoy their own neighborhood park. 1 1) Commission Orals: (Please abide by the 3-minute time limit for each Commissioner) .
