ON OCTOBER 26, 2004. i recream\commission agendas 8T minutes\rec8ipks2004 � t ' — _ i CITY OF LYNWOOD RECREATION 8i PARKS COMMISSION MEETING MINUTES for AUGUST 24, 2004 1) Call to Order: Vice Chairperson Wood called the August 2004 Recreation 8i Parks Commission meeting to order at 5:03 p.m. 2/3) Invocation 8i Pled�e: Commissioner Mendoza gave the Invocation and Commissioner Espeseth led the Pledge of Allegiance. 4) Roll Call: Chairperson Flores —Absent Vice Chairperson Wood — Present Commissioner Reed - Present � Commissioner Espeseth - Present � Commissioner Mendoza - Present I Commissioner Hernandez - Present � Commissioner ]acinto — Absent ' I 5) A�enda Postin�: The Agenda was duly posted for the August 24, 2004 i meeting. � b) �proval of Past Minutes: Vice Chairperson Wood motions for review and � approval of the minutes for the Recreation 8i Parks Commission meeting held in ; ]uly 2004. Commissioner Espeseth motions that the minutes be approved and � Commissioner Mendoza seconds the motion. All Commissioners vote in favor of �� approving the minutes and the motion is carried. � 7) Correspondence None �' i 8) Public Orals: Pearline Calderon of 4010 Josephine Street was in the audience and ' spoke about the Ms. Senior Lynwood Pageant held on 8/22. The pageant was a � great success although there was a problem with the music and sound system. A � channel 5 news crew was present but left quickly due to the problem with the sound system. Mrs. Calderon was pleased that all Council members showed up for � the event. She was also pleased that everyone worked well together including ! groups that normally do not. There was an abundance of food; all donated for this i program which did not cost the City any money. Mrs. Calderon announced that ' Zelda Hutcherson is the winner, Ethel Pacheco the first runner up, and Sandra Mdeod the second runner up. Ms. Hutcherson will represent the Ciry of Lynwood ! at special evenu throughout the year. Commissioner Reed announced that there ; are free Ms. Senior Lynwood programs available for seniors. Someone j anonymously bought 100 event programs @$3.00 each. 9) Staff Reports: � A. Facility Usage Repon — Attached for review � B. Division/Monthly Reports — Provided by Depury Director Deborah ]ackson. , Commissioner Reed inquired as to who monitors the Senior Daily Activities as she is concerned that the attendance numbers for senior dasses are I incorrect. She would like the figures to be correct as funding for senior � programs is dependent on their size and number of participan[s in i attendance. She is also concerned about the senior volunteers being bored i and not having anything to do. Many sit in the office and do not mingle , with other seniors. � , z I I 9) Staff Reports: Continued C. Current Programs/Activiry Report — The following was reported: Glen ivy Spa Trip 8/25, "We Care" Food Net Program 8/26, Skate Park Competition 8/28, Adult Basketball has started, Summer Day Camp ends on 9/ 10, Afterschool Fun Program will start soon at selected school sites. D. Sporu Ambassador Report — None 10) Scheduled Matters: A. L.A.C.S. Baseball Clinic(s) Report — The Commissioners engaged in a discussion on the annual "free" baseball clinics conducted by Tony Miranda and his associates. Some of the nega[ive poinu about this clinic include: The clinic is advertised as a non-profit event ye[ an administrative fee is paid for conducting the clinic. Equipment is promised to the department after use and yet is never turned in. Equipment purchased for this program is , prohibitively expensive for only a few pieces of equipment. Postage is listed on the L.A.C.S. budget yet mail is processed through the Ciry's mail system. ! The Commissioners are in agreement that funding for this program should cease. Ms. )ackson suggests to the Commission that they attend the Council ' meeting at which Mr. Miranda requests funding for this event. ! Commissioner Reed suggests submitting a letter to City Council expressing I their concerns. The letter should be brought to the next meeting so that � Chairperson Flores may review it before submission. Commissioner � Hernandez went on to describe a sports program conducted at Lynwood High. Sthool on Tuesdays and Thursdays. This program is sponsored by � parents for youth by earning monies through fundraisers. Vice Chairperson I Wood stated that the Dodgers would put on a dinic for free. ! B. Neighborhood Beautification — Ms. ]ackson reported that she has received ; six nominations for the Neighborhood Beautification program. One � applicant has since decided to drop out and not parcicipate. After a brief � discussion on the date and time for the Neighborhood Beautification � program the commission decides to conduct their tour on 9/28/04. They will meet as scheduled at 5:00 p.m. for a quick meeting in the Council Chambers and then adjourn to tour the nominated homes. There will be I one winner and the rest will be honorable mentions. � C. July 4 Budget Information — Written report handed out by Ms. ]ackson. 