I recreatn\commission agendas 8i minutes\rec8ipks2004 � � � CITY Of LYNWOOD RECREATION 8z PARKS COMMISSION MEETING MINUTES for ]UNE 22, 2004 1) Call to Order: Vice Chairperson Wood called the ]une 2004 Recreation 8I Parks Commission meeting to order at 5:00 p.m. 2/3) Invocation 8i Pled�e: Commissioner Reed gave the Invocation and Commissioner Espeseth led the Pledge of Allegiance. 4) Roll Call: Chairperson Flores —Absent Vice Chairperson Wood — Present Commissioner Reed - Present Commissioner Espeseth - Present Commissioner Mendoza - Present Commissioner Hernandez - Present Commissioner ]acinto — Present 5) Agenda Posting: The Agenda was duly posted for the ]une 22, 2004 meeting. 6) Approval of Past Minutes: Vice Chairperson Wood motions for review and approval of the minutes for the Recreation 8i Parks Commission meeting held in May 2004. Commissioner Espeseth motions that the minutes be approved and Commissioner Mendoza seconds the motion. All Commissioners vote in favor of approving the minutes and the motion is carried. 7) Co rresp ondence: None �' 8) Public Orals: Ms. Pearline Calderon, resident of 4010 )osephine Avenue shared her opinion of the ]uneteenth event. She stated that more publicity should have been generated as attendance was very low at this annual event. ! 9) Staff Re por[s: + A. Facility Usage Report — Attached for review — Vice Chairperson Wood commented that there were only a few fee waivers this month. Commissioner Reed stated that at the last Council meeting she attended I Council has decided against fee waivers. Clubs and organizations will be considered for discounu and City programs will be exempt. B. Division/Monthly Reports — Provided by Depury Director Deborah Jackson I C. Current Programs/Activiry Report — i . The annual 4`" of July Celebration will be held in Lynwood City Park � on 7/4/04 with a spectacular fireworks show beginning at dusk. Due ; to budgetary constraints this year, there will be no headlining � entertainers however there will be plenry of fun for the whole family i induding a carnival, food and local talent. � . Vice Chairperson Wood announced that there will be three Pony i Baseball Tournamenrs starting on July 8 through July 14, 2004 in Lynwood City Park. These tournamenu will be for the following � ages: 7 and 8, 9 and 10, and 1 1 and 12. Games for ages 15 and 16 will be held July 15 through July 21, 2004. The games begin at � approximately 5:00 p.m. The Girls Softball Program is playing in a ! tournament in Redlands, CA; the best goes to Texas for a national competition. ! i i z � I D. Sporu Ambassador Report — Mr. Shawn Powell-Furillo reported the following: •]ohn Ventura, Strength and Conditioning Coach at Lynwood High School was awarded the Citizen Athlete of the Month Award. • Fabio Galarza was awarded the Teacher's Apple Award. . Mr. Furillo is working on a mobile recreation unit that will bring sports programs to kids where they live. This endeavor will assist with the space challenges being felt at Lynwood City Park. . Ms. Sylvia Ortiz, Lynwood volunteer, is spearheading a fundraising event for Geraldo Garcia, a young boy stricken with a rare form of cancer. Mr. Furillo mentioned many of the things they would like to do on this little boy's behalf such as talking to the daughter of Anaheim Angels owner Arty Moreno about putting his name on the jumbotron, awarding him a Laker's jersey and making him Citizen Athlete of the Month. Geraldo is worried about how his team will get along without him. Mr. Furillo would like to involve a corporate sponsor to create a Geraldo Garcia Courage Award to be awarded yearly. There will be an interview with Mr. Furillo on 7/22 at 4:45 p.m. to be televised at a later date. 10) Scheduled Matters: A. Soccer VIP Program — Mr. Daniel Salazar is working with the AY50 on a program for youth with mental and physical disabilities. The Very Important ' Player (VIP) program will provide youth with the opportuniry to become more � physically fit, have fun, learn teamwork, increase self-esteem and make friends. Chairperson Flores advised that this program be promoted to the Afterschool � Fun Playground participana. B. Youth Health and Wellness Program - Ms. Jackson announced that this � program is stiil in the planning stages and will be brought back when more information ; is available. � C. Playground Equipment Update — Ms. Jackson reported that the existing ; playground equipment will be removed and replaced with new equipment. A new area currendy non-existent in the design will be incorporated for the 2 to 5 i year old age group. The money for this project will come from Los Angeles County funding. One of the elements of the County program will be to hire � youth. Hopefully there will be new equipment in the park in approximately 6 I months. i Ms. Jackson commented that she induded an article in their monthly report packet on the illegal use of "pocket bikes". � 1 1) Commission Orals: (Please abide by the 3-minute time limit for each Commissioner) � • Commissioner Espeseth — Always excited to see kids in their Baseball uniforms I receiving their trophies. Concerned about plastic sheeting over fences catching ; fire from fireworks. Commissioner Espeseth shared a joke with the Commission. I • Commissioner Mendoza — No Comment ' . Vice Chairperson Wood — Thanks everyone that attended the Baseball closing � ceremony. This is the first time the Softball program was involved in the closing ' ceremony and they enjoyed it. Councilwoman Santillan and her husband are ' involved with the Baseball program. j 3 � I � � Commission Orals Continued (Please abide by the 3-minute time limit for each Commissioner) • Commissioner Reed — The Baseball closing was very nice. Mayor Pro Tem Vasquez and Councilmember Santillan were in attendance. Commissioner Reed is pleased that Mr. Rodriguez's programs start on time. She also commented that the ]uneteenth program did not appear to be well planned this year and it was definitely not well attended. She would like a budget breakdown including allocated budget, actual budget, and itemized budget. She has received numerous complainu about the program