MEETING MINUTES for NOVEMBER 25, 2003
1) Call to Order: The Recreation 8i Parks Commission meeting for November
25, 2003 was called to order at 5:00 p.m. by Chairperson Flores.
2/3) Invocation 8i Pled�e: Commissioner Reed gave the Invocation and the Pledge of
Allegiance was led by Commissioner Espeseth.

5) A�enda Postin�: The Agenda was duly posted for the November 2003
meeting.
6) Approval of Past Minutes: Chairperson Flores motions for review and approval of
the minutes (with corrections) for the Recreation 8L Parks Commission meeting
held in October 2003. Commissioner Espeseth motions that the minutes be
approved, Commissioner Wood seconds the motion. All Commissioners vote in
favor of approving the minutes and the motion is carried.
Corrections to minutes:
As written in the October 2003 minutes - Commissioner Flores suggesu displaying
the board Mr. Furillo spoke of at the McDonald's on Woodruff Avenue in
Lakewood as they display a sporu theme and would promote the City of Lynwood.
Correction: Mr. Flores stated that a similar display board should be created for and
displayed in the City of Lynwood.
7) Correspondence: None
8) Public Orals: Mr. ]ulio Gonzalez of the non profit Alma Latina de Lynwood
Dance Group came to request assistance with obtaining a trophy case to use at the
Lynwood Youth Center. The trophy case would be used to display the many dance
trophies they have won over the years, about 30 trophies, including a Governor's
trophy are currently locked away in a garage. The dance group is conducting
various fundraisers such as car washes to raise money for the purchase of a trophy
case. Mr. Gonzales passed out pricing information to the Commissioners.
Commissioner Reed suggesu that Alma Latina may qualify for funds from the
Community Development Block Grant. Commissioner Jacinto suggested that he
visit the City Council with his request also. There was discussion on whether other
organizations would be able to use the same trophy case to display their trophies.
Mr. Gonzalez went on to say that the Alma Latina Dance Group has done TV
spou, news telecasts, health fairs, block parties and spent two-months performing at
Knott's Berry Farm. Mr. Gonzales also mentioned that the name of the group was
changed to reflect all Hispanic cultures and not just Mexico. Chairperson Flores
stated that this information would be forwarded to Deputy Director of Recreation
Deborah ]ackson.

9) Staff Reports: None
A. Facility Usage Report — Ms. Elizabeth Dixon discussed the various
possibilities in differences on fee waivers such as whether or not security is
required or alcohol served. She has a set of prescribed rules she must follow
for every usage contract and must follow orders.
B. Division Monthly Reports — Ms. Rozie Carrillo, Recreation Superintendent
II announced that a supervisor from every Recreation division was present to
give a brief overview of their programs.
Leo Rodriguez — Mr. Rodriguez handed out a report entailing many sports
statistics including starting seasons and dates, calendar of activities and
, attendance for spora such as Baseball, Basketball, Soccer, Softball, etc.
- Skate Park attendance is down because of weather and also the imposed
usage fee. Mr. Rodriguez stated that the City Council would agree to waive
the fee. Ham Park is now closed.
Rozie Carrillo — There is currently no water in the pool as it is shut down
for maintenance. The pool will re-open on the Martin Luther King ]r.
holiday for the MLK Swim. The Floor near the women's and men's
restrooms and locker area only two-years ago is in need of replacement.
Elizabeth Dixon — December is the busiest month for Batman Hall with many
Christmas parties and evenu including the annual Commissioners Dinner and
Employee Christmas Party. Ms. Dixon gave a long list of events and dates.
Approximately 60,000 patrons use Bateman Hall on an annual basis.
Bateman Hall has never had an open house.
Phyllis Cooper-Lyons — Ms. Cooper-Lyons passed out fliers with dates and
times for upcoming senior programs and events induding the following:
Annual Turkey Strut, We Care Senior Food Program, Tamale Festival,
Yuletide Sociai Tea, Christmas in the Pines, and Below the Border (Mexico)
Lobster Lunch.
lo) Current Programs/Activity Report —
. Mr. Rodriguez reported that Ms, Cooper-Lyons participated in the
Salute to Bob Hope Veterans Day Program and did a great job. The
segment Ms. Cooper-Lyons was in was rewritten at the last minute.
�• Communiry Services Day - Ms. Carrillo stated that the Salvation
Army, Nix Check Cashing and the Ciry of Lynwood would hold a
Thanksgiving food give-away in Athens Park in Los Angeles.
Participanu will receive a$75 gift certificate to buy a turkey, a bag
of groceries plus a child's toy.
Ms. Carrillo thanks Chuck Wood, the Marines, the Salvation Army
and others for being instrumental in collecting toys for Community
Services Day to be held in December at the Natatorium. food must
still be purchased for 350 families. She is requesting contacu for
food sources and volunteers to help on the day the food is bagged.
. Not on Agenda for Discussion — Baseball Clinic to instruct coaches on how to teach
the sport. Chairperson Flores motions for a vote to have the Sports Ambassador
conduct such a dinic, Commissioner Reed seconds the motion: All Commissioners
vote in favor of approving the minutes and the motion is carried. This item is to be
placed on the agenda for Lynwood City Council review.

1 I) Commission Orals: (Please abide by the 3-minute time limit for each
Commissioner)
• Commissioner Espeseth — Plastic tarps in resident's yards are a fire hazard.
Only about 12 people attended the last Coordinating Council meeting. There
is no Coordinating Council meeting in December and January.
• Commissioner Mendoza — Reminder - there is no meeting in December.
• Vice Chairperson Wood — There will be a toy tournament for Winter baseball.
• Commissioner Reed — Commenu that the Senior Advisory Board By Laws
approved by City Council. The mission is to assist in seeking and training
qualified volunteers. Groundbreaking for Senior Center will begin in March
2004.
• Chairperson flores — Asks if more information can be obtained by the next
meeting on park acquisition for the City of Lynwood. Chairperson Flores also
inquired as to whether the Recreation Department is networking with other
cities to prepare programs for the baby boomers soon to become Senior
Citizens.
• Commissioner Hernandez — Inquires if Bateman Hall will be open if there is a
local emergency.
• Commissioner )acinto — Inquired if the annual Christmas decorating contest
would be held.
12) Adlournment: Motion to adjourn to the next regularly scheduled meeting to
be held on Tuesday, February 24, 2004.

Dea'r Mr. Davis:
This'Department is preparing to conduct the March 2, 2004 Presidential Primary Election.
'� Our Training Section must train as many as 25,000 volunteers to staff approximately
5,000, polling places on Election Day. To accomplish this, we reserve over 90 training
sites throughout Los Angeles County. We need one in Lynwood for the convenience of
residents in and around your city who are serving on local precinct boards.

. This letter is to request the waiver of fees for the use of Bateman Hall as you were so
kind to do for us in the previous election. We have spoken to Ms. Jean Graham
requesting the following date and time:
