Commissioner Espeseth motions that the minutes be approved and Commissioner Wood seconds che motion. All Commissioners vote in favor of approving the minutes and the motion is carried. i 7) Correspondence None � . 8) Public Orals: None ' � 9) Staff Reports: � � A. Facility Usage Report — Attached for review ' B. Division/Monthly Reports — Provided by Depury Director Deborah ]ackson C. Current Programs/Activity Report — � r • National Night Out — This annuaP event will be held in the CTC ' parking lot at 5:30 p.m. on 8/3/04. The participants will then disperse to conduct events in their own neighborhoods. More details � will be available at the Blockwatch meeting tonight. i ' • Gerardo Garcia Fundraiser — A dinner and silent auction will be held on 8/8 at the Natatorium in order to raise funds for 8-year old ' Gerardo Garcia suffering from a rare form of cancer. I • Ms. Senior Lynwood Pageant — This event is being conducted for the ' first time on 8/22 at Bateman Hall. Senior Lynwood ladies will vie � for the opportunity to represent the City of Lynwood at civic evenu. � • Fiestas Patrias — This item was on the agenda for a special meeting of I the City Council held just today. Tentative plans indude conducting � the event at Plaza Mexico and providing in-kind services including i staff and equipment. There is no parade or festivaF scheduled. . i Z i 9) Staff Reports: Current Programs/Activity Report — Continued D. Spores Ambassador Report — Mr. Shawn Powell-Furillo stated that he has enjoyed many rewarding moments since he has been in the position of Sports Ambassador. However he has not seen enough progression, only game playing. Overall the city is progressive birc there is too much bickering. He is professional and can work with everyone.. He has seen very little of this professionalism outside of dealing with Ms. Deborah Jackson, Deputy Director and Mr. Jose Trejo, Recreafion Superintendent II. • Although he has come close to relinquishing his position as Sports Ambassador he is currently motivated to stay because of his work on behalf � of Gerardo Garcia (see Current Programs/Activity Report). Litde Gerardo has more courage than his mother and is kicking this disease. Mr. Furillo has dedicated the month of August to Gerardo Garcia. He contacted Arty Moreno of the Anaheim Angels who responded by providing a care package including an autographed photo of Vladimir Guerrero. Mr. Furillo intends to conduct additional evenu for Gerardo other than the fundraiser to be held on 8/8. He commented that from the time he was injured until now he has not seen Lynwood spoi programs brought to a national plateau. He will help Lynwood receive funding from national sports organizations. Commissioner Reed asked about a press release published today regarding Gerardo Garcia. Slie would like to see that Ms. Sylvia Ortiz receives credit for collecting $1,500.00 for Gera�'do Garcia. Ms. Orfiz has been out for weeks working very hard on this project. i 10) Scheduled Matters: i A. Park Status Update - The Public Works/Engineering Department stafE is ; presenting this item before Council at the 8/3/04 Council Meeting. B. Healthy Children Program Update — Ms. Jackson reported that Art � Hernandez, Recreation Coordinator and Mr. Trejo are working together on I the Healthy Children program. They are drafting their program and hope to � have it ready to coincide with the Afterschool Fun Playground Program in � . the Fall. C. Grant-funded Tennis Lessons - Free Tennis lessons are being conducted for � all ages. Lessons began on 7/ 12 and will conclude on 8/21. Call the � Recreation Office for more information. 1 1) Commission Orals: (Please abide by the 3-minute time limit for each Commissioner) i • Commissioner Espeseth — Informed the Commission that youth are riding small ' . electric ; cars in the street that go fast and make noise. She is advised to call the Sheriff's Department to report this nuisance. I • Commissioner Mendoza — inquired about the Beautification Tour. Ms. Jackson ! stated that as of now there has been no response to the program. j . Vice Chairperson Wood — Stated that everyone did a good job with the Pony ' tournamenrs. People enjoyed coming to Lynwood to parcicipate in these evenu. Lynwood did not win but participants still had a good time. Vice Chairperson Wood commented that any budget that does not indude staff salary breakdown is not a complete report. He also commented that Council � promised the Commissioners that they would be involved in park planning but � that has yet to occur. � 3 I 1 1) Commission Orals: Continued (Please abide by the 3-minute time limit for each Commissioner) • Commissioner Reed — Commissioner Reed in no uncertain terms would like to state for the record that she is very unhappy about the planning and conduction of the ]uly 4` event and wants to see her dissatisfaction dearly noted in the minutes. She stated that Commissioners should be treated with respect and should receive complimentary meals before any staff person if ineals are included in the budget. Commissioner Reed would like for event advertising to dearly state to the public that food must be purchased at special events. She invited many people to the )uly 4`" Celebration and had to buy food for all of them since not even Commissioners were given complimentary tickeu to the green room. She is reques[ing an itemized budget for every special event including staff salaries. She commented that in the special meeting agenda for the Council meeting held today many mentions were made of "in-kind services and sponsorships". She stated that she has never heard of this before. She commented that Mr. Jim Given, Director of Recreation and Communiry i Services and Depury Director Perry Brenu have lied to the Ciry Council about providing "in-kind services" to the Ms. Senior Lynwood pageant. The � Recreation Department has not provided staff nor staff support. She stated that the Department is charging $1.00 per color copy. She attributed much of her ` dissatisfaction with the ]uly 4` event to poor.planning by Department Director )im Given. She is extremely dissatisfied with his recommendations to Council as to where money should.and should not be spent. She does not fault Council � but feels that the responsibility and successful conduction of these evencs lie with ' the Director. � • Chairperson Flores — Stated he is happy to see that the Commissioners are more � concerned about everything. He asks that the Commissioners bring ideas to the � next meeting on forming event committees. When there is no money to fund � an event staff can get creative and prepare better programming. Chairperson Flores also commended Mr. Furillo for looking past-all challenges and deciding � to stay on as Sports Ambassador. He also requesu that from now on a detailed I - budget be peovided outlining itemized expenditures for all events. � • Commissioner Hernandez — Stated that she attended the 4`" of July event in the � park and that it was very lackluster. There was no big name entertainment only � local talent. This is the main event to celebrate our freedom as Americans and � more money should be spent on this program. She wants to know why there is � no money in the budget for this annual event yet there is money for the yearly � Bishop/Miranda Baseball Clinic. She would like to obtain an itemized list of � expenditures for this "free" Baseball Clinic. Equipment is never turned in by i coaches once the event is over. She also commented on the lack of air conditioning in the gym. ! • Commissioner ]acinto'— Comments that despite budget cuts more events must � be conducted throughout the year. The community has to participate and � sponsors must be sought to help fund communiry events. 12) Adjournmenc Motion to adjourn to the next regularty scheduled meeting to I be held on August 24, 2004. i . ; i i i 4 ; i . � / . � � ; RECREATION & COMMUNITY SERVICES MONTHLY REPORT: JULY 2004 IVIS/ON H/GHLIGHTS & ACTIV/T/E ADMINISTRATION The Recreation & Community Services Administration is striving to increase programs offered as well as enhance existing programming offered to the community. Agenda Items, Presentations and Proclamations prepared for the month of July: 10 ❑ EVENTS: July 4, 2004 Annual July 4� Celebration Lynwood City Park . o Attending meetings and assisting in the coordination of the annual Fiesta Patrias Event scheduled for September NATATORIUM � The Natatorium has added an additional Aqua Aerobics class offered during the evening schedule. Two swim iesson sessions were compieted in the month of July. Swim lessons continue to be extremely successful. Recreation swim averages 400 swimmers per day . with Aqua Aerobics averaging 60 patrons per day. • Marlins Swim Team — Las Vegas Meet July 17"' & 18th � SENIOR CITIZENS PROGRAM � , In our efforts to provide quality services the Senior Citizens program has added a � suggestion box where seniors can provide staff with their input. SPORTS PROGRAM The Sports Division continues to assist the Lynwood Youth Sports Association (LSA), residents and Community groups with structured programming and quality facilities. • Youth Soccer Spring Select season games are now over and Youth fall Soccer registration is currently being taken. Teams are being selected and practice begins the second week of July. Soccer Opening Day is scheduled for Saturday, August 14, 2004. • Youth Boys and Giris Softball Leagues are currently taking registration for the Winter Ball season. Youth Baseball hosted the Pony Baseball Tournament July 8� through the month of August with age groups from 7 years to 16 years of age. Girls Softball is attempting to locate tournaments in surrounding areas to participate in. • Youth Basketball Summer League will conclude at the end of August. The Youth Basketball Board is scheduling meetings to prepare for their regular fall season. • The Skate Park continues to open weekdays 3:00 pm to 8:00 pm and 12:00 pm to 8:00 pm weekends. Staff is currently preparing for the "Back to School Skate Competition" scheduled for August 28, 2004. ' • • The Sports Division is now preparing for its annual United States Junior Tennis , Association Summer Tennis Program beginning July 12` and ending August 21 I • Open gymnasium hours: 3:00 pm to 5:00 pm Monday - Friday ' YOUTH CENTER I SUMMER DAY CAMP � � Session II of Summer Day Camp began Monday, July 19. One hundred and twenty-eight i , (128) campers registered for the session. Daily camper attendance averages 110 � ° participants. � Activities included: � I • Fourteen (14) field trips to various outings ranging from water parks to museums i ■ Continuing to operate the Summer Food Meals Program serving breakfast at 9:30 � am and lunch at 12:30 pm Monday — Friday.