1 1) Commission Orals: (Please abide by the 3-minute time limit for each Commissioner) • Commissioner Espeseth — Enjoyed attending the Soccer Opening Day event. � She is also avidly watching the Olympics on T.V. � • Commissioner Mendoza - No comment � • Vice Chairperson Wood — Commented on the Gerardo Garcia fundraiser held � on 8/8/04 at the Natatorium. Recreation staff bid the highest out of all attendees at the event helping to raise $4,000.00 for Gerardo. A Chuck E. Cheese Pizza fundraiser will be organized by Sylvia Ortiz in conjunction with St. � Raymond's school where Gerardo is a student. Commissioner Hernandez — Stated that everyone worked well together at the Ms. Senior Lynwood Pageant held at Bateman Hall on 8/22. Commissioner Hernandez's daughter won a rafFle prize. She thought it was a great event and complimented everyone that worked on it. Agenda Items, Presentations and Proclamations prepared for the month of August: 2 Events: Back to School Skateboard Competition August 28� I Assisting Plaza Mexico preparing for the September Fiesta Patrias Event � NATATORIUM i The last day of the Summer Swim schedule will be September 3 A spectacular fund arising event was held on August 8 for the Garcia Family for youth baseball player j Gerardo Garcia. Beginning September 6 the Natatorium operating hours will be from 1-9 ; p.m. Fall Swim Lessons will begin September 20tn ; ❑ Swim Meet August 21 �` & 22 Bellflower ; SENIOR CITIZENS PROGRAM � New and exciting programs are being added to the Senior Citizens daily programming to , � encourage more senior participation. I I SPORTS PROGRAM The Sports Division continues to assist the Lynwood Youth Sports Association (LSA), , residents and Community groups with structured programming and quality facilities. SPORTS DIVISON PROGRAMS COMMUNITY CENTER GYMNASIUM • Open gymnasium hours: 3:00 pm to 5:00 pm Monday — Friday, SKATEPARK ■ The Skate Park continues to with we2kday hours 3pm to 8pm and weekends 12 � noon to 8pm i ■ Staff presented its annual "Back to School" Skateboard Competition August 28�' ' with over 70 youth participating. Sunkist Soda and 92 the Beat radio station were i the sponsors and added to a great day in the pack I LYNWOOD SPORTS ASSOCIATION PROGRAMS I � YOUTH SOCCER I • Youth Soccer FaIF Season Opening Day Ceremonies: August 14` ' � Youth Soccer Fall games are played on Saturdays 8am to 5pm � • On September 11�' the Lynwood Girls Youth Soccer Team will host Encino at the � Home Depot Center in Carson @ 5pm prior to the Galaxy Game � • This year Youth Soccer has a new addition to its program called the "VIP Program" I for handicapped youth. Please come out and show your support � YOUTH BOYS & GIRLS BASEBALU SOFTBALL I ■ Softball leagues have completed registration for the Winter Ball season � ■ Youth Baseball will play games during the week and on Saturday with Girls Softball j playing on Wednesdays and Saturdays I • The Giris Softball league will be competing in two (2) local tournaments, one in I Norwalk and one in Encino this month , YOUTH BASKETBALL I • Youth Basketball league concluded with a very successful season � • The Youth Basketball Board is meeting to prepare for their regular fall season with , i registration beginning September 11 and ending October 14` � • Games will again be played at both the Community Center Gym and Lynwood � 9West and will conclude at the end of March ; YOUTH CENTER � ; Summer Day Camp — The second session of day camp ended August 13 with one i hundred twenty eight (128) registered campers. Session three began August 16� with at ; total of seventy-seven (77) registered campers. A total of seventeen (17) field trips were � I � I I � R i conducted. We continue to serve meals (through the Summer Food Service Program) for breakfast and lunch. Approximately 210 meals were served on a daily basis. I I ! � � � : . i i I I . � y � �d��� � Date: September 7, 2004 To: Honorable Mayor and Members of City Council From: Recreation & Parks Commission Subject: City Funding for Lynwood Athletics & Community Services (LACS) Annual Baseball Clinics At their regularly scheduled meeting of Tuesday, August 24, 2004, the Recreation and Parks Commission unanimously voted to extend the following recommendation to the Lynwood City Council for their consideration. The members of the Lynwood Recreation and Parks Commission are requesting that the City Council, in view of current budget constraints, discontinue funding provided to Lynwood Ath�etics & Community Services for annual baseball clinics. After viewing past projected budget expenses for the LACS Basebail Clinics the following expenditures were considered excessive by the Comtnission: ❑ Administrative costs received by Clinic Coordinators from the City of � Lynwood (ex: $8,475.00 for the 2004 allocation) ❑ Postage fee was budgeted but material was mailed at City expense ❑ Excessive expenditures for equipment (ex: 2003 purchase of six (6) bats = " $1,109J0) ❑ Equipment purchased per the agreement with the City was to be donated back to the City; however the City received no equipment The Recreation and Parks Commission unanimously agrees that this funding is ° excessive and is an unneeded expense for the City. In lieu of this annual expenditure the Lynwood Sports Association (LSA) Baseball Program can, in conjunction with Lynwood Athletics Community Services (LACS) offer a"no cosY' baseball clinic annually or bi-annually to the youth of Lynwood.
