MEETING MINUTES for FEBRUARY 24, 2004
1) Call to Order: The Recreation Si Parks Commission meeting for February 24,
2004 was called to order at 5:00 p.m. by Chairperson Flores.
2/3) Invocation SI Pledge: Commissioner Reed gave the Invocation and the Pledge of
Allegiance was led by' Commissioner Espeseth.
4) Roll Call: Chairperson Flores —Present

5) A�enda Posting: The Agenda was duly posted for the February 24 meeting.
6) Approval of Past Minutes: Chairperson Flores motions for review and approval of
, the minutes for the Recreation 8i Parks Commission meeting held in ]anuary 2004.
Commissioner Espeseth motions that the minutes be approved and Commissioner
Reed seconds the motion. All Commissioners vote in favor of approving the
minutes and the motion is carried.
7) Correspondence: None
8) Public Orals: Albert Jimenez of 3997 Lugo Avenue came by to inform the
Commission about his participation in the Acura L.A. Bike Tour on March 7,
2004 as part of the annual Los Angeles Marathon. The cyclists will start their
portion of the race at 6 a.m. with runners following at 9 a.m. He stated that he's
been participating in ihis activity on an annual basis since the late 1980's after his
departure from active military duty. He usually encounters former Mayor Richard
Riordan during the 20-mile bike course. He will surprise City Council next week by
appearing in his riding gear and helmet along with his bike.
9) Staff Reporu:
A. Facility Usage Report — Attached for review
Commissioner Reed asked when rates were last updated.
B. Division/Monthly Reports — Report handed out by Deborah ]ackson, Deputy
Director of Recreation and Community Services. Commissioner Reed
wanted to know who prepares the Division Reports — the person in charge of
each particular division is the preparer. '
C. Current Programs/Activity Report — Recreation Superintendent I1, ]ose
Trejo announced the remaining Black History month programs planned
include: 2/25 8i 2/26 — Annual Martin Luther King Jr. Essay, Coloring
and Quiz contest at Bateman Hall and the Drill Team and Drum Line
Contest on 2/28 in Lynwood City Park. There will be a celebrity salute to
Dr. Martin Luther King Jr. on 3/b at Lynwood High School. The Senior
Citizens Program will also commemorate Black History month with the
Spoken Word on 2/26 at 1 p.m. in the Senior Citizens Lounge. Other
upcoming events include: Sign Language Classes at the Youth Center

D. beginning on 2/26 and Gardening Class beginning on 3/ l, Basketball
Closing Ceremony on 3/20 and Dodger Night on 4/ I 0. The Skate Park
Fee has been rescinded and supervision of the Skate Park will cease. The
City is not liable if there is no supervision provided.
Shawn Powell-Furillo — Sporu Ambassador Report — There will be a Spring
Youth Safery Fair in April/May. Lynwood youth participated in hockey with
the L.A. Kings on 2/ 10. The youth were excited to be involved in this
event. Mayor Byrd and Councilmember Pedroza are scheduled to have
lunch with the L.A. Kings on 3/ 1 1. A day in September will be proclaimed
L.A. Kings Day in the City of Lynwood. Mr. Furillo is working on corporate
sponsorships. He is also working on a letter-writing campaign to Governor
Schwarzenegger on the "No Child Left Behind° concept. La Crosse Jerseys
have been donated to the City of Lynwood. The team will play on the
reservoir or an alternate location in the park.
Chairperson Flores inquires as to the possibility of having the City of
Lynwood hockey participanu involved in programs at the Healthsouth
facility in EI Segundo (off Nash Street) once the program is established. Mr.
Furillo stated that the youth will visit the facility on a regular basis.
Commissioner Hernandez asks if a letter of invitation or a Flier can be
provided to the Commissioners notifying them of the next sports event
organized by Mr. Furillo.
10) Scheduled Matters: Presentation by Public Works/Engineering Department on
Parks and Faciliry Development — Tabled to next meeting.
I I) Commission Orals: (Please abide by the 3-minute time limit for each Commissioner)
• Commissioner Espeseth — Commissioner Espeseth was instructed to contact the
Traffic and Safety Commission regarding a street sweeper on her street from 7
a.m. to 9 a.m.
• Commissioner Mendoza — Would like to see a bus traveling to the Dodger game
as usual.
. Vice Chairperson Wood — Commented that 40 baseball teams are playing ball
in very limited space in Lynwood City Park. Announced a game between the
L.A. Dodgers and the Colorado Rockies on 4/10, ticke[s are $6.00 each and
there will be no bus transportation.
. Commissioner Reed — No Comment
• Chairperson Flores — Commented that he would like to see all the
Commissioners more involved in all faceu of Recreation and Parks and have
them bring their ideas to a future meeting.
• Commissioner Hernandez — Applauded the recent dances held at the Youth
Center and stated that more dances like these are needed as they provide youth
with something positive to do. Commissioner Hernandez also suggested that the
. Veterans Memorial Monument would be more visible if erected in front of City
Hall. She also inquired on the status of the playground equipment in the park.
Ms. Jackson responded that she had spoken to a representative of a playground
equipment company earlier in the day and he would be sending an estimate.
. She will have a report at the next meeting.

12) Adiournment: Motion to adjourn to the next regularly scheduled meeting to
be held on March 23, 2004.

-� Lynwood Cpmmunity Adult School has been serving the community for Yhe past fifty
years:..We proudly offer�programs that promote lifelong learning, including Adult Basic
Education, High School Diploma/GED, English as a Second Language, Citizenship, Gerontology
(Older Adults), and Parent Education.
In addition, we offer various vocational programs. Over the years the school has
deval`oped international partnerships with the govemments of Thailand and Iran in tlie area of
Englisli as a Secon�d Language.
Our student population is over 5,000 and growing. We would be extremely Ilappy if you
would attend this event wliich commemorates the Adult SchooPs dedicated service to the