opening. Commissioners and Block Watch Captains were not properly introduced or acknowledged. They have spent many hours volunteering on various projecu. Commissioner Reed was also upset that Commissioners were not informed that they would have to buy their own food. Food was provided only for employees and entertainers. She commented that the July 4` event should have been included in the two-year budget so she does not understand why there is no money to conduct a bigger event. Commissioners need to be more involved. . Chairperson Flores — Absent • Commissioner Hernandez — Commented that she enjoyed the Baseball Closing Ceremony. She thanked Ms. Jackson for the update on the park equipment. • Commissioner Jacinto — Commissioner Jacinto reported a mistake in the Spanish translation of the fliers used to promote the Neighborhood Beautification Program. Ms. Jackson stated that the monthly water bill is the best I advertisement. Commissioner ]acinto also inquired about the status of the new parks and their expected completion dates. Summer Natatorium hours are from 6:00 am to 9:00 pm: Swim lessons are available during morning and evening hours. Evening swim lessons have been extended and now begin af 6:00 pm in order to accommodate more families. The Marlin Swim team begins morning practice from 6:00 am to 5:00 am daily. Moming swim lessons are offered Monday through Friday 9:00 am to 12:00 pm. Recreation swim is offered 12:30 to 2:30pm and 3:00 to S:OOpm daily. Evening swim iessons are now offered Monday through Friday from 6:00 pm to 9:00 pm. ❑ Mariin Swim Team attended 2 swim meets — June 12 & 13 and June 19 & 20th ❑ Summer Swim begins June 28"' - ❑ Swim Team Booster Club Meeting: June 1, 2004 SENIOR CITIZENS PROGRAM The Senior Citizen Program has engaged in a partnership with SER-Jobs for Progress . National, Inc., Senior Community Service Employment Program. This organization assists older workers in our community to overcome barriers and secure employment. Cynwood is . now serving as one of the host agencies. We now have four (4) Senior Jobs for Progress employees working in the Senior Citizens ° Program daily. They are proving to be a vital asset fo the program and community. JUNE SENIOR EVENTS • Senior Fathers Day Program June 21, 2004 43 participants ' • Senior Summer Kick-Off June 17, 2004 20 participants • June Birthdays Celebration 16 birthdays celebrated •"We Care Food Give-away June 24, 2004 164 participants . " 'SPORTS PROGRAM . The Sports Division continues to assist the Lynwood Youth Sports Association (LSA}, residents and Community groups with structured programming and quality facilities. Current areas used for sports programs are baseball diamonds, soccer fields, tennis courts, the racquetball court, the gymnasium, Skate Parks and for individual sports programs to practice at various schools as needed. . Beginning in July, through a grant received, free tennis lessons will be offered to the entire community. This program is being offered to all ages. (see flyer distributed) ❑ Youth Soccer Spring Select practice and games are now ongoing and will continue through June and July. Fall Youth Soccer registration is currently being taken. Special registration was held on Sa#urday, June 10"' from 9:00 am to 2:00 pm. ❑ Youth BasebalF and Girls Softball presented its Closing Ceremonies on June � � 19"'. Youth boys and girls softball ieagues are currently taking registration for Winter Baseball Season. Youth Baseball will host the Pony Basebalf Toumament from July 8"' through the month of August with age groups from 7 years to 16 years of age. ❑ Youth Basketball Summer League games began on June 24�' with thirty (30) teams and will play at both the Community Center gym and Lynwood 9West during the months of June, July and August. a The Skate Park continues to be open Monday through Friday 3:00 pm to 8:00 pm and Saturday and Sundays 12 noon to 8:00 pm. Attendance is still low and the Sports Division is developing a Back to School Skate competition for late August or early September to re-advertise the park. ❑ Registration is now being taken for the United States Junior Tennis Association summer tennis program. Registration ends August 21, 2004. YOUTH CENTER ❑ June 21�` First day of Summer Day Camp • a June 25"' Hosted Summer Day Camp Open House SUMMER DAY CAMP The first session of Summer Day Camp began Monday, June 21 �`. The program provides recreational activities to children ages 5-12 years old. Day Camp operates at the Youth Center Monday through Friday from 7am to 6pm. Camp attendance for the first session was 109 campers. Camp activities include: ❑ Various field trips throughout the week such as amusement parks, museums, movies bowling, swimming, trips to nature parks and live entertainment shows ❑ Day to day activities include water games, game competitions, arts and crafts, sports and theme projects • ❑ Free meais are provided to day campers and youth from throughout the community (under the age of 18) at the Youth Center through the Summer Food Service Meal Program (grant funded). Breakfast is served from 9 am to 9:45 am and lunch from 12:30 pm to 1:30 pm daily AFTERSCHOOLPROGRAM June 11"' The After School Playground Program sponsored twenty-nine (29) students from Lindberg . Elementary to a trip to Knotts Berry Farm for their outstanding performance in the recreationai based Lunch Program. Students were challenged to a series of game competitions where by points were awarded and at the end of the school year students with the highest scores won. ' YOUTH CENTER STAFF TRAINING June 5tn Staff attended a Summer Staff Training Workshop at Cerrifos East Park. Twenty (20) Recreation Leaders received training in child safety, creating creative programming, customer service, and training on how to get inspired. : June 12 Staff attended a Summer Camp Training Workshop offered by the American Camping � Association. • June 14 —18`" Conducted staff orientations for new hires. Staff members received training in city policy -: and procedures, child supervision & safety, dress code, written reports, dealing with parents and CPR and first aid training.
